Adjournment .:J o :) o o (]}~'i 1'\ CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES October 18, 1990 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:30 p.m. by Chairperson Jeff Kieffer on Thursday, October 18, 1990 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Chairperson Kieffer, Darrell DeLarco, Tom Anderson, David Woods, Jim Lindahl, Marc McMullen Commissioners Absent: William Mamlock Others Present: Todd Haas RESIDENTS FORUM None APPROVAL OF MINUTES Motion made by Anderson, seconded by McMullen, to approve the minutes of the October 04, 1990 Park and Recreation Commission meeting. Passed unanimously. BEGIN PROCESS/COMP PLAN The Park and Recreation Commission began the process of reviewing the Comprehensive Plan for the Park System within the City of Andover. The commissioners examined a recent survey of Andover parks taken from a random sampling of residents. Walking, biking and cross country skiing trails ,- '\ : I ~ u . '\ '-~ Andover Park and Recreation Commission 10/18/90 Page 2 appeared to be a priority, while snowmobile trails and horses (rented) were low. Several commissioners expressed reservations concerning the accuracy of the survey. Commissioner Lindahl thought that perhaps some residents did not interpret areas like the Andover City Hall complex to be parks. Commissioner DeLarco was concerned with the low response polled and questioned whether 1 1/2 per cent of the Andover population represented an accurate survey. Commissioner McMullen felt, however, that the survey was scientifically designed and that the committee that worked on the master plan along with paid consultants, had agreed on the number of people polled for the survey. The commissioners requested that Todd Haas locate the results of a poll taken in 1985 to compare with the present one. A consensus concerning the current survey was that residents were not dissatisfied with park development. Chairperson Kieffer suggested that all commissioners review the master plan. CHAIRMAN'S REPORT :J Chairperson Kieffer had discussed with Howard Koolick, financial manager, the possibility of purchasing GAME TIME playground equipment for Fox Meadows and Oak Bluff (a potential savings of 25 per cent) budgeted at $7,000 each for 1991. Mr. Koolick verbally approved the feasibility of financing the purchase with 1990 park dedication funds, but replacing funds by transferring budget allowance of 1991, delivery requested January 1, 1991 or later. Chairperson Kieffer will again speak with Mr. Koolick and possibly have Frank Stone call GAME TIME to inquire about financing the purchase. Because of a November 30th sale deadline, this item will be entertained on the next agenda. Chairperson Kieffer reported that Matt Hoefer, Scout, was erecting trail signs in Kelsey/Round Lake Park. Commissioner Anderson located August 03, 1990 minutes in which a representative sketched Eagle Scout projects. Chairperson Kieffer stated that Scouts generally received donations from businesses to finance their projects. Chairperson Kieffer requested that the 1991 budget be on the next agenda. ~ The commissioners reiterated that coaching standards should be determined by the city to insure that athletic associations incorporate proper coaching techniques. Commissioner McMullen thought the policy would be unfeasible because volunteers staff the associations. Commissioner DeLarco suggested o c \ U Andover Park and Recreation Commission 10/18/90 Page 3 , ') '----' having a park board representative on the Andover Athletic Association board. Although the city furnishes facilities, there is little communication regarding AM policies nor is AM accountable to the city. Commissioner McMullen proposed that a liaison representing the AM attend park board meetings when items warrant input. The commission requested that Todd Haas attend the "coach's training" class offered through the National Standards for Youth Sports Coaches Association (September 06, 1990) in order to give the board feedback. He also hoped to meet with the athletic associations to present this information and acquire an overview of their programs.
