PARK AND RECREATION COMMISSION
MEETING MINUTES
November 15, 1990
The regularly scheduled meeting of the Andover Park and Recreation
Commission was called to order at 7:34 p.m. by Chairperson Jeff Kieffer on
Thursday, November 15, 1990 at the Andover City Hall Offices, 1685
Crosstown Blvd., Andover, MN.

APPROVAL OF MINUTES
Motion made by Anderson, seconded by McMullen, to approve the minutes of
the November 1, 1990 Park and Recreation Commission meeting. Passed
unanimously.
APPROVE HOCKEY RINK SCHEDULE
The Park and Recreation Commission reviewed the Hockey Rink Schedule for
the 1990-1991 season. Representatives from the Blaine and St. Francis Youth
Hockey were present.

Frank Stone accentuated to those concerned that coaches should be notified
about snow removal priorities regarding rinks. A closed warming house will
indicate that the ice rink is closed to skaters until equipment is available to
remove snow. Snow shovelling on rinks is discouraged because of ice/snow
build-up on the perimeter. Rinks will be targeted for opening on December 15,
1990.
The commissioners requested a list of coaches involved in youth hockey.
MOTION by McMullen, seconded by DeLarco to accept the proposed hockey
schedule as revised: Blaine Youth Hockey is scheduled at Crooked Lake
Monday through Friday (6:00 p.m. and 7:30 p.m.) and Tuesday/Thursday at
City Hall; St. Francis Youth Hockey is scheduled Monday, Wednesday and
Friday at City Hall and at Hawkridge Monday through Friday (6:00 p.m. and
7:30 p.m.).

CAPITAL BUDGET UPDATE - 1990
Chairperson Kieffer stated that no work had been done at Cedar Crest or
Pleasant Oaks Parks. Funds for fencing at Pleasant Oaks and leveling the
pond at Cedar Crest had been appropriated in the 1990 capital budget. If
following through on these projects, minus $2,098 will be shown on the budget;
if not, a plus $902 will be registered. Because of problems with motorized
vehicles in Pleasant Oaks, the commission suggested using snow fencing to
deter vehicles. Cedar Crest did not seem to warrant action at this time.
Chairperson Kieffer requested that Frank Stone explore a potential need for
"No Motorized Vehicle" signs to be posted at some of the parks.

The commission has been exploring the feasibility of financing a purchase from
GAME TIME with 1990 park dedication funds and replacing the funds by
transferring the amount of purchase from the allowance budgeted in 1991 with
council approval. Mr. Koolick expressed reservations concerning pre-payment
of equipment and delivery date. It was determined that there would be a 22%
savings if the equipment is ordered by December 30, 1990. Commissioner
McMullen recommended placing an order requesting shipment on December
31, 1990 and refusal if shipped early. Frank Stone will contact the company to
ensure a guarantee of terms that includes C.O.D. and delivery January 02,
1991.

MOTION by McMullen, seconded by DeLarco, to place an order with GAME
TIME for Oak Bluff, #9623 @$3,598 and for Fox Meadows, #9701 @$9,985.
The motion further stipulates refusal of said equipment if arrival before January
02, 1991. Discussion: Commissioner Anderson suggested delaying equipment
construction at Oak Bluff due to new grass areas. Commissioner McMullen
requested an amendment to the above motion: Drop equipment order for
Oak Bluff in 1991 but a possible swing set installed in the fall; and order
#LE9620 @$7,450 for Fox Meadows. Shipping instructions the same.
1985 SURVEY RESULTS
The commissioners felt that the 1985 survey results were difficult to validate
because Andover parks and population had changed dramatically.

CHAIRMAN'S REPORT
The regularly scheduled December 06, 1990 Park and Recreation meeting will
be changed to 6:30 p.m. in the Conference room because of a general tax
meeting at City Hall. Notice will be given in the paper.
Motion by Anderson, seconded by DeLarco to adjourn the meeting at 8:40
p.m. Passed unanimously.
