ANDOVER PLANNING AND ZONING COMMISSION
SPECIAL MEETING MINUTES
MARCH 21, 1989
The special meeting of the Andover Planning and Zoning
Commission was called to order by Chairman Becky Pease at
7:10 p.m., Tuesday, March 21, 1989 in a conference room of
Andover City Hall, 1685 Crosstown Boulevard N.W., Andover,
Minnesota.
Commissioners present included Chairman Becky Pease, Bill
Bernard, Don Spotts, d'Arcy Bosell, Gretchen Sabel. Also present
was Jay Blake.
WORK SESSION: PLANNING AND ZONING COMMISSION PROCEDURAL CHANGES

On the draft of Notice of Public Hearing, Gretchen Sabel
asked if the last sentence could be reworded. Ms. Bosell
suggested the wording, "With all oral and written comments
accepted."
It was recommended that in the Notice of Public Hearing to
state the overall purpose of the particular Special Use Permit in
a short, concise statement.
Jay Blake also stated that Andover does not currently
require public hearings for variances. Jay also indicated that
the City is not legally bound to publish announcements on public
hearings for variances.
Jay Blake recommended that a statement regarding public
hearing procedures be read to the pUblic during these types of
meetings. It was agreed by the commissioners that this would be
a good idea, especially during the meetings where there would be
a lot of pUblic input and dialogue on planning and zoning issues.
Don Spotts recommended that a practical way to get the audience
to use this type of system would be to put the podium down in the
middle of the public audience between the aisles.
Also Jay Blake indicated that a staff microphone would be
needed up front for staff presentations.

Gretchen Sabel asked if the City could use a sign-in
procedure. Jay thought this might be especially useful during
times when a lot of pUblic input was anticipated. d'Arcy Bosell
stated that this might make the hearing a bit more formal and
intimidating to the public.

Chairman Pease asked about time limits for the comments made
during public hearings. D'arcy stated that the guidelines did
state that comments were to be concise and to the point. Mr.
Spotts also commented that the Chairman could step in and state
that this view has already been expressed when some of the people
begin to restate their own opinions.
D'arcy Bosell also suggested, if there was a large crowd in
the audience, have the Chairman state that everyone concerned
with the same issue raise their hands and the Commission could
then get a clear idea of how many people favored/disapproved of a
certain issue.
Another way the public could express their view would be to
submit something in writing to the Commission.
It was also recommended that the Procedures for a Public
Hearing be titled Guidelines for Public Testimony and that copies
be made available on the back table of the room.

Ordinance 11. Ms. Bosell stated that all the 3-year terms are
set up in a staggered manner.
Ms. Bosell also asked if in Section 5 of Ordinance 11, it
should also be stated that, the Planning and Zoning Commission
shall carry out such functions and duties as are assigned to it
under the provisions of the City of Andover Ordinance 8 and 10
and such other ordinances as thev pertain to requests before the
Citv. Ms. Bosell stated that she was thinking, in particular, of
Ordinance 40 and 44 (junkyard ordinance), dog ordinance,
snowmobiles, ATV ordinance, etc.
Jay had enclosed a sample of a mission statement from the
City of Champlin. Gretchen Sabel agreed that a mission statement
is a good concept but that the City of Andover should develop its
own statement tailored specifically for the City, rather than
copy parts of a statement from another city. All commissioners
agreed.

Jay explained his purpose in including draft of Champlin's
mission statement was to suggest that it could be used not only
for the Commission members but also for prospective members. Jay
would like to have a statement to have adopted internally. It
was asked if the City Council would have to approve this
statement. Jay indicated that the Planning Commission could
adopt its own statement that is internal.
Jay would like the Planning Commission to focus more on
planning issues -- and not so much on the dog, horse, ATV
ordinances, etc.
Jay Blake expressed his interest in developing a good
relationship with neighbor cities, especially Coon Rapids and
Anoka. He felt he has worked well with these two cities thus
far.

Gretchen Sabel volunteered to assist Jay in developing a
draft mission statement. d'Arcy also stated she would be willing
to assist in this work.
d'Arcy thought it would be a good idea to get a mission
statement in place by September, because at that time there would
be a change-over of some people on the Commission. It would be
handy to have something in writing to give these people.
It was suggested that it might be helpful to have a liaison
person to attend Park and Council meetings, as the Planning
Commission interfaces with both of these groups for certain
issues.
WORK SESSION REQUEST FOR PROPOSAL
Jay Blake presented the commissioners with an outline for
the Request for Proposal to update the Comprehensive Plan.
Ms. Bosell stated that in the past, it was tough for the
preparer of the previous Comp Plan to make it a plan tailored for
Andover. Also, it was tough to get the City Council to agree to
the Plan. She also stated that the hardest part was to get the
approval of the Metropolitan Council.
Mr. Spotts expressed his opinion that when this Plan is
written, that all the commissioners should think toward the

Ms. Sabel asked how the previous commission received
additional public input, in addition to the members of the
planning commission for the last Comp Plan? Mr. Spotts stated
that he didn't think there was any. It was recommended by Jay
Blake that the Andover Planning Commission make the effort to get
the additional public input for the new Comp Plan.
It was recommended that the key communicator concept could
be used to gain pUblic input for the Comp Plan. Also Don Spotts
expressed an interest in putting together a survey, to be done
through and by the students in senior high as a history/civics
project. The students could survey their neighbors in Andover to
find out what their opinions are in regard to the future
development of Andover. There was a lot of discussion on this
concept. Ms. Sabel stated that because Andover does not have its
own high school, that some of the students would be residents of
other cities, and although the concept is good, it might be
difficult to do a project such as this. It was suggested also to
perhaps write up an article in the City newsletter so that people
would be aware that the students would be conducting a survey,
and the residents would have a chance to think about this item.
Jay thought that it might be a problem in having someone arrange,
monitor, prepare, and tabulate the survey. Mr. spotts
volunteered to do all this. Mr. Spotts suggested doing a test of
this survey at the end of April/beginning of May to see if will
work. If it is successful, then a final test could be done in
the fall. It was suggested that Don prepare a planning strategy
to prepare for this survey.
d'Arcy Bosell felt that the Comp Plan should clarify the Ag
Preserve Act, as she felt that people don't understand this,
Jay commented that he liked the idea of a neighborhood plan
where the City representatives could spend time with residents
of the major areas and ask them what they'd like to see in their
area.
Jay stated that this Comp Plan project is an 18-month
process, and that these are ideas that could be put into place
next year.
Ms. Bosell stated that the City now has a newsletter in
which it could communicate with the residents about future
development and the Comp Plan issues.
Also, Chairman Pease stated that there is a Shopping Center
could be used a focal point for Andover in passing out
information to the residents.

Also, there are lighted billboards -- at the Shopping Center
and Crooked Lake School.
Jay Blake will try to prepare a more detailed outline for
the commissioners at the next Planning meeting.
The commissioners all agreed that the new Comp Plan should
be a plan unique to Andover but one that could get approved by
the Metropolitan Council.
Jay Blake passed out some additional information regarding a
meeting regarding pine bark beetles and Anoka's meeting
procedures.
ADJOURNMENT
A Motion was made by Gretchen Sabel, seconded by d'Arcy
Bosell to adjourn the special Andover Planning and Zoning
Commission Meeting. All voted yes. Motion carried.
