HomeMy WebLinkAboutDecember 11, 1990 o o '0 o o ~ CITY of ANDOVER Regular Planning & Zoning Commission Meeting December 11, 1990 The regularly scheduled Andover Planning and zoning Commission meeting was called to order by Chairman Becky Pease at 7:30 p.m., Tuesday, December 11, 1990 at the Andover city Hall, 1685 Crosstown Boulevard N.W., Andover, MN. Commissioners Present: Commissioners Absent: Also Present: Ferris, Jonak, Jovanovich, Peek, Vistad Coleman Dave Carlberg, City Planner; Todd Haas, Assistant City Engineer; others Approval of Minutes - November 27, 1990 MOTION by Ferris, seconded by Jovanovich to approve the minutes of November 27, 1990 as written. Motion carried unanimously. Dave Carlberg asked that Item 4, Rural Density Policy update, be deleted from this agenda and asked that a discussion on variances for lots in the Hills of Bunker Lake be added. Sketch Plan - Cedar Hills River Estates 3rd Addition Todd Haas asked the Planning Commission to review the sketch plan of Cedar Hills River Estates 3rd Addition as proposed by Woodland Development. The Andover Review Committee has reviewed the sketch plan. Mr. Haas noted that the proposed plan is located in an R-2 zoning District with 14 lots. The plan is consistent with the Comprehensive Plan and City ordinances. None of the lots will be allowed to front on County Road 58. A letter has been received from the Anoka County Highway Department agreeing with the Review Committee's recommendation regarding driveway access. Mr. Haas noted that Xenia Street as shown on the sketch plan will be changed to 180th Avenue where it curves to the east by Lot 4, Block 2. The property is dry with no wetlands. He also noted that Byron Westlund of Woodland Development is present if there are any questions of him. Wayne Vistad asked if it's necessary to have Xenia Street changed to 180th Avenue when it's such a short distance. Mr. Haas explained that the Fire Department would have a difficult time finding an address if it's not changed. ~/ ~) , \ \ ) Planning Commission Meeting December 11, 1990 - Minutes (Cedar Hills Sketch Plan, Cont.) Commissioner Peek asked why 178th Avenue has a 66 foot right-of- way and Xenia Street has a 60 foot right-of-way. Mr. Haas explained that when 178th Avenue was constructed the city required at 66 foot right-of-way. Chairman Pease asked if any variances are anticipated. Mr. Haas noted that they would come up when the preliminary plat is done but he didn't feel any would be needed. Commissioner Ferris noted that some of the lots as shown are exactly 2.5 acres and asked if they would be smaller once the easements have been taken. Mr. Haas stated that the easements have already been deducted from the acreage so the lots will remain 2.5 acres. Byron Westlund, Woodland Development, stated that it is not their intent to ask for variances. \ \ ) Commissioner Ferris asked if the park dedication fee would be cash in lieu of land. Mr. Haas felt it would be because there is a park to the south of this plat. He also noted that this will be on the December 18th City Council agenda for discussion. Discussion/Variances in Hills of Bunker Lake Dave carlberg explained that Ron Smith of Raintree Builders has 12 to 14 lots in the Hills of Bunker Lake that he is unable to fit houses on with three car garages and asked about the possibility of obtaining variances for these lots. The city requires a 35 foot side yard setback on the street and Mr. Smith would like 25 feet. Commissioner Ferris felt that Mr. Smith should apply for a variance so the Planning Commission can handle this like any other request. Commissioner Vistad thought that Mr. Smith should be told that economic consideration is not a hardship and therefore is not a valid reason for approving a variance. \ '. ) Chairman Pease suggested that he apply for a variance but that it should be a separate variance for each lot. Commissioner Ferris asked if the city could dictate what price range houses will be in a new plat. It was noted that most developers have restrictive covenants on their plats which dictate the price range, square footage, etc. of the homes. \ '-../ \ I. He also asked Mr. Carlberg to check on the problem on Andover Boulevard and prairie Road (Meister property) to see if any action is being taken. Chairman Pease declared the meeting adjourned.
