Adjournment /'0. ~ :J o o o o ~' CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES December 20, 1990 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:00 p.m. by Chairperson Jeff Kieffer on Thursday, December 20, 1990 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Chairperson Jeff Kieffer,David Woods, Tom Anderson, Jim Lindahl, Darrell Delarco Commissioners Absent: William Mamlock, Marc McMullen Others Present: Todd Haas, Melanie Deluca RESIDENTS FORUM None APPROVAL OF MINUTES Todd Haas asked the board to amend the minutes of the December 06, 1990 Park and Recreation meeting by taking off the last sentence in the fourth paragraph from the bottom of page 2: "piece of pipe across the river from Ramsey will be done by 1992". Motion made by Lindahl, seconded by Woods, to approve the minutes of the December 06, 1990 Park and Recreation Commission meeting as amended. Passed unanimously. () () o Andover Park and Rccreation Commission 12/20/90 Page 2 PARKS AND OPEN SPACE COMP PLAN, GOALS AND OBJECTIVES DISCUSSION Chairperson Kieffer led the discussion regarding the five year plan. A summary, based on the consensus of the board, is as follows: 1 ) pool 2) Deluca/Round lake Park established 3) trail system throughout, connecting to Bunker Hills 4) upgrade all existing parks to quality parks 5) lighting ball fields Melanie Deluca expressed that the idea of a "central hub" development, which the board has discussed previously, is excellent. A tennis court located at the Andover City Hall complex and more soccer/baseball fields were projected as future needs to serve the city. In regard to making bike paths under power lines, Deluca Deluca contacting Councilmember Don Jacobson for inquiry. o Chairperson Kieffer focused on the priority of developing Kelsey/Round lake Park. The board hopes to hire a professional developer for the layout of the park this winter, start work next year and apply for a matching grant in 1992. Because Kelsey was acquired with federal money, the MN Dept. of Trade and Development (Marcia Tauber) will be closely monitoring the development. It appears as if the grant can be used over a three year period. Chairperson Kieffer spoke about the need for acquiring access from County Road 22 to the park and meeting with Wayne Bachman, owner. The board agreed that Chairperson Kieffer, Todd Haas and another board member would make up a delegation to approach the owner about acquiring access to the park and land around the pond, too. Commissioner Wood volunteered to be a part of that delegation. It was decided to arrange a meeting in January with the owner. Todd Haas was asked to consult with the City Administrator, Jim Schrantz, to discuss options.
