Adjournment o ~ J o o ~\ CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES AUGUST 02, 1990 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:31 p.m. by Chairperson Jeff Kieffer on Thursday, August 02, 1990 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Chairperson Kieffer, Darrell DeLarco, Tom Anderson, David Woods, Jim Lindahl Commissioners Absent: Marc McMullen, William Mamlock Others Present: Todd Haas RESIDENTS FORUM None APPROVAL OF MINUTES Motion made by Anderson, seconded by Woods, to approve the minutes of the July 19, 1990 Park and Recreation Commission meeting. Passed unanimously. KEN HElL SKETCH PLAN The Park and Recreation Commission reviewed the Ken Heil sketch plan and because of its location (east of the intersection of Hanson Boulevard and Andover Boulevard), recommended cash in lieu of land for park dedication. r~ U (~ ~~ AndDver Park and Recreation CDmmission 08/02/90 Page 2 EAGLE SCOUT REPRESENTATIVE Henry Hoefer, Eagle Scout representative, came to the commission meeting to clarify Eagle Scout project qualifications. According to Mr. Hoefer, the project must show leadership, planning and organization that benefits the community. Examples of past projects have been the building of benches, campfire rings, recycling, etc. mainly involving the outdoors. Matt Hoefer, Scout, presented a trail plan for Kelsey-Round Lake Park which included leveling of the trail and signs. Matt would be able to begin his project in one and a half months. The commission made suggestions to improve the trail, which Matt would incorporate. Commissioner Woods felt that the upkeep of the trail would be the city's responsibility; however, Matt could maintain it through the winter. He would need a permit to operate his riding lawn mower and snowmobile in the park. The commission felt an expansion of the proposed trail would be desirable, and could be done by other scouts in the future. ~) KELSEY-ROUND LAKE PARK GRANT It was determined in the meeting with Marcia Taubr, of the Minnesota Department of Trade and Economic Development, that the city must begin to show progress in development of the park. One fulfillment of this would be the incorporation of Matt Hoefer's Eagle Scout project. Chairperson Kieffer said that next year, $10,000 was ear-marked to hire a professional designer of parks to develop a long-range nature theme park plan that would probably include a bridge to the island and an interpretive center. Thus, the city could apply for a new grant next September; Todd Haas recommended starting application after January 1. 1991. He also stated that Kelsey-Round Lake Park appeared to have a historical background, but that staff was unable to locate files pertaining to the purchase of the park in 1981 or 1982. ) Chairperson Kieffer reminded the commission that if the grant is made available to the City in 1991, up to 10% for planning and engineering may be reimbursed for the design of the park and also, that the grant is a matching grant 50-50. It also appears as if city council is supporting this project. o ~ ) :.J () AndDver Park and Recreation Commission 08/02/90 Page 3 Chairperson Kieffer expressed a concern that Eagle Scout projects may have to be reclaimed to fit in the professional plan for the park. The commission would like the city to negotiate with the owner to obtain ten acres north of the park for park entrance/parking lot and acquire a pond area, considered a prime setting for the interpretive center. Mr. Haas recommended contacting the owner before he begins development of the area, but to let the owner build the road indicated on his plat. CHAIRMAN'S REPORT Chairperson Kieffer informed the commission that the park capital budget meeting was cancelled until August 16, but that the total budget request of $57,700 plus $10,000 for Kelsey-Round Lake Park, appeared realistic. Commissioner Anderson commented that the lights at Northwoods tennis courts were not working. Commissioner Lindahl inquired about the lighting posts from Fred Moore; no status report was available. In regard to the pond at Strootman Park, Mr. Haas stressed that a permit was needed from the DNR if fill was required. Commissioner Lindahl suggested that Strootman and several other parks would be ideal for wood duck houses, and that these might be incorporated in the Eagle Scout projects. Mr. Haas suggested that the commission visit Creek Ridge or the Hills of Bunker Lake before the next meeting. Motion by DeLarco, seconded by Anderson to change the August 16, 1990 meeting of the Park and Recreation Commission to August 23, 1990. Passed unanimously.
