APRIL 6, 1989
MEETING MINUTES
The regularly scheduled Andover Park and Recreation and
Zoning Commission meeting was called to order by Chairman Marc
McMullen at 7:35 p.m., Thursday, April 6, 1989.
Commissioners,present included Bill Mamlock, Ron Ferris,
Jeff Kieffer, Jeff Flamo, Tom Anderson and Chairman Marc
McMullen. Also present were Todd Haas and Frank Stone.
APPROVAL OF MINUTES
MOTION was made by Commissioner Anderson, seconded by
Commissioner Flamo to approve the minutes of the March 23, 1989
Park meeting. All voted yes. Motion carried.
RESIDENTS FORUM
Sandra Johnson, 2451 179th Avenue NW (753-1496), had asked
about plans for Hawkridge Park. She has had a problem with kids
going through her yard to the Park, and leaving garbage in her
yard. She stated there is no garbage container.
Commissioner Kieffer stated that a snow fence has been used
in the past to help with this problem, but he would have to check
and see if there's any more left in storage. He also stated that
sometimes the City has purchased seedlings from the DNR to use as
a buffer between the residents and the park.
PARK DEDICATION
Todd Haas prepared a checklist for the determination of Park
dedication for newly-proposed subdivisions for review by the Park
Commission.
Mr. Haas stated that the checklist would be given to the
developer when a sketch plan has been submitted to the City of
Andover.
Marc McMullen asked how #3 in the requirements would be
based on a mobile home. Mr. Haas stated the City would follow
the "add two percent (2%) to dedication requirement for each
additional dwelling unit over three (3) units per gross density."

Mr. Ferris stated that he did have a problem with the
checklist in that it still doesn't quite follow what the
ordinance says (that we will determine fair market value at the
time of final plat).
Also, Mr. Ferris commented that the checklist did not state
how the 10% of land is to be determined for an appraisal purposes
or for park dedication. He related the previous conversations
discussed in which two or three park members would get together,
with a staff person and the developer to visit the property and
determine the 10% of land to be appraised, or taken for park
land. Mr. Ferris would like to set an elapsed time frame; for
example, stating that the value determined at time of appraisal
would be the amount the City would use in determining the fair
market value and this amount would be contingent upon sketch plan
going to the final plat stage within six months. If it doesn't
go to final plat within six months, the process will have to re-
evaluated.
MOTION was made by Commissioner Ferris, seconded by
\ Commissioner Mamlock that the Andover Park and Recreation
J Commission approves the checklist for Park Dedication for
Residential Developments with the modification as follows:
Insert as Item #3: Final Plat: The Park Commission would
review the plat, determine the location of the park and make a
recommendation back to the Commission for approval by the
Commission and then bring an appraiser in, and the value
determined by the appraiser would stand for six months,
contingent upon the final plat stage being completed within that
period of time.
Also Mr. Haas recommended changing 3. A. to be numbered as
2. A (1) and 3. B. should be corrected to be numbered 2. B. (1).
Mr. Ferris and Mr. Mamlock agreed to making these changes.
All voted yes. Motion carried.
CROOKED LAKE SCHOOL PLAYGROUND DISCUSSION. CONTINUED
This item was tabled as no one was present to discuss this

ANDOVER TRAVELING BASEBALL TEAM, DISCUSSION
Mr. Darrell DeLarco, 14557 Lipan Street NW, explained that a
group of Andover residents have started a traveling baseball team
for boys 14-16 years of age. The purpose of this team is to
provide high caliber baseball for the Andover boys who have
above-average talent. He also stated that Festival Foods is
sponsoring the team, and they will be playing in the North Star
League, which is comprised of traveling teams from several of the
northern suburbs. Mr. DeLarco is asking the City to provide the
team with a home field. They plan to play Tuesdays and Thursday
evenings from mid-May to mid-August. Their requirements are 90
foot bases and a 60 foot pitcher's mound.
Mr. DeLarco would like to see Strootman Park developed into
a baseball park. Mr. McMullen stated the City would have to do
some rearranging of this field -- the infield would have to be
widened and the mound would have to be put in, and eventually the
fence would have to be put in.

Mr. DeLarco also stated that next year, they hoped to have a
junior level (7th, 8th and 9th grades) traveling team.
Mr. Ferris asked if all the boys would be Andover residents.
Mr. DeLarco stated they would all be Andover residents, and they
would field a team of 13.
Mr. Kieffer asked how the boys were being selected for this
team. Mr. DeLarco stated that he was obtaining names of eligible
boys from the Community Leagues. They want boys who are very
good and good team players.

Mr. Ferris asked if a satellite would be needed. Mr.
McMullen stated that all ballfields need a satellite. The cost
for this would be $44.50 per month.
Mr. Ferris asked if $1,000 was in the budget for this
project. Mr. McMullen stated that this money would have to be
taken out of park dedication fees. Frank Stone could have the
information of whether there is enough money left from park
dedication by Monday.
Mr. McMullen also stated that the City Council had approved
the tennis court project at Northwoods. This will cost an
additional $5,000 to be taken out of park dedication fees also.

MOTION was made by Commissioner Ferris, seconded by
Commissioner Mamlock that the Andover Park and Recreation
Commission approves dedicating Strootman Park as a full size
ballpark providing 90 feet bases and a 60 foot pitcher's mound
for use in 1989 to the Andover Traveling Baseball Team, to extend
the ag lime as needed, and to add a snow fence around the
perimeter of the outfield, subject to the approval of the budget
out of the Park Board's dedication fees. If there is no money
left for this, a recommendation would be made to go to the City
Council for additional funds to complete the ballfield.
Mr. Haas asked if Mr. DeLarco could assist the City in
staking out the boundaries, outlining the chalk lines, etc. Mr.
DeLarco stated he would be able to assist with this.
Mr. DeLarco stated he would also like to be included in the
park ceremony to be held in Strootman Park.
All voted yes. Motion carried.
ANDOVER SOCCER CLUB. PRACTICE SCHEDULING DISCUSSION
Todd Haas stated that Mr. Sahatoo, representing the Andover
Soccer Club, had asked for fields for classes and practices. He
told Mr. Haas he would be attending tonight's meeting.
Mr. Kieffer stated that the City does not schedule practice
games.

Mr. Haas stated he wrote a letter to Mr. Sahatoo outlining
the fields the City has reserved for him for games - Hidden Creek
(Monday, Tuesday and Wednesday).

Also a representative from North Metro Soccer was present to
discuss scheduling practice fields.
MOTION was made by Commissioner Flamo, seconded by
Commissioner to amend the soccer schedule approved at the last
Park Commission meeting to show that Andover Soccer Club would
have the field at Hidden Creek reserved for Monday, Tuesday and
Wednesday, and not the field at Hawkridge. All voted yes.
Motion carried.
Mr. McMullen would still like to know what league Andover
Soccer Club is playing in and also for their complete roster and
schedule for games/practices. Mr. Sahatoo was not present to
address these questions. Todd Haas was directed to send him a
letter asking him for this information. He should include in
that letter to Mr. Sahatoo that Hidden Creek is not to be used on
Thursdays, Fridays, Saturdays, and Sundays and that the City
needs the application form completed (with roster, league info,
etc.) .
) Mr. McMullen stated that because practices are on a first
come, first serve basis and because North Metro has been at both
these park meetings to request practice times, they should be
granted the practice times.
MOTION was made by Commissioner Anderson, seconded by
Commissioner Flamo to approve North Metro Soccer's request for
practice fields as submitted.
It was also stated that for the Andover Soccer Club, the
times and fields that would be available for practice are:
Andover City Hall Field #2 on Fridays and Sundays, and Hawkridge
on Mondays, Thursdays, Fridays, and Sundays. Mr. Sahatoo should
review these times and let the City know which fields he would
like to reserve and for what time periods.
All voted yes. Motion carried.
ECHO HILL PARK DEDICATION
Todd Haas stated that the Park and Recreation Commission is
requested to review and recommend the dedication of cash of land
for Echo Hill. The preliminary plat is 42.3 acres. Phase I
consists of 15.2 acres, and Phase II consists of 27.1 acres.
It is recommended to select 1.52 acres and obtain the market
value by an accredited appraiser.

Mr. Hyliker is scheduled to get his preliminary plat to the
Planning Commission in May.
Mr. Ferris asked Todd Haas if he had obtained the list of
five appraisers from the City Attorney. Todd stated that he had
not as yet, but that he would ask him to submit this list.
Mr. Ferris reviewed the procedure to be taken in appraising
10% of land.
MOTION was made by Commissioner Kieffer, seconded by
Commissioner Mamlock that the Andover Park and Recreation
Commission accept cash in lieu of land for park dedication, as
there are quite a few parks surrounding that same area.
Mr. Hyliker asked what percentage would be taken. Mr.
Kieffer explained what the ordinance stated regarding the
procedure for taking park dedication.
Mr. Hyliker did not know when Phase II would be developed.

All voted yes, except Mr. Ferris who did abstain from voting
on this issue. Motion carried.
Mr. McMullen stated that two members of the Board would
visit the site to determine the parcel of land to be appraised
Commissioner Kieffer and Commissioner Mamlock, Todd Haas and Mr.
Hyliker would meet at the site on Tuesday, April 11th at
6:30 p.m. at the corner of County 58 and 158.
ANOKA FOOTBALL BOOSTERS
Don Lennox was present to speak on behalf of the Anoka
Football Boosters. He stated that the football players would be
available to assist the City with whatever projects the City
would need. In the past, the boys have planted trees, laid sod,
cleaned up parks, etc. The players would be available on
Saturday, May 20th from 8:00 - 1:00 to assist. The only
requirement is that the kids would be supervised.
Mr. Lennox stated that the City could decide what projects
they need done, and he could contact the City during the week of
May 1st to find out how they can help, and what type of projects
the City has come up with so the kids will know what type of
shoes/clothing to wear.

Mr. Lennox thought about 10 or 15 of these kids would be
used, depending on the project.
MOTION was made by Commissioner Kieffer, seconded by
Commissioner Flamo that the Andover Park and Recreation
Commission will provide work for the Anoka Football Boosters on
May 20th. All voted yes. Motion carried.
Mr. McMullen asked Mr. Lennox to contact Frank Stone about
the project.
OTHER BUSINESS
Melanie Deluca stated that a meeting is scheduled for
Tuesday, at 7:00 p.m. with the parents of children at Crooked
Lake, Andover and Washington for a work session to talk about the
summer recreation program, budget, etc. Melanie also reported
that there were 1,247 people taking classes at Andover Community
School, and 1,338 people enrolled in classes at Crooked Lake
School during the Winter Quarter.

) Melanie also stated that she had heard there would be grant
funds available to repair the baseball fields at Crooked Lake
School.
Mr. McMullen stated that Commissioner Ferris would be moving
to the Planning Commission. He also stated that a replacement
has been found for him.
Mr. McMullen also explained to Melanie that she should begin
working on her budget, as the requirement is to have it completed
by August.
Mr. McMullen also asked if Todd Haas could include for the
next agenda a copy of Ordinance 47 which refers to absences by
the Commissioners.
Also it was requested that the packets be sent out sooner,
so that the Commissioners have time to review them before their
meetings. Todd Haas stated he would try his best to do this.
