Respectfully submitted, .~~ Michelle Hartner Deputy City Clerk Attach: Minutes 1 2 3 4 5 6 ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING 7 JULY 21,2009 - MINUTES 8 9 10 A Meeting of the Andover Economic Development Authority was called to order by President 11 Gamache, July 21, 2009, 6:00 p,m., at the Andover City Hall, 1685 Crosstown Boulevard NW, 12 Andover, Minnesota, 13 14 Present: Commissioners Sheri Bukkila, Don Jacobson, Mike Knight, Julie 15 Trude and Joyce Twistol 16 Absent: Commissioner Robert Nowak 17 Also present: Executive Director, Jim Dickinson 18 Community Development Director, Will Neumeister 19 Public Works Director/City Engineer, Dave Berkowitz 20 Others 21 22 23 24 25 APPROVAL OF MINUTES 26 27 June 2, 2009 Regular Meeting: Correct as amended 28 29 Commissioner Trude stated on page 2, line 39 the word "supporting" should be "support;', Page 3, 30 line 1 the sentence "Commissioner Trude noted the undeveloped lots in Andover Station North look 31 unsightlv", should be added, Page 3, line 18 the word "then" should be "them", 32 33 Motion by Trude, Seconded by Knight, approval of the minutes as amended, Motion carried 34 unanimously, (Nowak absent) 35 36 DISCUSS ANDOVER STATION NORTH SIGN AGREEMENT (RUDNICKI) 37 38 Mr, Neumeister indicated Mr, Rudnicki is here to discuss the sign agreement for the sign located 39 on Bunker Lake Boulevard in Andover Station North. This issue was discussed on April 21, 40 2009. Mr, Rudnicki has a short presentation explaining the changes he would like to make to the 41 SIgn. 42 43 Commissioner Jacobson indicated he does not have a problem with the proposed change from a 44 ten panel sign to a six panel sign, He believes since the EDA paid for half of the sign they 45 should retain fifty percent of the sign. 46 47 Mr. Rudnicki explained the purpose for changing the sign, He indicated when Blue Fin built 48 their business the EDA gave up a portion of their sign to Blue Fin, Andover Economic Development Authority Meeting Minutes - July 21, 2009 Page 2 1 Commissioner Trude stated the trend right now seems to be shorter and larger lettering signs for 2 businesses. 3 4 Commissioner Jacobson asked who would be responsible for future costs and maintenance of the 5 sign, Mr, Rudnicki stated in the agreement the proposal is that the cost sharing distribution be 6 changed according to the percentage of the sign panels owned, 7 8 Commissioner Jacobson asked what panels Mr, Rudnicki would be taking, Mr, Rudnicki 9 indicated he would be taking one side of panels and the bottom panel of the second side, 10 11 President Gamache asked Scot Brenner of Blue Fin ifhe is ok with the sign changes, Mr. 12 Brenner indicated he is. 13 14 Motion by Jacobson, Seconded by Knight, approval to have a new sign agreement drawn up for 15 the Andover Station North sign between Mr. Rudicki and the EDA and bring the agreement back 16 to the next meeting, Motion carried unanimously, (Nowak absent) 17 18 DISCUSS SPANISH PRESCHOOL USE ON LOT 2, BLOCK 1, ANDOVER STATION 19 NORTH 20 21 Mr. Neumeister indicated Doris Griep is interested in purchasing Lot 2, Block 1, Andover Station 22 North to build a Spanish Preschool. Staff quoted Ms, Griep a price of $4.40 per square foot for 23 the parcel. Mr. Neumeister stated before Ms, Griep proceeds any further she would like to know 24 if she is even able to put a preschool on this property, Mr, Neumeister indicated Foundation Hill 25 Montessori School and Preschool had an agreement with the adjacent property but not with the 26 parcel Ms, Griep is interested in, 27 28 President Gamache has concerns with putting a preschool that close to the existing preschool. 29 30 The EDA agreed they are firm on the price of the parcel at $4.40 per square foot and have 31 concerns about putting another preschool in that area, 32 33 PROGRESS REPORTIBUNKER LAKE BLVD, NW FRONTAGE ROAD REALIGNMENT 34 35 Mr, Neumeister indicated an agreement between Eddy's Auto Body and Kwik Trip still has not 36 been resolved. They are working on a purchase agreement. He explained K wik Trip would be 37 looking at construction spring 2010, This would require an escrow payment of$5,000 for a new 38 feasibility report since the numbers will be different. 39 40 Mr, Dickinson suggested the EDA request a commitment be made by March 2010, 41 42 Motion by Jacobson, Seconded by Knight, giving Eddy's Auto Body and Kwik Trip until March 43 1, 2010 to have an signed agreement. Motion carried unanimously, (Nowak absent) 44 Andover Economic Development Authority Meeting Minutes - July 21, 2009 Page 3 1 2 DISCUSS ANDOVER STATION DESIGN GUIDELINES-OUTDOOR DISPLAYS 3 4 Mr, Neumeister stated this issue was discussed by the EDA December 2008 and February 2009, 5 he is looking for input again to define or redefine the wording of the guidelines regarding outdoor 6 displays, The Andover Station Association is in favor of what the EDA previously discussed, 7 8 Commissioner Jacobson suggested changing the wording in section 1.08 to read. "Three outdoor 9 vending machines or displays (i,e, Christmas trees, wreaths, live garden plants. propane dispenser 10 racks or similar uses) on a given lot," and Section 1.14 to read, "Exterior storage and sales 11 (except three outdoor vending machines or displays, i,e, Christmas trees, wreaths, live garden 12 plants, propane tank dispenser racks or similar uses, shall be allowed on a given lot." 13 14 Mr, Neumeister stated United Properties is ok with three displays per property, 15 16 Commissioner Trude stated mailboxes and pay phones should be considered services and not be 17 included as an outdoor display, the EDA Commissioners concurred, 18 19 Motion by Jacobson, Seconded by Bukkila, to approve with the above changes the Design 20 Guidelines for both Andover Station and Andover Station North regarding outdoor displays, 21 Motion carried unanimously, (Nowak absent) 22 23 PURCHASE AGREEMENT/LETTER OF INTENT/PROGRESS REVIEW 24 25 Mr. Neumeister gave updates on the following: 26 27 Moose & Co, Grill House - They may be looking to sell the property, staff is working to get the 28 property cleaned up, 29 30 Dynamic Sealing Technologies - A check was submitted along with a signed extension to the 31 current option agreement. 32 33 Business Development Day - Mr. Neumeister indicated he has received price quotes from three 34 golf courses in the area for next year's event. All three gave a quote of$65,OO per person, The 35 courses include Greenhaven, The Refuge and Majestic Oaks. 36 37 Commissioner Jacobson suggested since not everyone plays golf doing something different such 38 as attending a Twins game in the new stadium, 39 40 President Gamache would like staff to contact the Twins office and check on what type of 41 outings they offer, He would like to try The Refuge golf course next year. 42 43 Mr, Neumeister stated this year golfers showed interest in going to The Refuge next year, 44 Andover Economic Development Authority Meeting Minutes - July 21,2009 Page 4 1 OTHER BUSINESS 2 3 Mr, Dickinson indicated staff was in contact with Verizon regarding the tower site, He has not 4 heard back from them. The last time the EDA discussed this was July 21,2009. At that time the discussion was for a sign/agreement for the sign to be modified to be more like the one at the lower right side of that attached diagram. All the parties involved would like to pursue implementing the other concept at the top of the attached sheet. DISCUSSION The EDA is asked whether they will accept the change in the design? This new layout looks better, is more readable and has the same amount of sign spaces. If this change is acceptable to the EDA, then Mr. Rudnicki will begin to modify the sign agreement accordingly. SUBJECT: Discuss Annual Business Appreciation Day Event DATE: September 1, 2009 INTRODUCTION For seven years now, staff has worked to market the City and Andover Station at the Annual Business Development Day (golf tournament). We would like to further explore options with the EDA whether there are other efforts the EDA would like to make to reach out to the business community. Since this was last discussed on June 2, 2009 staff has gathered information on the cost of going to a Twins game (see attached price sheet). Also we have been contacted by the Refuge Golf Course about another possible option. They have been contacted by the Metro North Chamber of Commerce about jointly hosting a business day outing. As our numbers have declined to 80 participants last year, this may be a good option to consider. DISCUSSION The EDA needs to think about what this day is all about. Staffhas built up a following of the local business community that seems to like to come to this once a year event to "connect" with City officials and others in the business community to hear what is going on in the City. If we choose to go to a Twins game it will not have the same impact or outcome and it will definitely be more expensive for the EDA. In the past this event has been financially supported by the hole sponsors and the fees collected from the golfers. Each year we have balanced the income to meet the expenses. No tax dollars or TIF dollars have been expended other than to pay the staff time to put it together and run the event. ACTION REQUESTED The question for the EDA is what else would you like to do to promote business and development networking? Do you want to jointly sponsor an event like the golf tournament with the Metro North Chamber? One concept or theme could be to create a type of a city square emphasis. The goal would be to make Andover Station more inviting as a destination site for shopping and dining/entertainment. We could do a number of things to accomplish that. Some suggestions would be: A. Clean up the area around the pond with landscaping and make it attractive for strolling and browsing. B. Make the whole area more walker friendly through adding small grass areas, benches, picnic tables, boardwalk, etc. C. Add pads for kiosks. D. Plan and design for small specialty shops and stores and outside dining. E. Increase the ease with which walkers and strollers can safely move about. F. Provide safe and easy pedestrian crossing from Andover Station to Andover North. G Involve existing merchants in planning the above. We could use the present TIP form of development or switch to the next stage or process. ~
