PLANNING AND ZONING COMMISSION MINUTES
SPECIAL MEETING
April 9, 1990
The special meeting of the Andover Planning and Zoning Commission
was called to order at 7:05 p.m. by Chairperson Rebecca Pease
on Monday, April 9, 1990 at the Andover City Hall Offices,
1685 Crosstown Boulevard, Andover, Minnesota.
Members Present: Ron Ferris, Randal Peek, Don Spotts, and
Wayne Vistad
Members Absent: Bev Jovanovich
Staff Present: Jay Blake, City Planner
The purpose of this meeting was to interview candidates for
the vacancy on the Planning Commission due to the resignation
of Gretchen Sabel.
There were nine applicants for this position on the Planning
and zoning Commission. All of the applicants were asked the
following questions:
1) What do you feel is the single most important planning
issue facing the City of Andover in the next five years?
2) The Planning and Zoning Commission meets a minimum of three
times each month, and the meetings go as late as 1-1:30 a.m.
Would this be a problem for your schedule?
3) What do you feel is Andover's biggest asset? What do you
feel is it's biggest liability or constraint?
4) Is there anything that would prevent you from making fair
recommendations as a member of the Planning Commission? Would
you have any conflict of interests?
5) At this point in time, approximately one-third of the southern
portion of the City has sewer and water. Projections are
there are enough sewered lots to meet demand for the next
two years. Would you favor extending this line, and if so
what would the considerations be?

Mr. Trettel

STEVE JONAK
Mr. Jonak moved to Andover six months ago from Columbia Heights.
He attended many of the Planning and Zoning meetings, as well
as the City Council Meetings. He owns his own steel business.
OTTO PFEIFFER
Mr. Pfeiffer has lived in Andover for eight years. He is
an artist and has 32 years of interest in city affairs, including
mayor.
LYNN KRAUS
Ms. Kraus moved to Andover from Brooklyn Center seven months
ago. She has an A.A. degree in law enforcement.
DON BOEKE
Mr. Boeke has been a resident of Andover for over thirty years.
He is retired from the telephone company and has served on
the Crime Committee.
BILL COLEr-1AN
Mr. Coleman has lived in Andover for three years. He is an
economic development representative for the State of Minnesota,
and works with the "Star City" program in northeastern Minnesota.
DOUG RIETKARK
Mr. Rietkark's application was put on hold when he felt there
might be a conflict with the time he would need to commit
for the Planning and Zoning Commission. He expressed a desire
to be considered for any future openings on the Economic Development
Committee.

JOHN GALVIN
Mr. Galvin has been a resident of Andover for the past twelve
years. He is semi-retired.
JACK McKELVEY
Mr. McKelvey has lived in Andover for fourteen years. He
is a retired police officer. He is Vice President of Andover
Parent Teachers, and has been active on several Andover Committees.
After the interviews were completed, Commission members discussed
all of the applications to recommend one person for the vacancy
and one person as an alternate.
MOTION
Motion by Vistad and seconded by Ferris that the Planning
and Zoning Commission recommend Bill Coleman to the Andover
City Council, that Bill Coleman is their number one choice
due to his qualifications, and Steve Jonak is their choice
for alternate. Carried unanimously.
MOTION
There being no further business, upon motion by Vistad and
seconded by Ferris, the meeting adjourned at 11:22 p.m.
