MEETING MINUTES
OCTOBER 04, 1990
The regularly scheduled meeting of the Andover Park and Recreation
Commission was called to order at 7:30 p.m. by Chairperson Jeff Kieffer on
Thursday, October 04, 1990 at the Andover City Hall Offices, 1685 Crosstown
Blvd., Andover, MN.

APPROVAL OF MINUTES
Motion made by Anderson, seconded by DeLarco, to approve the minutes of
the September 20, 1990 Park and Recreation Commission meeting. Passed
unanimously.
AGENDA CHANGE

KELSEY-ROUND LAKE PARK
The commissioners reiterated the importance of developing a priority list
concerning development of Kelsey-Round Lake Park. Chairperson Kieffer
visualized two grants forthcoming: Phase I, to cover structure and layout of
the park over a three year time period and Phase 2, to cover structures like the
interpretive center or walking bridge to the island. The commissioners
requested that Mr. Haas locate a file on Kelsey from Mr. Jay Blake.
Commissioner McMullen, also a member of the Master Plan Task Force,
reported on a survey of 300 homes regarding parks: the majority felt
neighborhood parks were a necessity and that Bunker Hill was widely used for
a variety of activities. He indicated there was a probable lack of finances to
complete the study and that they were not on schedule. Nevertheless,
Commissioner McMullen requested copies of the comprehensive plan in order
to receive input from the park board.
Mr. Haas reported that playground equipment was ready to be installed in
Creekridge and assured the commissioners that the 1990 budget figures would
~) soon be available.
Commissioner McMullen expressed concern over the warming house removal
at Prairie Knoll. He requested that usage figures be compiled at Prairie Knoll
and all parks, to see if the closing can be justified. The 1991 warming house at
Hawkridge will be a permanent one.

Motion by DeLarco, seconded by Anderson, to adjourn the meeting at 8:05
p.m. Passed unanimously.

A RESOLUTION DENYING THE VARIANCE REQUEST OF CESERINA SCARDIGLI
FOR THE CONSTRUCTION OF AN ACCESSORY STRUCTURE ENCROACHING TWENTY-
ONE (21') FEET INTO THE FRONT YARD SETBACK ON THE PROPERTY LOCATED
AT 444 NW 177TH AVENUE (CO. RD. 58) (PIN 1-32-24-31-003).
WHEREAS, Ceserina Scardigli has requested a variance to
allow for the construction of an accessory structure encroaching
twenty-one (21') feet into the front yard setback; and
WHEREAS, the Planning & Zoning Commission has reviewed the
request and has determined that said request does not meet the
criteria of Ordinance No.8, Section 5.04 in that no hardship
exists due to the unique shape or topography of the property which
would preclude the property owner reasonable use of her property;
and
WHEREAS, the Planning and zoning Commission finds that the
request does not meet the established setback requirements
specified in Ordinance No.8, Sections 4.05, 4.15 and 6.02; and

WHEREAS, the Planning and zoning Commission recommends to
the City Council denial of the variance request as it
does not meet the criteria of Ordinance No.8, Section 5.04;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Andover hereby agrees with the recommendation of the
Planning & zoning Commission and hereby denies the request of
Ceserina Scardigli to construct an accessory structure encroaching
twenty-one (21) feet into the front yard setback.
Adopted by the City Council of the City of Andover this
16th day of October, 1990.
