The regularly soheduled meeting of the Andover Park and Recreation Commission
was oalled to order at 7:80 p.m. by Clla.irman Jeff K.ieffer on Thursday, April 1 9,
1990 at the Andover City Hall Offioes, 1685 Crosstown Blvd., Andover, M N.

RESIDENTS FORUM
The Commissioners toured Creek Ridge Park before the regularly
soheduled meeting. Gary Shay of AAA was at the park 'v'lith the
commissioners, but unable to attend the meeting. As reported by
Chairman Kieffer, Shay wanted to address the Mure feasibility of a parl<.
developed for traok and field, a 11alf or full traok possibly around a soooer
field. Chairman Kieffer suggested that Shay cheok to see if there was a
demand for that development. Commissioner Anderson noted that
Andover School, designed so that it can be a middle sohool, would
probably put in a traok. Gary Shay's idea was that the track should be
located near the city hall, so that Andover School could share facilities. The
commissioners conourred, however, that the school should put it in and
that something could be worked out in conjunction with them.

APPROVAL OF MINUTES
MOTION by Mamlock. seconded by DeLarco to accept the Park and
Recreation minutes of ~'llaJctl 1. 1990 and .A.pril 5, 1990 as presented. Motion
carried unanimously.
Discusskv7: In the March 1, 1990 minutes, Commissioner Anderson noted that
on page 3, a cllange should tie made in tree trun~~ measurement from 3 1/2 feet
to 3 1/2 lik17esin cliameter.

The Anoka Football Boosters requested to rwld a Clean-up day "'~1tt-lin tl-Ie City of
Andover. Harland Danner, parent representative. explalned that the varsi1y. junior
varsity and tenth graclers of the Anol<.a area v{oulcl clonate their ser.,'ices to the
community in the form of a Clean-up activity on May 19th from 8 8.m. to 1 p.m. In
the past Mr. Danner said, a representative of the parks department came to tile
Anoka City Maintenanoe Garage to piok up a group of I.dds that were needed to
get tile job done. Chairman Vieffer stated tl-,at this activity has v,forked v,/ell in the
past. He sU9gested that gloves vlould be needed for brusl-, removaL etc. Mr.
Danner e;<plained that some supervision would be needed_ Tile commissioners
explained tllat Creek Ridge Park needed brush removal, as it volould be developelj

aotivity will be determined. Commissioner Lindahl reiterated that superiision is
our responsibili1y and that suot, v,'ould be planned.
ANDOVER ATHLETIC ASSOCIATION - BUILDING
The building is under construotion directly berlind the Cit<j Hall hookey rink. Tile
Ilockey rinl<. willl)e moved 20 - 80 feet closer to the tree line, so that the building
"viII be more aocessible, especialty for sno'tIf plov,ing. Mr. stone clarified that
eleotricity would t,e run to the l)uilding, but tllat it was not determined where tile
eleotrical tloxes would !)e placeeL As yet there was no idea of the price or size
ser\;ce needed. Mr. Stone questioned a telephone line being run to the building,
and the commissioners said this was not part of the agreement .with the MA .An
outdoor pul)lio teleptlone was available outside Ci1y Hall, and the comrni::;sioners
felt that the .AM could install a line at their o\.vn expense. Mr. Stone sU9gested
having a 14-foot overtlang on the building, whiell could later l)e used for a
concession stand.

GRACE LUTHERAN CHURCH
Mict-,ael Dill, Social t',,1inistly Ctlairperson, Grace Lutheran Church, requested per
letter to reser\'e tv,,IO softball fields located next to Andover's Ci1y Ha.1I on ,.June 16,
1990, from 8:00 a.m. to 2:00 p.m. He termeet this a. "complete non-profit event",
and wanted the commission to consider waiving as many fees as possible.

raised v...ill be donated to ACBC Foodshelf and CE.A.P.) Chairman Kieffer
suggested lool-zing at tile applioations to see how tile profits will be used.

MOTION by Mamlock, seconded by by Woods to accept application of Grace
Lutlleran Cllurcll to resetve 2 softball fields looated next to Andover's City Hall on
June 16, 1990 frotYI 8:00 a.m. to 2:00 p.m. Passed unanimously.
D/sCI..lssion: Commissioner Linclahl suggested telling ttle AAA. arKl other groups
using the fields, to police the area and olean it up before leaving. Frank ~3tone
suggested a requirecl $100 deposit even for nonprofit groups.
Commissioner Mamlock amended the motion, to include a $100 deposit on
ground clean-up, tl-Iat would be reimbursed upon inspection of grounds.
Seconded by Lindall!; passed unanimously.
Dis(;vJssion: Chairman I<.ieffer felt that another registration form for nonprofit
organizations, such as .AAA. and churdles, should include a required $100 deposit
for ground dean-up, that would be reimbursed upon inspection of same. He also
added tlla.t tile MA should fill out applioation for tournaments.

PARK DEDICATION
Mr. Tod(j Haas, assistant engineer, expressed City Council ooncern on 110W parI<.
dedication is collected, centering on the issue of appraisal. Currently, I-,e is under
direction of the Park Board to hire an appraiser for ever! property that is being split
or sub-dr.,.ided. .Anclover City Counoil proposes using somebody else's appraisal
for the next paroel. The problem, aooording to oouncil.. appears to be that an
appraiser is t1eing rlired every time someone 'Nants to split or sU[l-divide lots,
inoluding lot splits of less tllan 5 acres. nle appraiser oharges $200 eactl time.
This issue, accorcling to Haas, is on the agenda of tile May 1 st meeting of trle city
Gounoil. Commissioner I<Jeffer requested reGo(ds to show tllat tile appraisals are
fluotuating. He said that previously, policy \'laS formed on ad'y'.ioe of tile citj
attorney; that assessments stlould be $200 plus 10% of raVl rnarl{et value. I<jeffer
then requested records of tl1at meeting. Diffioult! lies in each piece of property
being different. Commissioner Linda.hl expressed concern that the parl{, fee might
deter some gro.../..-tll, but cost could be passed on to the neVl ovmer. Haas said
Appraiser Cut1is Larson is familiar with the area, and had been seleoted from a. list
, and is used e><dusively in order to preser..'e consistency in appraisal.

Motion by Lindahl, seconded by Mamlock. that the Park Board oonours with
the park dedication ordinance as written and accepted by the .Andover Ci~{
Council 12/1 9/89. Passed unanimously.

FOX MEADOWS
Motion made by Mamlock. seconded by DeLarco to approve spending of
$18,319.20 to be taken from park .jedication for tr-Ie cost of seeding Fox Meadovls
Parl\ an(j to transfer these funcls to the general fund.
DiSC!.lsskv7: Frank Stone said that about $20,000 is remaining in park dedication
funds, and that '.'iith a new computer, reael-outs of available monies would be
readilvavailable.

Motion passed wittl five ayes and one nay, Commissioner Anderson, dissenting.
TENNIS COURTS/CITY HALL
Frank Stone stated that plans had been approved last fall, but the courts could
not be put in c.ecause of tile 'weather. Todd Haas said minutes indicated to "bring
it back for discussion" and that there \~as to be "no price increase from tile
proposal from fall of 1989 to spring of 1990".
Motion made by Mamlock. seconded by Anderson; to pay $3,760 to
Blacktop Repair Servioe for tv,'o tennis courts at Ci1y Hall, of whioh funding is to
corne out of park dedication. Passed unanimously.
Motion made by Mamlock. seconded by Woods; to transfer fees from tile
general fund that are collected for tournaments, to the park maintenance t,udget
to be used to replace and repair equipment namely, bases for Andover Ot'f Hall.
If the $450 from Blue Line oan't be transferred into the paJi\ rna.intenance budget
funds'vvill be taken out of park dedioation, a maximum of $450 for oity Ilall bases.
Motion passed unanimously.

CHAIRMAN'S REPORT
Chairman Kieffer o)ntacted Lyle Bradley and the two Scouts and would meet at
Kelsey Park at 7 a.m. Saturday, April 21, for a quiok tour. He requested that
Frank Stone clleck to see tllat survey markers be locate(j. A.l1 oommissioners
were invited to attend.
For the next meeting. May 3, 1990, the Park and Recreation
Commission will tour Timber Trail Park at 6:45 p.m'$ and then
move back to city hall lor the regular 7:30 meeting.
MOTION made by Commissioner De Larco to adjourn.
Seoond to motion by'vl/oods. Motion passed unanimously.
Meeting adjourned at 8:50 p.m.
