Adjournment o o o o o ~ CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES JUNE 21, 1990 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:35 p.m. by Chairperson Jeff Kieffer on Thursday, June 21, 1990 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Chairperson Kieffer, Jim Lindahl, Darrell DeLarco, David Woods, William Mamlock Commissioners Absent: Tom Anderson, Marc McMullen Others Present: Frank Stone RESIDENTS FORUM None APPROVAL OF MINUTES -~ Correction tp ~e June 07, 1990 minutes was requested by Commissioner DeLarco to fr'ea(j: (1st paragraph under Residents Forum) ".....twenty-four houses along a "trail", Josh cleaning out the houses periodically....." '\ U Andover Park and Recreation Commission 6/21/cx] Meeting Minutes, page 2 '\ , ) PARK DEDICATION It appears that the city council advocates changing the ordinance concerning park dedication to a one time fee of 10% of the value of the land or a flat fee, in order to give the owner an option and according to the city attorney, comply with state law. If the owner opted for a flat fee, a waiver would be signed, and in the future, if the lot is split again, another flat fee would be paid. The flat fee would be renegotiated each year. Chairperson Kieffer interpreted park dedication, according to state law, to be based on the value of the land, not park usage, and feels that the current procedure of determining park dedication is correct. Based on early discussions, the commission would like maintain the ordinance to read 10% of the land value, dropping the assessor's fee. Commissioner Lindahl felt that a change in the ordinance, as proposed by council, would create a record keeping problem for the city. Commissioners Mamlock and Lindahl thought that more disputes would arise upon changing the ordinance. Chairperson Kieffer questioned whether a flat fee would work for both urban and rural '\ properties. Citing the Eugene Brown appeal, the commissioners expressed , ) that a change in the appraisal method seemed warranted, rather than that of determining park dedication. At the next council meeting of July 3rd, Chairperson Kieffer indicated he would advocate that park dedication fee be 10% of the value of the property; if council disagrees, he would push for a fairer flat fee. Commissioner DeLarco felt that if a flat fee is lowered, not only would the Park Board would lose money needed for park dedication, but it would be harder to meet the budget. Commissioner Lindahl expressed that the commission should stand by its decision. Chairperson Kieffer asked for support of the commissioners at the July 3rd meeting of the city council. Commissioner Mamlock questioned why park dedication funds were used for electrical wiring on the AM building by city hall. Frank Stone replied that the AM has a ten year lease on the building and that it will eventually be a park building. Condition of outfields, parking lots at neighborhood parks and concession stand and lights at City Hall Park received interest. Frank Stone intends to halt lawn parking at the city hall, as soon as construction on water tower is finished. The commission discussed doubling the parking lot by city hall to alleviate a parking crunch. Commissioner Lindahl suggested a possibility of establishing a ) "trail fund" for this type of development. Commissioner DeLarco volunteered to check on the cost of a community pool. Chairperson Kieffer asked the commission to think about budgeting for a walkway for Prairie Knoll Park and the grading in Timber Trails. Frank Stone felt that more soccer fields should not be developed, as there was not much demand for the existing three fields. Commissioner Kieffer said that bluebird houses were in Kelsey Park, but there was a need for "no motorized vehicles" signs to be posted. Because there are fewer people on the staff for maintenance, Frank Stone felt that it might be difficult to work it into the schedule at this time. Chairperson Kieffer summarized commission priorities to be ball field lights, parking lots, and application for a grant for Kelsey Park. Todd Haas was suggested for the latter task. Frank Stone does not project playground equipment purchase for next year, but recommends checking potential location at Hills of Bunker and Creek Ridge for installing playground equipment. \ ) .J v Andover Park and Recreation Commission 6/21/CX1 Meeting Minutes, page 4 \ , ) The commissioners will be notified if there is a July 5th meeting of the Park and Recreation Commission. Chairperson Kieffer asked that the police department be notified about the weekend (June 23) baseball tournament and to ascertain that the usage fee be paid to the commission.
