(612) 755-5100 ~:::: ::!'::"":~'l::'[':'~::'" ,;;" ANDOVER PARK AND RECREATION COMMISSION MARCH 23, 1989 MEETING MINUTES The regularly scheduled Andover Park and Recreation and Zoning Commission meeting was called to order by Chairman Marc McMullen at 7:35 p.m., Thursday, March 23, 1989. Commissioners present included Bill Mamlock, Ron Ferris, Jeff Kieffer, Jeff Flamo, Tom Anderson and Chairman Marc McMullen. Also included were Todd Haas and Frank Stone. APPROVAL OF MINUTES MOTION was made by Commissioner Ferris, seconded by Commissioner Kieffer to approve the minutes of the March 2, 1989 Park meeting. All voted yes. Motion carried. RESIDENTS FORUM None SCHEDULING SOFTBALL FIELDS MOTION was made by Commissioner Ferris, seconded by Commissioner Flamo to hear agenda item #5 before agenda item #4. All voted yes. Motion carried. A proposed schedule showing the use of fields by the Andover Athletic Association (AAA) and the Soderville Athletic Association was included in the packet for the Commissioners. Commissioner McMullen asked if all four City Hall fields were going to be used every night. The spokesman for the Andover Athletic Association stated that the fields would be used as requested on the schedule. He also stated that there would be seven baseball teams, and 23 softball teams scheduled to play at these fields. The time was added to the schedule for Terrace Park #9 and Northwoods #7 fields to indicate 6:15 to dark. Also there was a tournament scheduled July 28-30 that the AAA was requesting. MOTION was made by Commissioner Ferris, seconded by Commissioner Flamo to accept the schedule as presented. The motion was amended by request tournament dates for the Andover Athletic Association on July 28-30 for all four City Hall Fields. , , o u Andover Park and Recreation Commission March 23, 1989 Meeting Minutes Page Two \ ) Discussion: Commissioner Kieffer asked what the start date and end date of the baseball/softball season would be. The Andover Athletic Association stated it would be approximately from April 15 - July 31st. The dates would be the same for the Soderville Athletic Association. Mr. Kieffer also asked if they groups were still looking for the 6:15 to dark timeframe for the fields. They agreed this would be appropriate. All voted yes. Motion carried. Also the representative from Meadow Creek Christian School requested the dates of Tuesdays, April 25 and May 2; and Thursdays, May 4 and May 11 (from 3:30 - 6:45 p.m.). They requested use of fields 1 and 2. Marc McMullen asked if this would be a conflict with the AAA, but the representative from AAA stated it should not be a problem for just those four days. MOTION was made by Commissioner Kieffer, seconded by Commissioner Anderson to approve the application as stated for \ Meadow Creek Christian School. All voted yes. Motion carried. , / Another request for softball tournament dates was requested by Dave Wells. The dates requested were June 3 and 4, for class C and D men's and women's softball. He said their group could maintain the fields. Chairman McMullen recommended reserving tentatively the dates of June 3 and 4 for Mr. Wells, but that he would have to check the office regarding fees and application. Also, they would have to check with the City Clerk regarding a beer license. SCHEDULING SOCCER FIELDS Chairman McMullen stated that two applications from North Metro and one from Andover Soccer Club were received. Chairman McMullen stepped down from the Commission during this agenda item, and Commissioner Kieffer resumed the Chair duties for this item. Commissioner Ferris asked if anyone could verify from the North Metro Soccer Club, the number of kids that would be Andover residents. Mr. Ferris stated the Park Commission had a requirement that a list of the participants and their addresses should be included in the applications. , J \.....) , \J \ , ) Andover Park and Recreation Commission March 23, 1989 Meeting Minutes Page Three It was stated that there are at least 65 Andover residents who would have registered out of 200 registered for the North Metro Soccer Association (with approximately 400 total to register). No one was present to represent the Andover Soccer Club. The attached schedule was prepared to accommodate the needs of both the North Metro Soccer Association and the Andover Soccer Club. MOTION was made by Commissioner Anderson, seconded by Commissioner Ferris to approve the schedule attached for the North Metro Soccer Association and the Andover Soccer Club. This schedule will stand from the dates of May 1st to July 31st. All voted yes. Motion carried. Frank Stone had a request of the Associations that there should be no parking off the road and on the grass as sprinkling systems could be broken. '- j There was one more request for a Soccer Tournament for North Metro Soccer Association for June 19-23 for approximately three fields. Melanie DeLuca also will need a field on those dates but she is not sure of the numbers at this point in time. MOTION was made by Commissioner Kieffer, seconded by Commissioner Flamo to schedule three City Hall fields for use in a soccer tournament to be held June 19-23 by the North Metro Soccer Association. All voted yes. Motion carried. CROOKED LAKE SCHOOL The Park Commission reviewed a proposed Playground sketch at Crooked Lake School. Rick Packer reviewed this proposal with the Park Commission. He stated that the Parents Teachers Association has already raised $12,000 for this playground, and would be asking the City of Andover to enter into a joint powers agreement with the District 11 School System to finance, construct and maintain school/park sites and facilities. The total cost of this playground is estimated at $35,000 to $45,000. , / '-./ \.J \ , / Andover Park and Recreation Commission March 23, 1989 Meeting Minutes Page Four Phase I would cost $23,000. Phase II would cost $22,500. Melanie DeLuca stated that the playground is very old and is ln need of repair. Frank Stone commented that if the City were to do this that they would need a lot more cooperation from the School system. Mr. Ferris suggested that if the City was interested in pursuing this type of agreement that the City Council should review this proposal. He stated that the Park Commission's budget is dedicated toward the 50 parks the City currently maintains. He could never go along with using the Park Commission's funds for something that is not a park for the City. But, he recommended that the City Council could provide assistance through a special account. Also it would require the City Council's approval because of the nature of a joint powers agreement. Mr. Packer stated that grants were not available for this J type of project. The Commissioners agreed that Mr. Packer should present the school system with this same proposal and come back to the City with their information. Mr. Flamo asked if Mr. Packer had any documentation on how these joint power agreements have been arranged. Mr. Packer stated that this information could be obtained. Mr. McMullen suggested that after Mr. Packer makes his pitch to the school system to come back to the Park Board with that information and documentation about the arrangements of the joint powers agreement. At that point, the Park Board could make a recommendation to the City Council to further review this proposal. Todd Haas is going to tentatively schedule Mr. Packer for the next Park Meeting on April 6th. Mr. Parker will notify Todd if he does not have the complete information. Melanie DeLuca stated she will bring in the survey results about the Summer Recreation Program -- they got good response. \ / \.~J \ \.J \ ,J Andover Park and Recreation Commission March 23, 1989 Meeting Minutes Page Five PARK DEDICATION FEES. CONTINUED Ron Ferris reviewed the City Council motion made at the last City Council meeting regarding park dedication fees. Mr. Ferris also suggested to staff to prepare a procedure for park dedication fees to hand out to the developer. Todd Haas stated that the City needs to give the developer an idea, when he comes in to present the sketch plan, whether the City wants cash or land. After the sketch plan has been presented, then three Park members could go out and visit the site, and determine appropriate land to be used for appraisal figures. At the time of preliminary plat, the acreage selected is presented to the developer and approximately two weeks before the final plat, the appraiser is selected to determine the fair market value of that acreage. \ ) The developer is to pay for the appraisal also. Commissioner McMullen stated that the City Council had asked the Park Board to analyze the figures and average them out, to come out with a per unit figure based on actuals. APPROVE NORTHWOODS TENNIS COURT BID Todd stated that the low bidder for Alternate A (select granular borrow) is Gammon Brothers at $38,855.65. The low bidder for Alternate B (granular borrow) is Burt Kraabel Construction at $37,433.35. Frank Stone stated that there was $35,000 out of dedication fees to pay for this project. These figures do not include the fencing which would cost approximately $1,900 and also $500 for engineering expenses. Frank reported that the City has not used Gammon Brothers for parks, but they have been used for street projects. Both Todd and Frank agreed that Gammon Brothers is a tough organization to work with. \ , / They both agreed that the City works well with Burt Kraabel. ,--J " ) \ . '-' Andover Park and Recreation Commission \ March 23, 1989 Meeting Minutes ) Page Six Commissioner McMullen stated that he has a problem with Alternate B because the engineering firm had recommended Alternate A after performing a soil testing. Todd Haas commented that as long as the material below the 3-1/2 foot down to the base is suitable material and they get the compaction that is required, it should never be a problem. Mr. Mamlock inquired where the additional funds would be coming from. Mr. McMullen stated that the funds would all be coming from the park dedication fees. MOTION was made by Commissioner Ferris that the Andover Park and Recreation Commission adopt Alternate A Plan bid by Gammon Brothers at $38,855.65 to do all phases of the project except for the fencing and engineering. Because there was no second on this motion, Mr. Ferris withdrew his motion. \ ) MOTION was made by Commissioner Kieffer, seconded by that the Andover Park and Recreation adopt Alternate B Plan bid by Burt Kraabel Construction at $37,433.35 to do all phases of the project except for the fencing and engineering. All voted yes, Mr. Ferris voted yes with reservations. Motion carried. HIDDEN CREEK PARK LAYOUT. CONT'D. This item was tabled as staff has not been able to design the layout of this park. ADJOURNMENT MOTION was made by Commissioner Kieffer, seconded by Commissioner Anderson to adjourn the regularly scheduled Andover Park and Recreation Meeting at 10:17 p.m. All voted yes.
