Consider Amendment to Parks Advertising Policy Date: November 5, 2009 INTRODUCTION This item is in regards to considering amending the parks advertising policy as requested by the Andover High School Boosters. DISCUSSION Attached is the request to change Item 4 in the Park Advertising Policy to allow for a 5 ft high by 10 ft wide sign. Currently the uniform size requirement is 4 ft high by 8 ft wide. Some of the Commission members have seen the advertisement signs that were installed on the outfield fence at Sunshine Park and Andover Station North Ball field facility which are little difficult to see the advertisement from home plate. Staff has reviewed the request and recommends approving the change. This request will be presented to the City Council at their next available meeting. ACTION REQUESTED The Park and Recreation Commission is requested to consider the request to increase the size of the sign from 4ft high by 8 ft wide to 5 ft high and 10 ft wide. Advertising signs shall only be allowed on the outfield fences of baseball and softball fields at Sunshine Park, Eveland/Andover High School Fields, and Andover Station North. 2. Ball Field and Scoreboard Advertising Signs: Ball field advertising and scoreboard advertising signs shall be permitted in all districts subject to the provisions of this chapter and with the following conditions: a) Ball field advertising signs shall not be visible from adjacent residential properties when viewed at ground level. b) Scoreboard advertising signs shall be placed in such a way so as to minimize to the greatest possible extent the exposure to adjacent residential properties. c) Ball field scoreboard advertising signs shall not be illuminated when not in use for ball games. 3. Only the City or a party or parties who have a valid lease agreement with the City shall place signs in the approved parks. 4. Signs shall be a uniform size of 4' high by 8' wide. 5. The signs shall be designed so as not to inhibit the ability of players to see the ball in play. 6. Signs shall not be placed prior to April 1 St and shall be removed by November 1St each year. 7. Signs relating to politics, tobacco, alcohol, gambling, and adult oriented uses are prohibited, as are signs containing offensive or obscene language. 8. The content of all signs shall be subject to approval by the City of Andover before installation. 9. Signs shall be installed and removed by the City of Andover. Off -season storage of signs shall be the responsibility of the lessee(s). Approved by the Andover City Council- May 2, 2006 10. Signs shall be kept in good repair, in conformance with City Code section 12-16 - 7-B. The lessee(s) shall be responsible for the maintenance, repair, and replacement of damaged, vandalized, or dilapidated signs. 11. All signs shall comply with the Andover City Code. 12. Proceeds from the program shall be used to improve local park facilities utilized by local sporting associations. The curr nt size requirement is 4ft x 8ft and we would like to see the size increased to 5ft x 10ft. After sellin a few signs this season and seeing them posted at the fields I think you will agree that the 4 x 8 size is s all for an outfield sign. Consider Community Garden Plots in Parks Areas, cont. j DATE: November 5,2009 INTRODUCTION This item is in regard to continue discussion on community garden plots in city park are s. DISCUSSION As indicated at the last meeting, some of the sites that have' potential in the urban and r ral areas are include the following: • Urban -- Rose, Red Oaks East, Creekridge, Northwood's West, Crooked Lake at Landing (west half of park), and Terrace • Rural — Forest Meadows, Tulip, Oak Hollow, and Fox Meadows Some of the other city owned property that have potential to have a garden is as follows • Publics Works facility, Property in the northwest corner of the intersection of 7 venue & 159 Avenue, Staff has had a chance to visit the Coon Rapids and the Ramsey community garden site . Attached are pictures of each site. The size of the Coon Rapids site is approximately 8 ft wide by 440 ft long (about 0.80 acres). The size of the Ramsey site is approximately 20 ft wi a by 150 ft long (about 0.06 acres). Both locations do have city water available for irrigating r watering their gardens. The Coon Rapids site has faucets available and the gardeners ring their own hoses to water the gardens. It appears in some cases they are sharing hoses.' A copy of the Coon Rapids program and/or the guidelines was included in your last packet for your review. ACTION REQUESTED No action is necessary. This will placed on the November 19 agenda for continued disc ssion. At this point, the parks that have no water available will need to be removed from the list as potential sites. Haas, Assistant Public Works Director Subject: 6. Update of Hawkridge Park/09 -18 Date: November 5, 2009 INTRODUCTION This item is in regards to the status of Hawkridge Park, Project 09 -18. DISCUSSION At this point, the hockey rink and free skate area will remain at the park beyond this upcoming season with a new hockey rink and free skating area to most likely will be relocated further east from its current location closer to Verdin Street. The staff is still working out the details on the rental of the warming house and having the Andover Huskies Youth Hockey Association volunteering their time to be rink attendants for the upcoming season at each of the sites (Prairie Knoll Park, Crooked Lake School, and Hawkridge Park). As far as the layout of the park, staff will be meeting with the North Metro Soccer Association representatives within the next couple weeks and before the next Park Commission meeting which is scheduled for November 19 ACTION REQUESTED No action is necessary as this item was to just update the Commission as where everything is at. Date: Time: Arrival: Location: Case Number: 07.02 1448 1500 Terrace Park 09153737 A deputy was dispatched to the park on a report of kids doing illegal jumps. When he arrived he did not witness anything illegal. 07.03 1808 1813 Northwoods West 09154818 A resident reported damage to a picnic table that occurred sometime overnight. The table was damaged beyond repair; public works was notified. 07.06 1944 1952 Northwoods West 09157567 A resident reported damage to a picnic table at the park. 07.08 2042 2042 Hidden Creek09159428 A resident reported a theft from vehicle at the location; the passenger side window was broken out and a backpack was removed. 07.08 2252 2253 Station North 09159533 A resident reported a group of females entered the park after it was closed. The deputy arrived and checked the park but was unable locate anyone. 07.08 2305 2315 Forest Meadows 09159551 A resident reported a suspicious vehicle in the park. When he arrived there were two cars in the lot. He made contact with the two drivers. He advised them that the park was closed and that they were in violation of curfew. Both parties left. 07.13 1513 1513 Pine Hills Park 09163687 A resident reported a damaged picnic table at the park; he advised it happened within the last two days. There were two names spray painted on the table and the caller though he knew one of the kids. The deputy took the kid's name from the caller and went to the child's home to talk to his parents. The mother advised the deputy she would speak to her son. There are no leads. 07.15 0912 0912 North Woods 09165273 A resident reported damage to a picnic table in the park; it was written on with marker. The city was notified. 07.16 1712 1723 Strootman 09166580 A resident reported various ATVs and dirt bikes racing down the road in front of the park. When the deputy arrived there were no motorized vehicles in the area. As he drove around the deputy observed some dirt bikes in front of a home. The deputy stopped at the home and spoke with the parent, asking him if his kids were on the street. The parent advised the children were driving on the street. The resident was informed of the ordinance and agreed he would not let his kids drive on the roadway. 07.21 2351 2354 Hawk Ridge 09171260 A resident requested a deputy stop at the park concerning two vehicles blasting a stereo. The deputy arrived and made contact with the drivers. They were told to leave the park being it was closed. They complied. 07.23 2254 2257 Landlocked 09173109 A resident reported a suspicious vehicle in the park. The deputy located the vehicle and it was unoccupied. The deputy observed a male and female sitting on the swings. He spoke with them and advised the park was closed; they left. 07.26 Andover Station I do not have all the details but there was a port-a -poty fire overnight in this park. 07.27 0148 0150 Andover Station 09176108 Deputies were dispatched to a port-a -potty fire. When they arrived they put the fire out with an extinguisher. Two other squads checked the area since this is the second fire in the park in two nights; no one was found. 07.29 2118 2118 Skate Park 09178704 A caller reported kids were "mooning" people at the park and jumping in front of vehicles. The deputy arrived within 30 seconds of the call being dispatched and observed several juveniles using the skating equipment appropriately. All juveniles spoke with the deputy and stated they did not observe or participate in any disorderly conduct and were cooperative. ON -GOING PROJECTS - • Develop Site Plans for all existing parks which indicates the facilities available: (On- Going). • Andover Station North Ball Field Facility (property south of the old landfiln — Nothing new to report since the last meeting. There are a still a few items that need to be completed upstairs. Once the items are completed and the executed agreement has been signed, ABA will be able to occupy the building for storage upstairs. • Update of Park Dedication Improvement Fund Quarterly Report - Item is on the agenda. • Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism — Item is on the agenda. • Hawkridge Park — Item is on the agenda. The city staff will be finishing up on the survey work within the next few days. Staff will be meeting with the North Metro Soccer Association representatives within the next couple weeks to start discussing their needs and the layout. • Community Garden Plots — Item is on the agenda. HAFnginee6ng\ParkslPark & Rec Packet Informationlltems 12009\110509\Item 9.doc ON -HOLD PROJECTS - • Eveland Fields Scoreboards - As directed by the Finance Department, the city cannot make the commitment at this time until sufficient funds are available to help in purchasing the scoreboards. The Commission will need to evaluate this as part of the 5 year CIP in the spring of 2010. • Rose Park - This project is on hold. The Park Commission has agreed to meet with neighborhood informally to discuss the future redevelopment the park that could potentially include a couple hockey rinks and a free skating rink at some point in the future. • Hartfiel's Park The project is on hold until the property considers their option but the city at this time does not have the funds to buy it. • City Hall Campus Hockey Outdoor Hockey Rink - The retaining wall that was necessary to allow for the construction of the warming house has been completed. Otherwise the project is on hold until the hockey association is able to receive enough donations to start construction of the rinks and building. At the earliest the rink construction and building will not start until next year 2010. TASK FORCE UPDATES - • Skateboard Task Force (Hupp /Kowaleski - The skate park equipment has been stored away for the season. Otherwise nothing else new to report. OTHER ITEMS OF INTEREST - • Irrigation of City Parks - Nothing new to report on this at this time. • 2010 - 2014 Parks Capital Improvement Plan - Nothing new to report on this at this time. • Prairie Knoll Park - The City Council has approved the location of the cell pole which will be located on the east side of the park near Prairie Road and just north of the southeast field. Construction most likely will not start until spring of 2010. Note: If you have any items that you would like to add to the list, let me know at the meeting.
