2 President Gamache asked what the benefit would be to have the parcel removed from the district.
3 Mr. Dickinson stated there is no difference when the parcel is removed from the district, the
4 zoning stays the same. He indicated there would be expenditures to have the parcel removed
5 which he doesn't see prudent since the parcel will automatically drop out of the district at the end
6 of the year.

16 DISCUSS ANDOVER STATION (LE. MARKETING/MAINTENANCE)

18 Mr. Neumeister indicated this item was brought back from the September 1,2009 meeting for
19 more discussion. He stated the ideas presented at the last meeting need more discussion and to
20 give staff direction.

22 Commissioner Knight indicated he would like to see the pond area cleaned up and made into an
23 area for residents to wander around not just a stop and shop area.

25 Commissioner Trude suggested scheduling a special meeting regarding Andover Station South
26 and North, tour the areas and make suggestions on what they would like to see.

28 Mr. Neumeister stated he talked to the Manager at Festival Foods who is interested in the idea of
29 holding 2-3 events a year at Andover Station South and tying in the businesses with the events.

35 Commissioner Knight indicated his proposal was meant to start with something small such as
36 making the pond area more attractive.

4 President Gamache indicated he would like the Business Development Day golftournament be
5 held at the Refuge. Staff will look into changing the venue.

7 Mr. Neumeister indicated Metro North Chamber is interested in a shared event. This would get
8 more people involved in the event from outside of Andover.

10 A Twins game event was discussed. This would be a separate event from the golf tournament.

12 President Gamache indicated there is interest in holding a Twins event but more details are
13 needed.

23 PARKSIDE AT ANDOVER STATION UPDATE-VERBAL

25 Mr. Dickinson indicated he met with Bruggeman Homes and their bank. The primary discussion
26 points they had were: is there something that they could do with the single family lots in the back
27 and the concept of bringing in new development. The bank indicated they are confident in
28 Bruggeman Homes. Also discussed with the bank was a targeted price point. After talking to
29 other developers and Bruggeman Homes the price point has to be $200,000 or lower to sell in the
30 current market.

32 The bank is meeting with Bruggeman Homes on October 8th and they have invited Mr. Dickinson
33 to attend the meeting.

35 Mr. Dickinson indicated Bruggeman Homes has approached the bank and they are interested in
36 building another 8 plex. A building permit could be pulled by the end of this year.

38 The single family lots were discussed.

40 Mr. Dickinson stated after talking to developers there are people buying homes but it is all about
41 price point.

9 their monthly newsletter regarding new businesses in Andover. A copy was provided to EDA

Staff could not find an open meeting room in the Andover Station area and asks the EDA
members to independently tour the area before the EDA meeting to be familiar with what it
looks like. The EDA will meet at 6 p.m. in Conference Room A at City Hall and discuss the
issue once again.
INTRODUCTION
At the October 6,2009 EDA meeting, the EDA had further discussion and exploration of this topic.
The EDA decided to reconvene (tonight) to discuss it more thoroughly. This report will provide
some additional staff comments and cost estimates on what could be done, along with some
graphics to represent ideas that have been developed by staff.
DISCUSSION
General Commentary on Chane:ine: the Area
Are you familiar with the urban design axiom - "Function Follows Form"? If so, what could we do
to change up the design (form) of Andover Station to make it become (function) more like you want
to see? Please remember this area is not a Centennial Lakes. Centennial Lakes has high density
residential with many 30 unit per acre apartments, high rise office buildings and a high level of
pedestrian amenities already in place. To try to make this area conducive to a high level of
pedestrian activity will not be easy and will be costly, as this was not what it was setup to be.
However we could try some things to make it a little better (see comments below). These things
come at some cost to either the City or the businesses in the area. We could spend hundreds of
thousands of dollars and not accomplish what you are seeking to do. So, what is the goal? More
customers, more routine maintenance, more entertainment or street vendors, or all of the above?
Promote Pedestrian Activity - More benches and pergolas could be added ($1,000 for bench and
$4,500 for new pergola) to provide a few more spots for pedestrians to stop and enjoy the area. If
the EDA wanted to promote sidewalk businesses, the pergolas would be similar to kiosks that would
provide shade and some repetition to what currently exists (see attachment). The idea is to promote

more pedestrian traffic and strolling, so let's offer more opportunity for that to happen by providing
places to sit and relax and enjoy the area. Staff could make efforts to work with the local
businesses to hold some type of special events next summer (i.e. art fairs). This may allow more
people to become familiar with the area and may encourage more pedestrian activity at other times
of the summer. The large parking areas by Festival Foods, Target, Tanners, Andover Lanes and the
Andover Cinema could hold a large number of cars for the people who come to see or participate in
some of these types of events. We would need to coordinate this so that the businesses could still
have some stalls for their regular customers. Who would coordinate the event details and get the
event off the ground? If you should want to move the Andover Family Fun Fest to the area this
could be problematic and may not be adequate, but smaller events could possibly be accommodated.
Appearance of Pond Areas - As far as "cleaning up around the pond" staff recommends pursuing a
land management plan similar to what is described in the memo from Prairie Restorations. Note
that the invasive weed species and volunteer trees probably should be controlled before they get any
worse. This would come at a cost ($3,000 per year) and may need to be supplemented by some
"volunteer" tree removal done by the City public works crews (added expense). We could explain to
the people doing the current mowing that they should do a little more to regularly mow around the
outer edge of the ponds to make it look more acceptable and wouldn't be so noticeable to people
driving by. This might be all that is needed to make it look better (again at an added cost to
someone).
Lighting Up the Fountain at Night - We have a very nice fountain in the pond but it's not lighted
at night. We could look into putting in some lights to make the area more attractive at night (see
attachment). This could be one opportunity to make things more attractive, it only takes money (est.
$2,000).
Appearance of Bunker Lake Boulevard Median - We have had three mowings of the median this
summer at a cost of $1,200. As far as improving the look of that area, staff recommends
continuing with this program for two more full years to see that the original plan has a chance to
become what was originally conceived. After two more summers and you don't like what you see,
then we would re-examine what could be done. The costs previously were $10,000 per year and so
far (since initially planted in July 2008) has achieved some of the desired results which was to
reduce annual costs to the association members and lower the required maintenance. Remember
we also investigated and ultimately reduced the lighting costs by about half of what they used to be
to save the association (and the City) money.
Site Plan to Improve Outlot E - A few years ago, staff prepared the attached drawing showing how
the small triangular area west of Walgreens could be made into a nicer pedestrian area. This could
become an attractive pedestrian area to compliment what already exists by installing a pergola,
benches, walkway and trees for under $25,000. This could be upgraded to have a very nice picnic
shelter rather than a pergola (see attached drawing from CRS, Inc.) at a cost of $25,000 - $30,000.
Banners in Andover Station North - There are 15 existing light poles in Andover Station North that
would need new arms to be installed (cost of $68 to $170 per pole) to be able to have the banners
installed (see attachment). New banners cost $60 each. So the cost of adding the additional
arms/banners to these poles could cost between $2,100 - $4,700 depending upon the choices made.

Mowing/Maintenance of Andover Station North - The City public works crews mow it once a
month and this keeps the weeds knocked down, but this area is minimally being maintained at the
present time and looks pretty good in staffs opinion. These costs are tracked and billed to the EDA
($1,000 per mow). Annually it now costs about $5,000 - $6,000. If the EDA would like a higher
level of maintenance, or would like us to regularly mow the vacant Bruggeman townhome lots (we
haven't been doing those, except the boulevards), we need to discuss that at this meeting.
As you can see, there are many things that could be tried, but at what expense? Will it be any better
than what is currently being done? No one is saying it couldn't be better, but if function follows
form as was said at the beginning, this may not be easy to change the nature of the suburbanite's
shopping habits.
Staff's Recommendation
Identify what can be bought (and have the biggest impact) with the $25,000 that was collected from
United Properties seven years ago. Consider spending it on a few more benches, a couple of
pergolas, eradicate the volunteer trees from the pond, have the owners of the area mow around the
pond another 20-25 feet so that the weeds are not that noticeable. Add decorative lights to the
fountain and spend $2,100 on new arms and banners for Andover Station North. Staff recommends
the EDA hold to the $25,000 budget (by the donation of United Properties gift of money), because if
you don't, other commercial areas in town will likely ask for equal treatment. Again, spending lots
of money will not change suburbanite's shopping patterns or the form of the area all that much.
Lastly, we would work with the businesses on annual outdoor promotional events and help them
advertize in the City's newsletter and on QCTV.

Will,
After looking at the two ponds by Target, I was encouraged to see that the native vegetation surrounding the ponds is
coming in. There seems to be a nice mixture of grasses and forbs. This vegetation should help the pC1nds out by filtering
the sediment, fertilizers and road salt from the ponds themselves. Just so the council knows that if you were to take this
out and turn to turf they would probably see an increase in algae in the ponds and they might turn green in the summer
months but the prairie is helping to combat that. Not to mention by mowing these areas more frequently and keeping the
vegetation shorter will result in more Canada geese hanging around and defecating on the walking trails. I am not sure
how much you and the council know about prairies and aporogize if J am explaining something that you already know.
Some of the native grasses and flowers planted in this area will get to be 4-6 feet tall but in many areas the weeds stick
out and make itlookratty.
These areas .are loaded with weeds however but can be managed out with time. Some of the main problems are Sweet
Clover, Crown vetch, Leafy spurge, Canada thistle, Canada goldenrod and volunteer trees and willows. We would have a
crew manage the area every 3-4 weeks throughout the growing season, doing spot spraying, spot mowing, hand pulling
and other methods. To manage the two pond arE1as it would run around $3000.00 for the growing season.
A controlled burn would help but just so the council knows logistically it is difficult with the roads being so close and smoke
concerns. We would need to burn on a day with the right winds, preferably pushing the smoke away from roads and
buildings. A controlled burn can be conducted safely! We would need help from the city to have DOT trucks or signs
warning traffic on that day so that there will be no accidents. If Prairie Restorations Inc., will be responsible for arranging
signs and or DOT trucks then the price of the burn will need to go up. Our company has worked well with Fire Chief, Dan
Winkle in the past and Dan has told us that the council does not want any burning during "burning restrictions" in the
spring. We would prefer to burn the prairie area in mid-April but restrictions go on usually the first week of April and
sometimes it's just not feasible to burn before. Burning restrictions usually go off around the middle partof May and that
might be too late. I just want everyone to know the challenges we face with accomplishing spring burns in case we can not
get it completed if expected. Prairie burns are usually conducted every 3-5 years on a site. A controlled burn for the prairie
areas around the ponds would cost $1875.00.
On the issue of the willows and volunteer trees, I am not sure if the city has a crew that could take some of these out
which would reduce the cost of having us do it. If the city did have a crew to haul away the trees and willows above 3 feet
tall, or possibry chip it would be nice. The smaller trees would be spot sprayed in the growing season with our crews. Any
tree stump over pinky size should be treated after being cut so that it does not re-sprout. If the city cannot remove all of
the trees or at least some, I can give you a cost estimate to remove them.

15. DISCUSS ANDOVER STATION (LE. MARKETING/MAINTENANCE)

17 Mr. Neumeister indicated this item was brought back from the September 1, 2009 meeting for
18 more discussion. He stated the ideas presented at the last meeting need more discussion and to
19 give staff direction.

21 Commissioner Knight indicated he would like to see the pond area cleaned up and made into an
22 area for residents to wander around not just a stop and shop area.

24 Commissioner Trude suggested scheduling a special meeting regarding Andover Station South
25 and North, tour the areas and make suggestions on what they would like to see.

27 Mr. Neumeister stated he talked to the Manager at Festival Foods who is interested in the idea of
28 holding 2-3 events a year at Andover Station South and tying in the businesses with the events.

32 Pond maintenance was discussed.

34 Commissioner Knight indicated his proposal was meant to start with something small such as
35 making the pond area more attractive.

37 Mr. Neumeister suggested getting the community businesses involved and starting out small. He
38 also suggested scheduling a meeting at the Festival Food meeting room, touring the area and

41 Commissioner Jacobson suggested each EDA member email ideas to staff to compile a list.

43 President Gamache indicated a meeting be scheduled October 20th at 5:30 p.m. at Festival Foods

INTRODUCTION
This was last discussed on October 6, 2009. Since that meeting, staffhas discussed with the
EDA President changing the selected venue to Majestic Oaks rather than the Refuge.
Although no motion or vote was taken at the last meeting, staff would like the EDA
officially discuss and act on the choice of venue for the 2010 event.
ACTION REQUESTED
The EDA is asked to make a motion to choose the venue for the 2010 Business
Development Day.
