INTRODUCTION
This item is in regard to considering a request from North Metro Soccer Association
(NMSA) for overflow parking in Hawkridge Park.
DISCUSSION
Attached is a request from NMSA. Mark Miller of NMSA is planning on attending the
meeting to answer any questions the Commission may have on this.
ACTION REQUESTED
As indicated previously, if the Commission is interested, city staff will research the parks
that have potential for this type of activity.

SUBJECT: ~ Update of Sophie's Park

INTRODUCTION
This item is an update of Sophie's Park in regards to maintaining and mowing the park.
DISCUSSION
As discussed at the last meeting in July, the Park Commission had recommended that
the parks maintenance crew to re-grade, topsoil and reseed the park. Once the grass
starts growing, the Commission also requested the park be maintained (mowed) on a
regular basis.
This request of the Park Commission was presented to the City Council at the August
5th meeting. The City Council reviewed the request of the neighborhood and has
decided not to make any improvements to the park until 2011. The City Council has
requested $7500 be included in the 2010-2014 Parks CIP for placing top soil, grading
and seeding for 2011.
ACTION REQUIRED
No action is required as this item was for an update.

SUBJECT: ~ Update of 2010-2014 Parks Capital Improvement Plan

INTRODUCTION
This item is just an update of the proposed 2010-2014 Parks Capital Improvement Plan
(CIP).
DISCUSSION
Attached are the proposed parks CIP and the most current projected fund balance
sheet for your review that was updated by the Finance Department. This spread sheet
now does identify the Sophie's Park improvements (grading, top soiling, and seeding)
for the year 2011.
ACTION REQUIRED
No action is necessary as this was an update in regards to the 2010-2014 Parks CIP.

INTRODUCTION
This item is in regard to considering community garden plots in city park areas.
DISCUSSION
This was recently discussed at a City Council meeting in July to see if the City of
Andover should consider having garden plots located in park property. Attached is
some information from the City of Coon Rapids regarding their garden plots program.
The cost for a plot is also included in the information. I have also attached an article
about a program in the City of Milwaukee for your review.
If interested, the city staff will review the parks that could be considered and bring this
back to the next available meeting.

Garden plots are reserved on a:first come first serve basis. You may reserve one plot per household until April 24th ,
after that you may reserve one additional plot if some are still available. Plots will be available for planting May 1 St
through October 15th, 2009.
Water is included in the rental fee. Please keep watering to a maximum of one hour. Turn off the water when you .
leave and do not water overnight. Gardeners must provide their O\V1l hoses, tools, and supplies.
Fencing is allowed but is not provided by the City. The garden plots are assigned to you by number (see above for
your plot number) and marked out with stakes. Fencing and gardening materials must be cleared out by October
20th, Any materials left behind WILL BE DESTROYED! Please place all garden debris in the compost area
provided (area will be set up in the fall).
Parking on tbe north shoulder of 121 &1 Ave. is permitted. Please do not park at the Fire Station.
Restrooms are not available at the garden site so please plan accordingly.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations
may be used to determine field allocation (see attached). Facility requests submitted by the due
date with this completed form will be given the highest priority. Subsequent requests will be filled
on a first-come, first-served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

COMPLETED PROJECTS -
. Northwood's East Park - The security light has been installed at the park. Let's hope that takes
care of the issues with parking after hours.
. Meadow North Park Plavaround- The installation of the new playground equipment is now been
completed. Please stop by the park when you get a chance to see it for yourself. The Public Works
parks maintenance crews did a nice job of installing the equipment.

ON-GOING PROJECTS -
. Develoc Site Plans for all existing parks which indicates the facilities available. (On-Going).
. Andover Station North Ball Field Facilitv (crocertv south of the old landfill) -Everything is
completed except for the upstairs level still has some work to do (sheet rocking, painting, etc.). The
staff is working on a lease agreement with the City Council for the building as the Andover Baseball
Association is planning to store all of their equipment sometime in August after the lease agreement
is signed by both ABA and the City Council.
. Ucdate of Park Dedication Imcrovement Fund Quarterlv Recort Next report will be due in
October.
. Ucdate of Quarterlv Sheriff's Decartment Recort on Park Patrol & Vandalism - Next report will
be due in October.
. Comcrehensive Plan (Park & Ocen Scace Chacterl -The Parks Chapter of the Comprehensive
Plan has .been approved by the Metropolitan Council. I am still waiting for Commissioner Hupp
to turn in his information packet so it can be updated to include the approved chapter.
. City Hall Camcus Hockev Outdoor Hockev Rink -The site is pretty much graded, seeded and
mulched. The parking lot has been graded with recycled class 5. Most likely the boards will be
wood. No word on when thiswill start.
. Hawkridae Park - Nothing new to report. The survey work will be done before winter sets in.
. Hidden Creek East Park - Nothing new to report. Kameron Kytonen, Natural Resource Technician,
is still working on a plan with the neighborhood. Word is that the neighborhood wants to get going
on buying some trees yet this year.
. 13Sth Avenue Tot Lot - The new playground equipment will be installed later on this month. This is
being funded from the Parks Department maintenance budget that they have received for
replacement of playground equipment. That fund that receives about $45,000 a year.

ON-HOLD PROJECTS -
. Eveland Fields Scoreboards - As directed by the Finance Department, the city cannot make the
commitment at this time until sufficient funds are available to help in purchasing the scoreboards.
May want to include this as part of your discussion in Mayas part of your 5 Year CIP.
. Rose Park - This project is on hold. The Park Commission has agreed to meet with neighborhood
informally to discuss the future redevelopment the park that could potentially include a couple
hockey rinks and a free skating rink. The staff is looking at scheduling this sometime yet this
summer to meet with the neighborhood.
. Hartfiel's Park- The project is on hold until the property considers their option but the city at this
time does not have the funds to buy it.
TASK FORCE UPDA TES-
Skateboard Task Force - (Hupp/Kowalewski) - If you read my e-mail last week, the staff is still seeing
some problems with ownership of the skate park. If you get a chance, stop by and talk to the boarders if
you can sometime this week. Otherwise staff is ready to recommend removing the equipment and put it
away for the year. Let's discuss this more at the meeting.
