SUBJECT: 4. Consider 2009 -2010 Hockey Rink Schedule

INTRODUCTION
This item is in regard to considering the 2009 -2010 hockey rink schedule.
DISCUSSION
To date the City has only received an application from the Andover Huskies Youth
Hockey Association (AHYHA). Attached is the proposed schedule and the rinks that
they plan on using for the 2009 -2010 season, which is a change from last year to
ensure the rinks, can be open as much as they can on nights that AHYHA have
scheduled practices as AHYHA will be responsible for opening and closing the rinks on
these days.

NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in November.
FOR SPRING AND SUMMER USE - FIRST THURSDAY IN MARCH FOR SOCCER, SOFTBALL,
BASEBALL, AND LACROSSE.
NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in March.
FOR FALL USE - SECOND THURSDAY IN JULY FOR SOCCER, SOFTBALL, FOOTBALL AND
BASEBALL.
NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in July.
It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached "'Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first -come, first -served basis if facilities are availal5l�, The sequencing of scheduling will be
considered with City youth associations having firsapriority.

Note: Field /hockey rink (practice or games) use by any association or team is prohibited without
approval by the Park and Recreation Commission or its designee.
Note: Any organization and /or association that applies for use of a recreational facility will be
required to pay a fee as determined by the City Council for park security.
APPLICATIONS WILL NOT BE CONSIDERED COMPLETE UNLESS ALL INFORMATION IS

SUBJECT: 5. Consider Community Garden Plots in Parks Areas, cont.

INTRODUCTION
This item is in regard to continue discussion on community garden plots in city park areas.
DISCUSSION
Since the last meeting, some of the potential sites have been removed from the list due to the
lack of water being available to irrigate the gardens. So some of the sites that still may be worth
discussing are as follows:
• Urban -- Rose, Red Oaks East, Creekridge, and Terrace
Note: All these locations have water available.
Also since the last meeting we do have a landowner that may be interested in having
community garden plot located on their property. This landowner will be meeting with the
adjacent property owners on Tuesday, November 17` On behalf of the city, I will be attending
the meeting to answer any questions that the neighborhood may. I will let you how it went at
the Park Commission meeting on Thursday night. The landowner may attend the meeting on
Thursday night if all goes well with the neighbors.
If the landowner determines that it will not work, the Park Commission will need to narrow their
choice on where the garden should be located.
ACTION REQUESTED
Depending on meeting with the landowner, if that does not work out, the Park Commission will
need to narrow the choice as to where the Community Garden Plot should be located.

SUBJECT: 6. Anoka County Sheriffs Department 3 rd Quarterly Report, cont.

INTRODUCTION
This item is an update regards to the Anoka County Sheriff's Department 3 rd Quarterly Report.
DISCUSSION
City staff was able to talk with Laura Landes from the Anoka County Sheriff's Department in
regards to lack of reports for the months of August and September. Laura Landes also notice
that too before she forwarded the original report to staff. So to help fix the problem, city staff
has forwarded all the real addresses of all the parks within the City to the Anoka County
Sheriff's Department to see if they can help track the calls a little bit better.
ACTION REQUESTED
No action is necessary. The next report will be scheduled for January of 2010.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Develop Site Plans for all existing parks which indicates the facilities available. (On-
Going).
• Andover Station North Ball Field Facility (property south of the old landfill) — Nothing
new to report since the last meeting. There are a still a few items that need to be completed
upstairs. Once the items are completed and the executed agreement has been signed, ABA
will be able to occupy the building for storage upstairs. Note: Andover Baseball Association
has contacted staff about installing 2 batting cages installed between the west and middle
field closer down to the outfield fence.
• Update of Park Dedication Improvement Fund Quarterly Report - Next quarterly report
is due in January in 2010.
• Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism — Next
quarterly report is due in January in 2010.
• Hawkridge Park — The city staff is currently working on a draft plan of a possible layout of
what the park could look like. Once the draft plan is done and the layout works for both the
city staff and the North Metro Soccer Association, a draft plan will be presented to the
Commission for your review most likely in December or January.
• Community Garden Plots — Item is on the agenda.
ON -HOLD PROJECTS —
• Eveland Fields Scoreboards — As directed by the Finance Department, the city cannot
make the commitment at this time until sufficient funds are available to help in purchasing
the scoreboards. The Commission will need to evaluate this as part of the 5 year CIP in the
spring of 2010.
• Rose Park — This project is on hold. The Park Commission has agreed to meet with
neighborhood informally to discuss the future redevelopment the park that could potentially
include a couple hockey rinks and a free skating rink at some point in the future.

• Hartfiel's Park The project is on hold until the property considers their option but the city at
this time does not have the funds to buy it.
• City Hall Campus Hockey Outdoor Hockey Rink — The retaining wall that was necessary
to allow for the construction of the warming house has been completed. Otherwise the
project is on hold until the hockey association is able to receive enough donations to start
construction of the rinks and building. At the earliest, the rink and building construction will
not start until next year 2010.
TASK FORCE UPDATES —
• Skateboard Task Force (HupplKowaleski — The skate park equipment has been stored
away for the season. Otherwise nothing else new to report.
OTHER ITEMS OF INTEREST —
• Irrigation of City Parks - Nothing new to report on this at this time.
• 2010 — 2014 Parks Capital Improvement Plan — Nothing new to report on this at this time.
• Prairie Knoll Park — The City Council has approved the location of the cell pole which will
be located on the east side of the park near Prairie Road and just north of the southeast
field. Construction most likely will not start until spring of 2010.
