Consider Application for Scheduled Use of Recreational Facilities/Coon Rapids Free Church DATE: December 17,2009 INTRODUCTION This item is in regard to considering approving the attached Application for Scheduled . Use of Recreational Facilities for use of the hockey rink as requested by Coon Rapids Free Church. DISCUSSION The days that has been requested is as follows for your review: . Thursday, December 31, 2009 from 9:00 pm-11 :30 pm and Friday, January 1, 2010 from 1 :00 am -2:30 am (early morning)/Prairie Knoll Park. Note: Since these are one-day requests, the Commission may want to consider waiving the requirements that are to be submitted as part of the Guidelines to use the facility. Also attached is the proposed revised 2009-2010 hockey rink schedule. ACTION REQUIRED The Park & Recreation Commission is requested to approve the Application for Scheduled Use of Recreational Facilities for use of the hockey rink at Prairie Knoll Park as requested by Coon Rapids Free Church. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this comDleted form will be given the highest priority. Subsequent requests will. be filled on a first-come, first-served basis if facilities are available. Consider Application for Scheduled Use of Recreational Facilities/Andover High School DATE: December 17. 2009 INTRODUCTION This item is in regard to considering approving the attached Application for Scheduled Use of Recreational Facilities for use of two (2) of the ball fields at Sunshine Park as requested by Andover High School. DISCUSSION Attached is the application from the Andover High School for use of 2 fields at Sunshine Park on Friday, April 30th for their girls fast pitch Varsity, JV, and their B-squad teams. The reason for the request is that the school would like to have a youth night and a Friday evening will work well since most associations may not be practicing on Friday nights or start playing games that early in the season depending on the weather. If the associations wish, there will be 2 other fields available that night if they wish to practice or play games. Note: Usually the applications for use of a field is due by the first week of March but since the high school schedules have to be determined well in advanced, staff would recommend approval of the application. A copy of this agenda item has been sent to the Andover Athletic Association and to the Andover Baseball Association so that if they have questions or concerns, the associations can attend this meeting or contact staff. Also since these are one-day requests, the Commission may want to consider waiving the requirements that are to be submitted as part of the Guidelines to use the facility. DATE: December 17, 2009 INTRODUCnON This item is in regard to continue discussion on community garden plots in city park areas. DISCUSSION Well as discussed at the last meeting, Grace Lutheran Church has indicated that are willing to do a joint effort with the city on having a community garden plot. Attached is the size that the church and the staff would like to start with for the upcoming 2010 growing season which is about 0.75 acres in size (the previous plan was 1 acre). TWQ reasons why. First, the church is not sure how much topsoil will be donated or can be purchased due to limited funds that are available. Second, the church and the staff are. not sure what kind of response we will get to rent the plots from residents so we didn't want to get to big. As far as the cost for the installation of the water service, meter, irrigation line, spickets and the amount of water that is anticipated to be used, staff is analyzing these costs and will forward to the next park Commission that is scheduled for January 5th, 2010. Staff will also be determining the cost to rent a plot for each size that would be available. Note: The discussion about the community garden plots have been scheduled with the City Council at their next workshop on Tuesday, January 26,2010. Review Outstanding Items DATE: December 17, 2009 Issues list as of 12/11/09 COMPLETED PROJECTS- . 2010 - 2014 Parks CaDitallmDrovement Plan - The CIP for the parks portion of the plan has been approved. ON-GOING PROJECTS - . DeveloD Site Plans for all existing parks which indicates the facilities available. (On- Going). . Andover Station North Ball Field Facility (DroDertv south of the old landfill) :.... Nothing new to report since the last meeting. There are a still a few items that need to be completed upstairs. Once the items are completed and the executed agreement has been signed, ABA will be able to occupy the building for storage upstairs. Note: Andover Baseball Association has contacted staff about installing 2 batting cages installed between the west and middle field closer down to the outfield fence. Also staff has been talking with baseball about netting around the building/concession area, as there have some concerns with foul balls. Staff will be are working with a company from Wisconsin to give us an estimate on the netting and installation. If the price is right, baseball may be willing to pay for this (we have indicated to baseball at this time that funds are not available from the city to do this). . UDdate of Park Dedication ImDrovement Fund Quarterlv ReDort - Next quarterly report is due in January in 2010. . UDdate of Quarterlv Sheriff's DeDartment ReDort on Park Patrol & Vandalism - Next quarterly report is due in January in 2010. . Hawkridae Park - A draft plan has been prepared and reviewed by the Public Works Parks Department staff and the North Metro Soccer Association. A copy of the plan is in the side pocket of the packet for you to review and think about over the next couple weeks. It is tentatively scheduled to be on the Park Commission agenda for the January 5, 2010 for discussion. Staff has also tentatively scheduled the draft plan to be on the City Council workshop agenda that is scheduled for January 26, 2010. . Community Garden Plots - Item is on the agenda. Prairie Knoll Park - The City Council has approved the location of the cell pole which will be located on the east side of the park near Prairie Road and just north of the southeast field. Construction most likely will not start until spring of 2010. ON-HOLD PROJECTS - . Eveland Fields Scoreboards - As directed by the Finance Department, the city cannot make the commitment at this time until sufficient funds are available to help in purchasing the scoreboards. The Commission will need to evaluate this as part of the 5 year CIP in the spring of 2010. . Rose Park - This project is on hold. The Park Commission has agreed to meet with neighborhood informally to discuss the future redevelopment the park that could potentially include a couple hockey rinks and a free skating rink at some point in the future. . Hartfiel's Park- The project is on hold until the property considers their option but the city at this time does not have the funds to buy it. . City Hall Campus Hockev Outdoor Hockev Rink - The retaining wall that was necessary to allow for the construction of the warming house has been completed. Otherwise the project is on hold until the hockey association is able to receive enough donations to start construction of the rinks and building. At the earliest, the rink and building construction will not start until next year 2010. TASK FORCE UPDA TES- . Skateboard Task Force (HuPP/Kowaleski) - The staff has schedule a discussion item for the next Park Commission meeting for January 5, 2010 to talk about the half pipe surface that needs boards repaired. Note: Just something to think about between now and the next meeting. If the Commission agrees to move forward with replacing the boards, staff would like to order the boards as soon as possible as it usually takes about 2 to arrive. OTHER ITEMS OF INTEREST - .
