HomeMy WebLinkAboutOctober 12, 1989 o o o o o f~J CITY of ANDOVER PLANNING AND ZONING COMMISSION MEETING MINUTES OCTOBER 12, 1989 A specially scheduled meeting of the Andover Planning and Zoning Commission was called to order at 7:35 P.M. by Chairman Rebecca Pease on Thursday, October 12, 1989 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Chairman Pease, Ron Ferris, Don Spotts, Gretchen Sabel, Randal Peek Others Present: Jay Blake, Todd Haas Approval of Minutes Minutes from the October 10, 1989 meeting of the Andover Planning and Zoning Commission will be reviewed at the next regularly scheduled meeting. Watts Garden Acres/Lynwood Estates The Planning and Zoning commission was asked to review the sketch plan for Watt's Garden Acres 2nd Addition and Lynwood Estates (Lynwood Estates is part of the south 100 acres of Watt's Garden Acres.) This item was continued from the 9/12/89 Andover Planning and Zoning Commission meeting. Discussion was continued to allow property owners time to submit alternate sketch plans. Staff received one sketch plan on 10/11/89 and two sketch plans evening of meeting (10/12/89). It was noted that property owners prefer development of single family dwellings only, opposed to quads. It was also noted the Kirby Estates plat has been approved and will be recorded with Anoka County this week. Sketch plan submitted by Mardaus was reviewed. Plan includes her property and property owned by Wagner. Mr. Haas stated the Mardaus/Wagner properties should be looked at as a whole concept, as the only entrance to one side of Mardaus property is through the Wagner property. Mr. Haas also stated that staff will review sketch plan to ensure plan meets city requirements. Sketch plan proposal will not significantly reduce access or be detrimental. Proposal will change shape of lots from square to angular. Frontage road will be east of power line. Ferris stated sketch plan shows better utilization of land, prefers over previous plan as long as straightening Hummingbird does not have adverse effect on Commercial Blvd. Peek asked if the 90 degree angle will create a traffic problem. Blake replied there are several similar streets in community. Such streets necessitate a slower turn. There are not plans to create a controlled intersection. Spotts asked if zoning will change. Blake stated Wagner property currently is zoned commercial, Mardaus property is not. Wagner property will have to be zoned down to residential. Haas stated the next step is for Mardaus and Wagner to agree on sketch plan. A second sketch plan was submitted by Hurst, Boeke and Mestelsky. Sketch includes Wagner property but does not include Stanton property. Mr. Blake made the following comments concerning plan: 1) Doesn't appear to take topography into consideration as streets are laid out in a straight fashion 2) Design does not utilize cul-de-sac from Hidden Creek 3) Back portion of Hunt property is landlocked 4) General location of street in center portion of proposed drawing may waste facilities, creates double frontage lots. Pease questioned why residents prefer their plan. Blake answered that property owners created more lots on properties in their plan. One property owner stated he was unhappy with city plan because of all the proposed roads that would run through his property. Sabel asked property owners if they had considered, or were willing, to form a corporation. Property owners stated they talked to a developer but developer seemed to be interested only in ideas that were to his advantage. At this point owners prefer to work closely together but not to incorporate. Ferris pointed out sketch plan submitted by property owners has potential for traffic problems. cont 'd... Ferris stated the City Council direction to Planning and Zoning commission is to look at concept for area as a whole; not eight separate ten acre develop- ments. Ferris also noted Hurst's can't develop on own because of road. Chairman Pease asked property owners to refine their sketch plan according to feedback received from Planning and Zoning Commission. Amended sketch plan should include two roads through Shamrock and one road through Hidden Creek. Plan should also include acreage to west and adjustments to double frontage on north. Ken Gust stated concept is good for residents and he believes with adjustments plan can be worked. Pease noted that cross streets are more favorable than T intersections. Current plan shows three T intersections in close proximity. Fer~is suggested residents work together with Mr. Gust and city staff to prepare amended sketch plan. Staff and residents are agreeable to working together. Mr. Wagner stated he is not committed to developing his property. Property owners asked if a sketch plan is "concrete" and not subject to change. Mr. Spotts stated sketch plan can be changed, but preliminary plat is firm. Commissioner Ferris explained the intent of city sketch plan is to utilize land in a manner that is beneficial to city, property owners, tax payers. Pease stated that property owners should take traffic patterns, emergency vehicles, snowplows, etc. into consideration when submitting plan. Ferris stated position of city is not that they want area developed. position is that if area is developed, city wants to be involved. Gretchen Sabel asked if Jay Street is planned to go through properties to Commercial Blvd. Todd Haas stated city staff proposes Jay Street not go through to Commercial Blvd. Blake explained that when City Council directed staff to do sketch plan of area, idea was to produce concept of entire area without regard to property lines. Ferris stated such a plan is not acceptable to property owners. Ferris commented that a good concept would be for Mardaus and Wagner to develop a sketch plan that will allow either to develop without the other. Hurst stated her concern that city staff sketch plan for area would be used unless property owners added their input. It was determined that city staff will initiate a meeting with property owners to develop sketch plan in accordance with city regulations. cont 'd... o 8 r-, \_J' Planning and ZOningC=;Wission October 12, 1989 Meeting Minutes Page Four () Other Business MUSA - Ferris asked why MUSA expansion issue was discussed at a previous meeting but now appears to be a dead issue. Blake answered that four developers had made inquiries as to future MUSA boundaries. City Council turned issue to Planning and Zoning commission for general discussion. Ferris stated that turning issue to Planning and Zoning Commission for discussion could be construed as favorable by developers. Landfill - It appears landfill will not be capped this winter. Ferris questioned if City Council wants Planning and zoning Commission to examine issues other than methane gas/setbacks. Comp Plan Meeting - Thursday, November 2, 1989 is tentative date for special Comprehensive Plan meeting. MOTION made by Don Spotts to adjourn. Second to motion by Ron Ferris.
