MEETING MINUTES
FEBRUARY 01, 1990
The regularly scheduled meeting of the Andover Park and Recreation Commission
was called to order at 7:35 P.M. by Chairman Jeff Kieffer on Thursday, February
1, 1990 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN.

The Park and Recreation Commission was requested to review and approve minutes
of their January 18, 1990 meeting. Darrel Delarco asked that minutes be amended
to include his name listed under "Commissioners Present."
William Mamlock made a MOTION to approve minutes as amended. Second to motion
by David Woods. All commissioners favored motion; MOTION approved.
Kelsey Park Grant, Discussion
Matthew Hoeffer presented commission with a packet of recent photographs depicting
various sections of Kelsey Park.
Blake stated consideration should be given to an Indian Burial Mound in Kelsey
that would need to be protected. A historical marker could possibly be erected
at the site of the old brick factory.
Matthew suggested a figure 8 ski trail.
Kieffer stated the developer of Indian Meadows previously offered to dedicate
parkland before completion of his development, if need for Kelsey Park development.
Kieffer noted the Park Commission may want to use the option to swap.
Stone suggested trail system include view of beaver habitat.
Kieffer stated the intent is to observe but not disturb beaver habitat.
Lindahl suggested ski trail incorporate lake area.

Mamlock questioned if proposed trail has adequate grade.
Blake replied grade should be adequate and trail could be expanded in the future.
Mamlock asked if proposed trail consisted of high land.
Hoeffer replied trail is mostly high land and does not have hills.
Stone questioned if a portion of trail would be unsuitable to summer hiking
because of the low land.
It was determined necessary to check with the Corps of Engineers for permission
to fill low areas.
Kieffer suggested constructing a walking bridge over low portion.
Stone noted that all public trails need to have emergency vehicle access.
Blake suggested trail consist of varying length loops to accomodate beginners,
intermediate and advanced.
Proposed trail is approximately 4800 feet.
Blake stated the major concern is to locate Indian Burial Mounds before any
trails are cut.
Frank Stone suggested Park Commission contact Lyle Bradley for assistance in
locating burial mounds.
Kieffer stated his concern that trail does not disturb or destroy any natural
habitats.
Stone informed commission that keys to locks used in parks are carried in emergency
vehicles.
The Park Board determined they could not give approval to cut trails until
Indian Mounds are located.
Kieffer will contact Bradley and arrange a date to inspect site and hopefully
locate burial mounds.
Stone provided Hoeffer with a catalog for ordering park signs and a contact person
in Bloomington. Hoeffer will get an estimate for the cost of signs.
Hoeffer believes ~5 - 20 signs are necessary to mark trail.
Mamlock questioned the cost of fill and signs involved in this project.
McMullen noted there is no money budgeted for project.
Kieffer stated plan is still in design phase and budget has not been established.

Blake suggested commission approve concept of trail but leave approval on exact
design open-ended.
Blake noted there may be funds available in May due to an early payoff of bonds.
He recommended a representative of the Park Board lobby for a portion of these
funds.
Stone noted city staff could possibly help if only a light amount of fill is
needed. He would prefer to work on site before spring thaw. Fill should be
available from site.
Stone will check if the County Highway Department would make signs to mark trail.
Blake will speak to Howard regarding alternative funding source for trail project.
Other
Melanie DeLuca was present to address concerns regarding scheduling. These
concerns were voiced to City Staff and a Park Board member by the Andover Athletic
Association.
Ms. DeLuca explained how use of facilities is prioritized. The first use must
be for school events. Second priority is city meetings and third is civic groups,
non-profit organizations such as girl scouts and boy scouts.
Ms. DeLuca has given first priority to Andover teams. She presented commission
with the Gym Schedule and the Gym Use Report - Winter Quarter 1990. (Attached
to minutes.)
DeLuca stated the schedule is full now. There are not enough facilities to accomodate
everyone's first choice in scheduling.
DeLuca feels the obligation to arrange space for other teams when Andover children
are members of those teams.
McMullen suggested Andover Athletic Association contact the school board with
their concern of Andover school facilities being used for Andover children only.
DeLuca noted that for years other schools have provided facilities for Andover
children.
DeLuca stated she has asked AAA to be consistant with other area programs when
they initiate T Ball.
DeLuca stated there may not be room for Andover players on other city teams this
year. It is up to the residents to let Park Board know they want their own league.
The District will coordinate leagues. A fee is charged team to cover administrative
costs, umpire salary, trophys and tournament fees. The Park Board need only
supply site and maintenance of site.

McMullen stated his concern that residents may not apply in time. He suggested
placing an ad in the paper notifying those interested in forming a league
of deadline. Scheduling and voting is done the second meeting in March.
Delarco questioned why
there is no Saturday gym at Crooked Lake.
DeLuca replied because budget was cut a custodian is not available on Saturday
at Crooked Lake.
DeLuca asked the commission for feedback regarding the gym schedule.
Kieffer felt the schedule obviously gives priority to Andover teams.
Lindahl stated that activities such as karate and aerobics don't require a
parquet floor. He suggested these classes be held in the cafeteria.
DeLuca replied there is a liability concern with karate held in the cafeteria.
There is a need for aerobics at the school to meet the needs of the northern
residents. The program would lose revenue if it did not meet these needs.
Kieffer summarized the discussion by stating for the record that the Andover Park
and Recreation heard the concern in regard to scheduling voiced by the Andover
Athletic Association. The Park Board reviewed concern with Melanie DeLuca. A
problem with scheduling was not recognized. The AAA is invited to attend a Park
Board meeting to further discuss these issues.
Kelsey Park Grant Discussion
Jay Blake explained there is an application process through the DNR to receive
a permit to dredge a boat landing in Round Lake. There are no DNR funds available
for dredging; historically the cost is borne by the city.
Large scale dredging (to provide for recreational development) is possible if the
following criteria is met:
1) The city would need to demonstrate a public need or purpose
2) Dredging would have to provide recreational usage of the lake
3) Dredging would be necessary to prevent winter fish kill
4) Dredging would be needed to remove contamination or potential pollution
from lake
The DNR stated dredging is not a cost sharing item in the Outdoor Recreation Grants
Program.
Marc McMullen doesn't believe dredging is terribly expensive.
Anderson questioned if surrounding landowners could be assessed for dredging.
McMullen stated there is a possibility of lake being designated a Swan Lake.

Blake stated cost of dredging cannot be determined until plan is made.
McMullen noted the Task Force survey includes questions regarding swimming.
Heavy favorable response toward swimming in Andover would provide a reason to
dredge Round Lake to create a swimming beach.
Kieffer questioned the feasibility of a beach on Round Lake. Round Lake Blvd
is not a feasible access.
David Woods suggested the city obtain records detailing the cost of conversion
of parkers Lake.
Blake stated access from Shirley's Addition is shallow and weed bedded.
Blake stated DNR can estimate cost of dredging if a plan is submitted. Because
city does not have available funds, it is most likely dredging would need to be
part of Phase II.
Woods asked if residents were concerned about use of motor boats on Round Lake.
Blake stated the city has the authority to restrict motors or size of motors
used on lake.
Blake noted there are funds available ($71,000) to be used for planning and
design only. These funds must be used by 6/30/90 or they will no longer be
available.
City Council must approve expenditure of portion of funds. Jeff Kieffer will
attend the 2/06/90 meeting of the City Council to lobby for funds.
The approximate cost to hire TKDA for design of park is $50.00/hour. Park Board
must submit list of ideas to TKDA. TKDA will confirm feasibility and add new
ideas.
The Park Board approved the following for possible design ideas for Kelsey Park:

Hiking
Fishing
picnic Area
Swimming
Nature Study Area
x country skiing
The Park Board eliminated the following design ideas for Kelsey Park:
Baseball
Softball
Football
Soccer
Horseback
Tennis Courts
Camping
Basketball
The above improvements score points in the DNR Outdoor Recreation Grant Program
application.
The following items do not add points to the grant application. Park Board
approved the following ideas:

The Park Board will need to advertise to receive bids from design firms.
Kieffer stated once we have a plan for design the plan can be broken into
workable pieces.
Stone stated other city parks are not completed. The city needs more manpower
to maintain parks.
McMullen believes a working session with City Council is necessary to plan and
progress on Kelsey Park.
McMullen suggested the Andover Athletic Association be asked to help raise funds
for lights, etc.
Stone noted the mayor favors timers on city security lights.
Lindahl feels timers on lights would be cost effective.
McMullen recoIlUUends research be done to determine cost of timers and anticipated
savings on electricity cost.
Stone recoIlUUends not playing at Fox Meadows this year. Because of drought seed
will need another year.
McMullen recoIlUUends a fence at City Hall Complex to prohibit parking on grass.
McMullen made a MOTION that scheduling requests for city parks be made before
the end of February. City staff is directed to advertise scheduling request
deadline.

Stone noted the city ice rinks have been getting tremendous use.
at permanent warming houses instead of renting trailers. Current
trailers is $250.00jmonth. Trailers are rented for three months.
He suggests looking

Blake estimated the cost of a 24 x 24' garage type warming house to be approximately
$6,000.
Kieffer stated the Park Board should not cancel meetings day of the scheduled
meeting.
McMullen noted the City Council has directed Park Board to meet twice monthly.
Also, notice of meetings should be published and currently that is not always done.
Kieffer also stated that minutes must be delivered before day of meeting.
