INTRODUCTION
This item is in regard to having a public input session regarding the 2010-2014 Parks
Capital Improvement Plan (CIP).
DISCUSSION
Attached are the proposed parks CIP and the most current projected fund balance
sheet for your review that was prepared by the Finance Department. As indicated to
the Commission at the last meeting, no projects are proposed for the year 2009 and no
new improvements the year 2010. As indicated on the projected fund balanced sheet,
a positive fund balance has been created for each of the years 2010-2014.
Note: As indicated, $15,000 has been budgeted in every year for miscellaneous items.
Also included is a letter from Russ and Carol Schmeichel in regards to the development
of Sophie's Park located in Sophie's South development, which is west of the railroad
tracks and south of Crosstown Boulevard. The Schmeichel's is aware that if they are
interested in discussing this with the Park Commission, they should attend the
upcoming meeting to address the Commission as part of the public input process in
regards to the proposed Parks CIP.
BUDGET IMPACT
Based on the proposed fund balance, which was prepared by the Finance Department,
the fund balance for each of the years 2010-2014 reflects a positive fund balance.
ACTION REQUIRED
The Park & Recreation Commission is requested to consider recommending the 2010-
2014 Parks Capital Improvement Plan as proposed to the City Council.

Re: Sophie's South Park
We are contacting you regarding Sophie's South Park. Last summer we discovered that
the funding for the Park originally planned for 2008 was being delayed until 2011. We
were disappointed to learn that the most recent improvement plan through 2014 has
eliminated funding for Sophie's South Park entirely.
We realize that all.cities are experiencing difficult financial choices, therefore the
residents of Sophie's South would like you to consider a partial development of the park
land. If the land could be leveled and seeded we feel the families of the
neighborhood could use it for the following purposes:
. Soccer
. Softball/baseball
. Kite flying
. Badminton/volleyball
. Frisbee
. Night to Unite
In addition, we were in charge of a summer track and field program for youth in
Jamestown, North Dakota for over 25 years. Ifwe had a grassy field it would be possible
for us to organize several "all-comer meets" for the young children of neighborhood,
their friends and any other youth who wanted to participate. This would be a volunteer
program at no cost to the city or the participants. We could have standing long jump,
softball throw, and various runs and relays. We would also encourage the parents to
participate with the youth.
We feel this would at least make the land usable, until funds are available for further
development. Weare sending this letter on behalf of all the residents of Sophie's South.
We have a wonderful neighborhood that is growing, with a high proportion of young
families with children (4 babies are expected in the next two months).

This is in regards to approving the 2009 fall soccer/football schedule.
DISCUSSION
Attached for your review is the proposed 2009 soccer/football schedule. The City has
received applications for use of the fields from the following groups:

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the
Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a
fair and equitable manner, using compromise when necessary to accommodate the maximum number
of requests possible. Facility requests submitted by the due date with this completed form will be given
the highest priority. Subsequent requests will be filled on a first-come, first-served basis if facilities are
available. The sequencing of scheduling will be considered with City youth associations having first
priority .

INTRODUCTION
This item is in regard to approving the 2009 softball/baseball/football schedule.
DISCUSSION
Attached are applications received from the Andover Football Association (A FA) ,
Andover Baseball Association (ABA), North Metro Soccer Association (NMSA) and the
Andover Athletic Association (AAA). The request for the use of fields is as follows:
. AFA has requested use the following fields from August 1st - November 15th;
Prairie Knoll Park (north, southwest and southeast fields), Sunshine Park ball
fields 1-6 (subject to use by AAA on Tuesday nights), Sunshine Park middle
soccer field, Andover Station North fields 1-3 (subject to use by ABA on
Wednesday nights), Shadowbrook East Park (south field subject to use by ABA
on Tuesday nights), Hawkridge Park, Andover Lions Park, and Terrace Park.
. The AAA based on the application submitted has requested to use fields 1-6 at
Sunshine Park and City Hall Field #7 on Tuesdays, August 4, 11 and the 18th.
Starting August 25th, AFA will be using the Sunshine Park fields 1-4.
. On Tuesday's ABA will be using Shadowbrook East (north and south fields),
Hawkridge Park, Hidden' Creek North Park and Sunshine Park fields 5 and 6
From August 25th thru the month of October. On Wednesday's ABA will be using
City Hall field #7, ASN fields 1-3, Wild Iris Park, Pine Hills Park.
. NMSA will be using Rose Park for soccer.
Note: AFA has indicated that any fields that are being shared on Sunday's before 6 pm
from August 15th thru October will not be used.

INTRODUCTION
The item is an update in regards to irrigation of parks, Project 09 -14.
DISCUSSION
As directed at the last meeting in May, city staff did send an e-mail out to all the
associations to comment on the irrigation of parks that is being considered by the
Park Commission. The comments were due on July 6 To date the staff only
received 1 response from the Andover Athletic Association (AAA). See attached
e -mail.
ACTION REQUESTED
At this point, the Park Commission will need to think about which park should be
considered in 2011. Keep in mind that if Hawkridge Park is redeveloped, then
this may be the park most likely that you may want to irrigate. We will have to
wait and see what is up with North Metro Soccer Association after the staff
prepares a plan and estimate of costs. No further action is necessary at this time.

Subject: Irrigation/2010 -2014 CIP for Parks
Dear Associations;
Over the past month, the Park and Recreation Commission has been working on the 5 year Capital Improvement Plan. One of
improvements that has been discussed over the past few months by the Commission is the possibility of irrigating additional fields. At
this point, 6 parks that have been identified by the Commission as parks that they feel should be considered over the next few years for
irrigating. The parks (in no particular order) that have been identified by the Commission is as follows: Oak Bluff Park (1 soccer
field), Andover Lions Park (1 ball field), Wild Iris Park (1 ball field), Hills of Bunker Lake West Park (1 ball field), Fox Meadows
Park (possibility of 2 or more fields for either soccer or lacrosse or a combination of both), and Timber Trails Park (I ball field and 1
soccer field). There is one other park that is a possibility also for irrigation is Hawkridge Park which is may be considered to be
redeveloped over the next couple years for possibly for soccer, lacrosse and/or football (for right now the Commission is looking at
this park as soccer facility with the potential for others to utilize the fields if need be).
At this point, the Park Commission would like some input from each of the associations as to your thoughts of the proposed parks and
to also see how much interest there is from the associations there is in helping fund the potential irrigation improvements. If you have
other parks that you are interested in having irrigated, please pass this on to me also. I know each you may be having association board
meetings that are coming up within the next month and I know that each of you will need to discuss this with you board. So with that,
the Commission is hoping that you can provide a response back to me so by Monday, July 6th that I can forward your comments to the
Park Commission which will be meeting to further discuss this on Thursday, July 18th.

INTRODUCTION
This item is in regard to the status of Hartfiel's Park.
DISCUSSION
Kameron Kytonen, Natural Resource Technician, has talked with the property owner
about what is plans are for the property. The property owner has shown interest in
selling but unfortunely due to the lack of city funds, that will not be possible even though
most the property does not have a lot of value as most of the property is mostly
wetland. We have encouraged the property owner to consider donating the property
but to check with their tax accountant to see if there is any tax benefits by doing this.
If you have any questions, feel free to contact Kameron at the city.

The following is a list of reports generated by the Anoka County Sheriffs Office
regarding city park activity for the 2n quarter, ending June 30, 2009.

A passerby reported a vehicle ""tearing up" the parking lot. The deputy located the
vehicle and the male driver. The driver was issued a citation. The driver and the
passengers were also told the repair the damage; the officer stayed until it was
completed.
05.05 delayed report Prairie Knoll 09100991
A coach reported a theft of a Lacrosse net from the park. The theft occurred between
04.27 and 04.29.
05.10 1841 1849 Coon Creek 09105412
An anonymous caller reported juveniles at the railroad trestle throwing rocks and yelling
at people. When the deputy arrived he observed seven kids standing on the railroad
tracks over the walking path. He had the juveniles read the " "no trespassing" signs and
explained it to them. They were cooperative and left the area.
05.11 1917 1926 Lions Park 09106253
A resident reported that while watching a softball game, her vehicle that was parked in
the lot was broken in to and her IPod and wallet were stolen. The suspect broke the
front passenger window to gain access.
05.22 2149 2156 Skate Park 09116515
A deputy responded to a call from a parent who stated his son's IPod was stolen from
the skate park while he was skate boarding.
05.26 1751 1751 Skate Park 09119937
An anonymous caller reported juveniles in a vehicle drinking alcohol in the parking lot
behind the Skate Park. When the deputy arrived he located the males who were
drinking, underage, and in possession of marijuana and drug paraphernalia. Both males
were tagged and released to their parents.
06.04 1657 1703 Bunker Hills 09128293
A caller reported smoke coming from the wood chips in the play area; he also stated he
observed two juveniles in the area. When the deputy arrived he observed the wood
chips smoldering but could not locate the source of the fire. The fire department
responded and put out the fire. The juveniles were not located.
06.11 2134 2139 Avocet /158 09134637
A resident reported teens in the woods smoking marijuana and drinking alcohol. When
the deputy arrived he did not locate anyone in the park. He contacted the reporting
party who said the juveniles left prior to his arrival and showed the deputy where this
type of activity happens. The caller was advised to call 911 immediately if they returned
and this location was added to our extra patrol list.
06.26 1842 1850 Prairie Knoll 09148379
A resident reported a vehicle blacked out in the parking lot. The caller thought it was
suspicious and that they may be dealing drugs. The deputy arrived and located the
vehicle which was legally parked and unoccupied. The deputy talked to the caller and
advised him that there was nothing illegal. On follow -up the deputy learned that the
vehicle belonged to a person with the soccer club who was at the High School setting
up for a weekend soccer tournament.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Develop Site Plans for all existing parks which indicates the facilities available. (On- Going).
• Andover Station North Ball Field Facility (property south of the old landfill) — Everything is
completed except for the upstairs level still has some work to do (sheet rocking, painting, etc.). The
staff is working on a lease agreement with the City Council for the building as the Andover Baseball
Association is planning to store all of their equipment sometime in August after the lease agreement
is signed by both ABA and the City Council.
• Update of Park Dedication Improvement Fund Quarterly Report —Item is on the agenda.
• Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism — Item is on the
agenda.
• Comprehensive Plan (Park & Open Space Chapter) —The Parks Chapter of the Comprehensive
Plan has been approved by the Metropolitan Council. / am still waiting for Jim Lindahl and Bill Hupp
to theirs in. Please bring your bound information packet to the meeting as they need to be updated.
Everyone else should have received theirs in the packet.
• City Hall Campus Hockey Outdoor Hockey Rink —The site is pretty much graded, seeded and
mulched. The parking lot has been graded with recycled class 5. To date no word on the rinks if
they have been purchased as of yet.
• Hawkridae Park — Nothing new to report.
• Hidden Creek East Park — Nothing new to report. Kameron Kytonen, Natural Resource Technician,
is still working on a plan with the neighborhood. Word is that the neighborhood wants to get going
on buying some trees yet this year.
• Meadow North Park Playground -The installation of the new playground equipment has begun.
The work should be done by the end of the month.
• 138 th Avenue Tot Lot — The new playground equipment will be installed later on this month after the
work is completed at Meadowood North Park. This is being funded from the Parks Department
maintenance budget that they have received for replacement of playground equipment. That fund
that receives about $45,000 a year.
ON -HOLD PROJECTS —
• Eveland Fields Scoreboards — As directed by the Finance Department, the city cannot make the
commitment at this time until sufficient funds are available to help in purchasing the scoreboards.
May want to include this as part of your discussion in May as part of your 5 Year CIP.

• Rose Park — This project is on hold. The Park Commission has agreed to meet with neighborhood
informally to discuss the future redevelopment the park that could potentially include a couple
hockey rinks and a free skating rink. The staff is looking at scheduling this sometime yet this
summer to meet with the neighborhood.
• Hartfiel's Park The project is on hold until the property considers their option but the city at this
time does not have the funds to buy it.
TASK FORCE UPDATES -
Skateboard Task Force — (Hupp /Kowalewski) — Staff did receive a e -mail from Shaun Van Vark about the
skate park competition that was held as part of Fun Fest and sounds as if went pretty well. The area is
having some problems with litter. The Park Commission may want to stop by before the meeting to see and
talk with the boarders about cleanup responsibility.
OTHER ITEMS OF INTEREST —
• Irrigation of City Parks — Item is on the agenda.
• 2010 — 2014 Parks Capital Improvement Plan — Item is on the agenda.
• Northwood's east Park — At the direction of the City Administrator, a security light has been
ordered and will be installed within the couple weeks, which will hopefully take care of the issues
that have raised by the neighborhood.

INTRODUCTION
This item is in regard to considering the attached baseball tournament application form
for the upcoming 2009 fall softball /baseball season as requested by the Andover
Baseball Association.
DISCUSSION
The Andover Baseball Association has made application for baseball tournament (Tri
City All -star Tournament). The new tournament is identified in bold below and does not
conflict with any of the other tournaments that have yet has been played.

Note: If your organization schedules 2 fields and uses additional fields the organization will be charged double the field usage
fee for each additional field plus an administration fee of 10% penalty.
SPECIAL REQUEST SECTION Check the following boxes if applicable.
If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.

tournament. (Example: Include the location /distance of pitching rubbers and /or base locations.)
All requests for tournaments must be submitted by December 15. The application will be considered by the Park & Recreation
Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis
and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be
assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the
application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted
with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at
least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth
*iations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non - profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Supervisor.
* If the tournament organization is requesting a Non - Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following refund policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Tournament Fee, Field Usage Fee nor the Non - Intoxicating Liquor License Fee will be returned. In the event that
another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full
amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City."

• The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
• During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.
• Any organization that applies for use of a recreational facility will be required to pay a fee as determined by the City Council for
park security.

• ATTACHMENT A
NON - INTOXICATING LIQUOR LICENSE - Applications for Non - intoxicating Liquor License must be included with this
tournament application. The fee for a tournament Non - intoxicating Liquor License is $25.00. The application must be made out
by a specific person (such as the Tournament Organization) and this person must be a resident of the City of Andover and
affiliated with an Andover league team or local organization. The application for the Non - intoxicating Liquor License will be sent
to the City Council and you will be contacted by the City Clerk if the license has been approved.
DRAM SHOP INSURANCE - Minnesota Chapter 340 requires the municipalities verify Dram Shop coverage for the sale of non -
intoxicating malt beverages.
