(612) 755-5100 PARK AND RECREATION COMMISSION REGULAR MEETING MINUTES FEBRUARY 2, 1989 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:35 p.m., Thursday, February 2, 1989, in the Council Chambers of Andover City Hall, 1685 Crosstown Boulevard N.W., Andover, Minnesota. Commissioners present included: Marc McMullen, Ron Ferris, Tom Anderson, Jeff Flamo, Bill Mamlock. Staff present included: Frank Stone. APPROVAL OF MINUTES This item was moved to the end of the agenda items. RESIDENTS FORUM Q Tom Lenarz asked if he could reserve the hockey rink at City Hall for February 18 (Saturday) from 1:00 - 3:00. Marc McMullen stated that the rink is not usually scheduled on weekends, but felt this was not a problem as the rink is not booked for any other events. MOTION was made by Commissioner Ferris, seconded by Commissioner Mamlock that the Andover Park and Recreation Commission approves the request by Tom Lenarz to reserve the Hall hockey rink on Saturday, February 18, 1:00 - 3:00 p.m. voted yes. Motion carried. City All It was suggested that Tom Lenarz could pick up a reserved sign from the City (from Todd Haas) on the Friday, February 17th. NORTHWOODS TENNIS COURT/INFORMATIONAL HEARING Marc McMullen stated one of the key communicators, Dick Albertson, felt that the Northwoods area was in need of some playground equipment in the back area. /- "- \J Judy Lentz spoke in favor of the Northwoods Tennis Court. She also stated that many of the neighbors would like to see the area cleaned up. Marc McMullen stated that the City has been in the process of doing this, but it has taken some because of legal matters, getting estimates to repair the court, obtaining soil testing, etc. , ~ , ,-) \ , J Andover Park and Recreation Commission February 2, 1989 Meeting Minutes Page Two Marc McMullen also indicated that the City would be opening bids on February 10 and they would go to the Park Board at the February 16 meeting. He suggested that anyone else interested in voicing their opinion on the location of the Northwoods Tennis Courts should attend this meeting. REPORT FROM PUBLIC WORKS Frank Stone stated the Carlsons brought in plans for the driveway to the golf course. The Park Board had previously negotiated lower residential fees for easement of the Carlson's going through the park as an access. Frank was wondering if the Park Board would be interested in having the area rededicated and trading-off some land. Frank stated that the City Staff was suggesting this and that it would alleviate having the golf course sign on park property. / Marc said he was under the impression that the Carlsons would maintain this park land. It was felt by Ron Ferris and Marc McMullen that it would be a legal hassle to get that land back. This would require going back to the group who dedicated it, and also having every resident sign off on this item. Ron Ferris is opposed to this idea because (1) it may set a precedent, (2) it may be a legal hassle, and (3) because the developer hasn't even requested this, he wouldn't want to consider it. Ron felt that the developer could negotiate permission to put a sign up in accordance with the sign ordinance. COMPREHENSIVE PLAN TASKS 1 AND 3 \ J Commissioner Ferris reviewed the process the Park Board used in determining the new formula for park dedication fees. He stated that the Park Board used a formula, provided by Westwood, based on average density 2.314 per acre in residential areas, then directed staff to go to Anoka County and research what land values had changed inside/outside the MUSA. The staff prepared a chart with those numbers, and they were mostly rural, only a few urban numbers available. The total land values equal 859,500 over an 18-month period, for a sale of 426.32 acres which comes up to an average per acre value of 2,016.09. Then, the Park Board multiplied 2,016.09 times 2.314 and took 10% of that number or $466.52. The 2.314 figure was a number provided by Westwood as an algorithm to use to round off so there is not a separate number for rural or urban acres. The 2.314 number is based on average density in an R-1 area. '--) I \.,.1 , Andover Park and Recreation Commission February 2, 1989 Meeting Minutes Page Three / Ron Ferris also stated a good example to substantiate the 2.314 number (and why the cost per acre is not used) would be a comparison of Ham Lake's dedication fees. Ham Lake currently uses $1,400 per acre. In Andover, using a number per acre method--$1,400 would create a fee of $605 per developable unit inside the MUSA and $3,500 per developable unit outside the MUSA. Ron felt that Andover could not justify that disparity, and this would not be acceptable by anybody. This is the reason the Park Board has recommended the $466 number, because it is mathematically justifiable. The Park Board recessed at 8:50 and resumed its meeting at 9:00 p.m. PARK GRANTS Marc McMullen stated that the Park Board needed to make a formal recommendation to the City Council regarding their number one park development priority. \ , / There was more discussion regarding the idea of Kelsey Park, and/or the Round Lake area. It was brought up that the area picked would have to be accessible by a County Road. Marc McMullen thought the Park Board would have to buy land or get some more land from Indian Meadows to provide an access by a County Road. Marc McMullen would like to have someone to come from the DNR and walk the area of Round Lake to consider the possibility of dredging it to make it a beach/swimming area. Also, there was discussion that a requirement of choosing an area for a grant would be to update the Comprehensive Plan. Marc McMullen stated that Coon Rapids is looking at a trail system to Bunker Lake Boulevard, which will go to Elm Creek. Marc would like to propose for a master plan for a non-motorized trail system along Coon Creek (either one side or both) until it gets to Hanson (and then go to the north side, because of the dump on the south side) and follow it back to Round Lake, and then possibly following the easement to the railroad tracks and head north. , l ) , . I ~-~ \ J Andover Park and Recreation Commission February 2, 1989 Meeting Minutes Page Four MOTION was made by Commissioner Ferris, seconded by Commissioner Anderson that the Andover Park and Recreation Commission recommends to the City Council Kelsey Park as their number one park development priority for the next five years, and that the Park Board proceed with research in terms of acquiring a grant and matching funds to develop Kelsey Park. All voted yes. Motion carried unanimously. This item will go on to the City Council on February 21st. Mr. Ferris stated that applying for a grant was another reason to raise park dedication fees, as the City has to come up with matching funds in order to complete the process. \ j MOTION was made by Commissioner Anderson, seconded by Commissioner Mamlock that the Andover Park and Recreation Commission recommends to incorporate a trail system in the master plan running from the railroad tracks on the north or south side to Hanson (depending on where the City has land) and from Hanson to the north side of Coon Creek, along County Ditch 57, and proceed to the Creekwood Estates and then head north to tie into Round Lake, and to be able to use Round Lake as a crossing to Kelsey. All voted yes. Motion carried. There was discussion by Mr. Ferris who asked if the Coon Creek Watershed had anything to say about this plan, and if the City Attorney could review this proposed plan. MOTION was made by Commissioner Flamo, seconded by Commission Anderson, that the Andover Park and Recreation Commission recommends to incorporate a north/south trail in the master plan running along the railroad tracks at Bunker Lake Boulevard to 181st, using the gas easements. All voted yes. Motion carried. ADJOURNMENT MOTION was made by Commissioner Ferris to adjourn the regular Park and Recreation Commission meeting at 9:40 p.m. Respectfully submitted, (Park.20)
