' l'\., CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES APRIL 05.. 1990 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:30 p.m. by Chairman Jeff Kieffer on Thursday. April 5. 1990 at the Andover Ci1y Hall Offioes. 1685 Crossto'flin Blvd.. Andover. MN. Commit:-:,"i,mers A-esent. Chairman Kieffer. Tom Anderson. Jim UndahL Darrell De Larco. Maro MoMullen. David Woods. William Mamlook Otl7el"S Present. Todd Haas RESIDENTS FORUM 1. The President of the Andover Athletio Assooiation. Roger Sharon. explained that the Andover City Council had given the AM permission to ereot a 24 x 24 building on oity site. and that a deoision on the site would be made with the Park Board. Frank Stone and Todd Haas. The main funotion of the building is for storage of equipment and is to be used solely by the AM. The city attorney will draw up a contraot and lease the building to the AM. Mr. Sharon said that he was informed that eventually this building would be used as power souroe for lighting the ball fields. Aooess would be needed in the winter. also. and a plan would be formed that would work for everyone. The AM. would like construotion as soon as possible. MOTION: Darrell DeLaroo moved that Todd Haas. Frank Stone and Marc MoMullen reaoh an agreement on looation site of the building with the Andover Athletic Association and approve it. so that construotion can begin as soon as possible. Seoond to motion by David Woods. All oommissioners favor motion; MOTlm~ PASSED. It was further clarified that the MA will pay for tIle main structure. except for the lighting. Josh Ramseyer, 3420-152nd Lane, 427-6295, Troop 11631, in an effort to obtain Eagle Soout designation, proposed to build a 1)luet,ird trail in Kelsey Parl<.. He presented a rough iefea for developing a bluebirel trail. consisting of bluebird houses, and indicated he intended to do more research on the project. Chairman Jeff Kieffer suggested I-,ouses be placed on posts, not existin'~ trees, 8nd definitely favored the j(jea. Commissioner Jim Lindahl suggested that this plan be ooordinated with the sl<.i trail proposed by another Boy Scout MattlleVI Hoefer. MOTION: Maro MoMullen moved, based on the preliminary disoussion, to give Josh Ramseyer approval to build a bluebird trail in I<:elsey Park. , .J Seoond to motion bv Darrell DeLarco. He gave a tape and letters of recommendation to the commission. Jeff Brooks indicated that tllere was a $200 fee paid by tile (41y, roughly a one Ilour petiorrna.noe for families. Discussion led to reoornmendation of oontaoting Melanie 8JlCl/or Sandy Peterson in regard to a possible petiormance of Jeff Brool<.s_ APPROVE SOFTBALL - BASEBALL SCHEDULE "' " ) Andover Attlletic A:;sociation President Roger Stlaron, asl<.ed the Parl<. and Recreation Commission for 50% reimbursement for bases that will be purchased for the fields. A possible reallocation of funds from ParI<. and Recreation vlill be discussed with Franl<. Stone. MOTION: Marc MoMullen moved that Park an,j Recreation split tl-,e cost of bases with tile A.nclover Athletic Association. to be payable this year or next and not to exceed $450. Second to motion tl)' David Vv'oods. MOTION PASSED unaminous~f. The Park and Recreation Commission reviewecl the softball sohedule as proposed by the various associations (Sodel'v'ille Athletic Association, Andover Athletio Association. Constance Evangelical Free Church. tile A.ndover Traveling Baseball Team, and Men's League). MOTION: Jim Lindalll moved to approve the softball schedule as presented. Discussion indicated that the AAA mal<e a projection of future needs. APPROVE SOCCER SCHEDULE MOTION: Jim Lindahl moved to table the soccer schedule until Todd Haas is notified, receiv1ng sclledules from the clubs 'vl/ho v{ish to use the fields. Darrell DeLaroo seconded tile motion. MOTION PASSED unarninousiy. MOTION: Marc MoMullen moved to amend the application for t)aseball/softball scheduling so that it Is due the first Thursday in ApriL whereas the soccer schedule will t.e maintained on the third Thursday in March. i / Second to motion by _? _' MOTION PASSED unarninously.
