SPECIAL MEETING MINUTES
JANUARY 26, 1989
The special meeting of the Andover Park and Recreation
Commission was called to order at 7:35 p.m., Thursday, January
26, 1989, in the Council Chambers of Andover City Hall, 1685
Crosstown Boulevard N.W., Andover, Minnesota.
Commissioners present included: Marc McMullen, Jeff
Kieffer, Tom Anderson, Jeff Flamo, Bill Mamlock, Stuart Kinkade
Staff present included: Jay Blake, Todd Haas
RESIDENTS FORUM

Rosella Sonsteby stated that developers should be not be
penalized for the development of parks. She felt that $1,078 per
industrial acre was too high for commercial park dedication fees.
Ms. Sonsteby stated that Park Board should concentrate its
efforts into making Round Lake into a good swimming area.
COMPREHENSIVE PLAN. TASKS 1 AND 3. CONTINUED
Marc McMullen stated that the ordinance read "it shall be
10% of the market value of the land, as determined by tax
assessment records" (ordinance dated 9/10/74). He stated that
the Park Board had approached the Planning Commission on the
assumption that the ordinance read that the dedication was based
on tax-assessed value of the land.
A corrected copy of the ordinance was passed out the members
(page 16, Section 9.07.6 (a) and (b). According to Jim
Schrantz's records, park dedication fees should be based on the
fair market value. This change in the ordinance was made in
8/7/79 -- the wording was revised from assessed value to market
value. Since 1979, the City should have been collecting park
dedication fees at fair market value, which it has not been
doing.

Ms. Sonsteby suggested that the Park Board go and retrieve
the funds they lost since 1979 in not charging fees according to
market value vs. assessed value. Marc McMullen stated he would
check with the City Attorney on this issue.

Marc McMullen stated that now that the Park Board has just
based the park dedication on a unit price, then this gives the
City a value to go by.
Two new Park Board members were introduced: Jeff Flamo and
Bill Mamlock.
Marc McMullen recommended that staff prepare a packet of
information to present to the City Council as follows:

- Analysis of Park Dedication Chart. In the listings of
properties, under Timber Trails, indicate if the properties are
unknown. Also, the columns need to be totaled up and averaged.
A separate page should be used for the formula and math
calculations. The Urban and Rural column could be dropped off
the page. An average of the cash price should be calculated.
Also on a separate page, it could be calculated how much money
the City has lost (giving example: over the last five years,
this is how many acres have been developed and the City has lost
certain amount of money). Also, the commercial amount of $1,078
should be included with how the formula was determined.
- The Listing of Surrounding Communities and what they
charge for park dedication fees - include Anoka, Brooklyn Park,
Champlin, Coon Rapids, Eagan, Eden Prairie, Maple Grove, Ramsey,
Minnetrista, Oak Grove, Blaine, Ham Lake, Woodbury, St. Francis,
Elk River. Todd Haas was directed to prepare this listing and
verify the amounts with each of the cities and also ask them when
was the last time they updated their listing.
- Also, a page should be included as to what types of
projects the Park Board intends to use the additional money for:
fencing ballparks, lighting, repair of Northwoods.
Marc McMullen stated that he had asked Melanie DeLuca to try
to contact as many people in the Northwoods Tennis Courts area to
come to the next Park Meeting to indicate their interest in such
a project. Marc indicated the Park Board would have to make a
decision at that meeting as to whether or not to go with the
Northwoods site, as the bids would be coming in.

PARK GRANTS DISCUSSION
Jay Blake commented that in order to fill out a preliminary
application for the park grant, the Park Board would need to
submit evidence that the project selected is the number one park
development priority within the city. Jay also stated that the
preliminary application design layout could be completed by one
of the consulting engineering firms and the Andover Planning,
Engineering and Public Works Department. Also recommended by Jay
Blake was that the local input and contributions would rank the
project higher than those without donations.

The application form needs to be approved by the City
Council. The items to be included in the grant are: application
form, geographic location maps, population information,
Comprehensive plan sections, park and recreation CIP budget, city
park maintenance budget, local contribution efforts, site plans,
project budget summary, and zoning map. Jay stated that most of
these items are available but that extensive work will be needed
in the site selection and site planning areas. The grant will
need to be submitted by May 1989.
Possible sites selected by the Park Board were Kelsey Park
and Round Lake. Jay stated that both parks could be included in
the project because they are both on the same lake. He also
indicated there would have to be access off of a county road.
Jay also stated that the project could be completed over a
three-year period and would have that same amount of time to come
up with the matched funds.
There was discussion about dredging Round Lake. A permit
would be required by the DNR, and then funds would have to be
acquired to do the dredging.

The grant funds can also be used to purchase land to do this
project.
Another issue discussed was the intensely-developed
recreational fields. Jay stated that the two problems with the
old application was that the area was not served by sewer and
water and the ballfield design. Any new application would need
to include the combination of activities.
It was agreed that Kelsey should be declared the number one
park development priority for the next year.
ADJOURNMENT
The Special Park and Recreation Commission was adjourned at
9:47 p.m.
