INTRODUCTION
This item is in regards to continuing the review for a Condition Use Permit (CUP) from T-Mobile
USA to replace and utilize one of the existing athletic field lights at Prairie Knoll Park as a
telecommunications antenna facility.
DISCUSSION
Attached for your review is a response from Angie Perera, Associate Planner, based on your
motion at the last meeting and also concerns that were brought up by Commissioner Van Vark.
Staff has contacted Paul Harrington of Carlson & Harrington about your concerns or questions.
Mr. Harrington will be at the meeting to make a short presentation of the proposal and to
answer any questions the Park Commission may have.
Please bring your last packet of September 17th to the meeting in case you need to refer to the
drawings or any of the backup information that was provided previously.
ACTION REQUIRED
The Park and Recreation Commission is requested to review the CUP and recommend to the
City Council either approval or denial to install a cellular phone antenna in Prairie Knoll Park.

In regards to the bullets below:
Bullet # 1 - refer to Courtney's response on creditable resources and his response regarding the
radiation concerns.
Bullet # 2 -I did not find this concern mentioned anywhere in the Park Commission's minutes. You
could certainly research this for the commission if you would like to but based since the ordinance was

V Based on the Park Commisiion meeting from 09.17.09, I pulled the following out form the minutes and
have responded in red.
.... Motion by Lindahl, seconded by Ramnath, to defer recommendation and request additional information
other locations in the park or at least request clarification as to why this location was selected for the
tower. =plicant can respond to this.
Further Discussion
.... Commissioner Miskowiec asked if they could also get information from T-Mobil on technical
parameters for the tower and why it needed to be in the park. ~pplicant can respond to this.
... Commissioner Hupp stated he would agree with the motion because he would like to get more
information as to placement, safety and reasoning for placement along with possible landscaping. He
asked if this could be an amendment to the motion. Commissioner Lindahl did not think landscaping
mattered at this time and could be added later or mandated. ~ant can respond to safety and
~acement ofthe tower. If the Commission wishes to recommen an scaging, they may do so if~y

II Setback - There was concern in regards to the setback of the tower. A 500 ft. setback from residential , ,..itx

properties was mentioned. This is not correct. The setback requirements are outlined in Sec. 9-12-8. The
required setback from all structures and proeprty lines is at adistance of the height of the tower plus 10
additional ft. Since the height of the tower is proposed at 100ft. the required setback would then be 100
+ 10 for a total setback requirement of 110ft. I ordinance use to require a 500 ft, setback prior to the
ordinance amendment in 2008. Sec. 9-12-8 Band C discuss the setback may be reduced. Please refer to
this ordinance for further information.

Maybe I have missed it in the packet but a couple of key questions that come to mind.
. Is there documentation on the other side of this argument? Not to all minimize the concerns or to suggest .
that I do not agree but there is a lot of information on all sides of all issues - anyone can find something to
support about any view pOint. I would just be interested to know if his information is widely validated.

INTRODUCTION
This item is in regard to considering community garden plots in city park areas.
DISCUSSION
As indicated at the last meeting, the City Council has given direction to the staff and the Park
Commission to begin evaluating potential areas within city parks or other city owned property.
Some of the sites that have potential in the urban and rural areas are include the following:
. Urban -- Rose, Red Oaks East, Creekridge, Northwood's West, Crooked Lake Boat
Landing (west half of park), and Terrace
. Rural - Forest Meadows, Tulip, Oak Hollow, and Fox Meadows
Some of the other city owned property that have potential to have a garden is as follows:
. Publics Works facility, Property in the northwest corner of the intersection of ih Avenue
& 159th Avenue,
As far as what the program and/or the guidelines should be, attached is the City of Coon
Rapids for your review. If the Commission likes what their program has to offer, staff will go
back and draft this up as an Andover program and guidelines.
Also, staff has been in contact with the City of Ramsey regarding their garden plot program that
started up this past summer. The garden plot is located in the urban area in one of the town
home developments that is considered medium density. The location that was selected, 8
inches of sand was removed and replaced with 8 inches of topsoil. Water is near the site, That
is all we know for now until further information. But we know this, the community garden plot in
Ramsey has been a hit with the residents.
ACTION REQUESTED
No action is necessary. The item is on the agenda to allow the Park Commission to start
thinking about potential sites.

any unpaid garden plot reservations will be cancelled and re-assigned.
The garden plot size that you requested at the time of reservation is indicated below and can only be changed if any
plots are still available:

Garden plots are reserved on a first come first serve basis. You may reserve one plot per household until April 241.h,
after that you may reserve one additional plot if some arc still available. Plots will be available for planting May 1 Sl

Watcr is included in the rental fee. Please keep watering to a maximum of one hour. Turn off the water when you .
leave and do not water overnight, Gardeners must provide their OW11 hoses, tools, and supplies.
Fencing is allowed but is not pl'ovided by the City. The garden plots are assigned to you by number (see above for
your plot number) and marked out with stakes. Fencing and gardening materials must be cleared out by October
201h. Any materials left behind WILL BE DESTROYED! Please place all garden debris in the compost area
provided (area will be set up in the fall).
Parking on the north shoulder of 121 Sl Ave. is permitted. Please do not park at the Fire Station.
Restrooms are not available at the garden site so please plan accordingly.

INTRODUCTION
This item is in regards to the status of Hawkridge Park.
DISCUSSION
The City Council at their September 22, 2009 workshop meeting did discuss as
to what to do with Hawkridge Park hockey rink and free skating. At this point, the
hockey rink and free skate area will remain at the park beyond this upcoming
season with a new hockey rink and free skating area to most likely will be
relocated further east from its current location closer to Verdin Street. The City
Council is still working out the details on the rental of the warming house and the
hiring of rink attendants with the Finance Department for the upcoming season.
ACTION REQUESTED
No action is necessary as this item was to just update the Commission as where
everything is at.

COMPLETED PROJECTS -
. 13Sth Avenue Tot Lot - The installation of the new playground equipment is done. If you
get a chance, stop by and take a look at it.
. Hidden Creek East Park - Kameron Kytonen, Natural Resource Technician, has indicated
that all trees that have been planned to go in is now done.
ON-GOING PROJECTS -
. Develop Site Plans for all existing parks which indicates the facilities available. (On-
Going).
. Andover Station North Ball Field Facility (property south of the old landfill) - Nothing
new to report since the last meeting. There are a still a few items that need to be completed
upstairs as mentioned at the last meeting of September 1ih. Once the items are completed
and the executed agreement has been signed, ABA will be able to occupy the building for
storage upstairs.
. Update of 'Park Dedication Improvement Fund Quarterlv Report - Next report will be
due at the next meeting in October or November.
. Update of Quarterlv Sheriff's Department Report on Park Patrol & Vandalism - Next
report will be due at the next meeting in October or November.
. Hawkridge Park -Item is on the agenda. The city staff will be finishing up on the survey
work over the next couple weeks.
ON-HOLD PROJECTS -
. Eveland Fields Scoreboards - As directed by the Finance Department, the city cannot
make the commitment at this time until sufficient funds are available to help in purchasing
the scoreboards. The Commission will need to evaluate this as part of the 5 year CIP in the
spring of 2010.
. Rose Park - This project is on hold. The Park Commission has agreed to meet with
neighborhood informally to discuss the future redevelopment the park that could potentially
include a couple hockey rinks and a free skating rink at some point in the future.

. Hartfiel's Park- The project is on hold until the property considers their option but the city at
this time does not have the funds to buy it.
. City Hall Campus Hockev Outdoor Hockev Rink -This project is on hold until AHYHA is
able to raise enough donations to start construction. Otherwise the site is pretty much
graded, seeded and mulched. The parking lot has been graded with recycled class 5.
TASK FORCE UPDA TES -
Skateboard Task Force (Hupp/Kowalewski) - Based on the conversation at the last meeting, the
skate park equipment will remain into October. The equipment will be removed and stored away
for the winter season the week of October 19th.
OTHER ITEMS OF INTEREST -
. Irriaation of City Parks - Nothing new to report on this at this time.
. 2010 - 2014 Parks Capital Improvement Plan - Nothing new to report on this at this time.
