Adjournment ***Meet at Hills of Bunker Lake West Park at 6:45 P.M. ;") U o o o C) o ~ ..............\\ ~~, CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES JULY 05, 1990 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:34 p.m. by Chairperson Jeff Kieffer on Thursday, July 05, 1990 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Chairperson Kieffer, Jim Lindahl, Darrell Delarco, Tom Anderson, William Mamlock Commissioners Absent: David Woods, Marc McMullen Others Present: Frank Stone, Melanie Deluca RESIDENTS FORUM 1) Frank Stone reported on Woodland Terrace snow fence deterioration that had been erected to deter park foot traffic across a backyard property. Staff will check into pricing for a wire mesh fence and posts/cable and also see what other cities are doing in like situations. Before installation of any kind of fence, homeowners would be notified. 2) Melanie Deluca expressed concern over lack of designated bike lanes on busy streets throughout Andover. Commissioner Delarco thought ditches, along 7th Avenue, near the boundary of Andover/Anoka, could be paved by the county. The commission recognized a need for bike lanes throughout the city; Chairperson Kieffer requested staff to check into that. 3) Commissioner Anderson reported residents near Oak Bluff Park are dissatisfied with seeding results and lack of playground equipment. Because more people are moving into the development and creating a potential for using the park, the residents also felt a need for a crossing \..j o Andover Park and Recreation Commission 7/05/fXJ Meeting Minutes, page 2 , . ) other than at Hanson Blvd. Chairperson Kieffer designated at the next meeting, that the commissioners assemble at 7 p.m. at Oak Bluff Park to assess the situation. 4. Melanie Deluca mentioned that Fox Meadow residents inquired of a play area. The commissioners said that soccer fields usually are developed in an area before play areas. APPROVAL OF MINUTES Motion made by Mamlock, seconded by Lindahl, to approve the minutes of the June 21, 1990 Park and Recreation Commission meeting. Passed unanimously. 1991 CAPITAL BUDGET PLANNING, cont. , J Capital budget planning is due near the end of August. Chairperson Kieffer added Fox Meadows, Oak Bluff and Terrace Park to the budget considerations. Melanie Deluca suggested that the commission have a future plan for a central location for tennis courts. Andover School has no available land for courts; furthermore, tennis courts are usually built at secondary schools. She also felt that there would be tremendous use at a community swimming pool. Frank Stone called attention to the $3,000 figure for parking lot construction submitted by Todd Haas for the July 05, 1990 commission meeting. Class V aggregate is not a tarred lot and would not include the city hall proposed lot. That figure would apply to smaller parks, like Terrace, which would contain about 35 cars. He estimated that expanding the city hall lot would cost about $9,000. Mr. Stone also reported that Main Electric is taking out the old lights at Goodrich Field (by Fred Moore School) and has offered Andover all the steel posts. The Andover mayor will examine them, and if feasible, the city would move them. Chairperson Kieffer requested that Frank get a figure for installing the lights. / , \ '-.-/ u Andover Park and Recreation Commission 7/05/90 Meeting Minutes, page 3 \ j Melanie Deluca expressed a need for drinking fountains at the city hall ball parks. Frank Stone thought he could run a service line from the water tower and will check it out. The commission discussed moving the backstop to the other end of Timber Trails Park, to encourage parking behind it and not on the street. Because it is makeshift backstop, it probably would have to trashed if moved. The cost of a backstop without a fly is $1,063. Commissioner Lindahl felt this field had not shown a need for expansion and furthermore, was not a game quality field. Chairperson Kieffer added that the budget was tight and would rather use available funds to light a field at city hall. However, the commissioners expressed it would be beneficial to move the backstop, as the road is too narrow for parking and the sun position at game time would be improved. But the commissioners did not feel it could exten~ the park at this time, and placed it at the bottom of the priority list for budgeting. Chairperson Kieffer stated that basically, the commission's objective is to develop a list of what they would like to do and, have staff rate the projects, in \ order to ready a presentation to council ata later time. ) Frank Stone said that staff is requesting that baseball diamonds at city hall be totally enclosed, as it protects the field maintenance-wise. In a brief discussion on Strootman Park, the commissioners felt it needed a lot of fill, and perhaps pond expansion, so that it could be used for skating. Chairperson Kieffer reported that ball field lighting is priced at $70-80,000 per field. Chairperson Kieffer drew attention to a letter received from the Minnesota Department of Trade and Economic Development requesting that the City of Andover meet previous grant standards of development (handicap, etc) at Kelsey Park found to be lacking in inspection. " , J MOTION by Delarco, seconded by Mamlock, to direct staff to address Kelsey Park purchase in reference to the letter received on July 3rd, 1990 from the Minnesota Department of Trade and Economic Development and to also pursue the application of another grant for the development of this park. Passed unanimously. \.j . \ \.j Andover Park and Recreation Commission 7/05/9Q Meeting Minutes, page 4 ~ ) Discussion ensued about potential handicapped satellites at parks and warming houses at Hawk Ridge and Prairie Knoll. Commission felt warming houses should be a priority at Hawk Ridge. Frank Stone will contact the building inspect to get a square footage cost. Commissioner Kieffer requested that staff organize the list of park projects, along with the money amount involved, to enhance budget projection. PICTURES/NAME TAGS Completed. CHAIRMAN'S REPORT " , / Park Dedication: Chairperson Kieffer reported on a city council decision on lot splits/metes and bounds: park dedication fee, owner's choice of 10% of the value of the property or a set fee of $400, the latter being paid whenever the lot is split. For those that paid under the previous ordinance, the city is not under obligation to reimburse them. Park dedication is under a resolution, so it can be renewed about January 1 St. Ball tournament report: No tournament was played during the recycling week at city hall, as the organizer claimed there was no return call about the approval of a permit. Frank Stone said subsequently the office was instructed about procedure. Commissioner DeLarco suggested that tournament organizers should make an appearance at Park and Recreation meetings, not only to receive approval, but to clarify any problems.
