Adjournment :~) o o o o o o C}\~ CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES SEPTEMBER 06, 1990 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:34 p.m. by Chairperson Jeff Kieffer on Thursday, September 06, 1990 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Chairperson Kieffer, Darrell DeLarco, Tom Anderson, David Woods, Jim Lindahl Commissioners Absent: Marc McMullen, William Mamlock Others Present: Todd Haas RESIDENTS FORUM None APPROVAL OF MINUTES Motion made by Lindahl, seconded by DeLarco, to approve the minutes of the August 02, 1990 Park and Recreation Commission meeting. Passed unanimously. 1991 CAPITAL BUDGET UPDATE Chairperson Kieffer reported that the Park and Recreation 1991 budget had passed at a figure of $57,500, with an additional $10,000 for development of a long-range nature theme park plan at Kelsey-Round Lake Park. Chairperson Kieffer suggested involving residents for input concerning development of the park. He also recommended investigating historical markers/Indian burial grounds through the Anoka County Historical Society. The board felt that the (J (j :) Andover Park and Recreation Commission 09/06/90 Page 2 county or state historical society and the Anoka County Union might have information about the area and asked Todd Haas to direct inquiries. The commissioners would like to have objectives firmly planned this fall so that the project would be ready to implement in the spring of 1991. In reference to the capital budget, Chairperson Kieffer reported that Frank Stone had eliminated the warming house construction for the sliding hill at Prairie Knoll Park. CREEKRIDGE UPDATE Todd Haas conveyed to the board that a permit had been signed by parties involved to clear a twenty foot wide path down to the park/entrance. Andover's consulting engineer will be designing a sidewalk, running north and south, which includes a stop sign. H. L. Becker Construction is hired to do the construction for the park. Haas indicated that the money was already budgeted for this item and that the equipment was ready for installation. ~J Mr. Haas and Frank Stone will have the 1990 Capital Budget updated at the next meeting, Thursday, September 20. Todd Haas suggested that the board meet at Hills of Bunker Lake at 7 p.m. before the next meeting. The board agreed to do so. CHAIRMAN'S REPORT Chairperson Kieffer had prepared a letter acknowledging completion of Josh Ramseyer's Bluebird Trail project (for earning an Eagle Scout designation) at Kelsey-Round Lake Park. Todd Haas was asked to prepare the letter for mailing. Chairperson Kieffer had received material on certification of coaches from the National Standards for Youth Sports Coaches Association. Their program, through the MN Recreation and Park Association, appeared to set coaching guidelines where fun of playing, not competition, is stressed. Chairperson Kieffer felt it would be valuable to verify coaching guidelines with the Andover o Athletic Association. Several commissioners expressed interest in being o o o Andover Park and Recreation Commission 09/06/CXJ Page 3 certified. Todd Haas was asked to contact the organization and the Andover Athletic Association to arrange for a presentation at the next meeting.
