MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation
Commission was called to order by Chairperson Jeff Kieffer on December
17, 1992, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.

APPROVAL OF MINUTES
December 3, 1992: Correct as written.
MOTION by Anderson, Seconded by DeLarco, to accept the Minutes as
written. Motion carried on a 3-Yes (Kieffer, Anderson, DeLarco), 1-
Present (Auger), 3-Absent (Lindahl, Paulson, Woods) vote.
1992 PARK CAPITAL BUDGET
The Commission reviewed the capital outlay and park dedication expenses
in the parks for 1992. Mr. Starr didn't think over $5,000 was spent
in Terrace Park, though the total amount is correct. He also reported
that the cost for equipment was higher than expected because the City
was charged the increased rate plus $1,000 for shipping. Chairperson
Kieffer asked that a more accurate figure be determined for Terrace
Park.
The Commission noted a letter from residents in the vicinity of Terrace
Park, one complaint being the skating rink was not ready. Mr. Starr
stated no rinks were ready on December 4, mainly because of the warm
weather; and last year there was a problem with all rinks because of the
street problems. The Commission also noted the amount of work done in
that park this year. They agreed no further action is necessary in this
park. Chairperson Kieffer stated the residents will be contacted once
a more accurate dollar figure spent on that park is determined, also
suggesting an accurate map of the area be made indicating what is park
and what is the drainage area. Mr. Starr was also asked to jot down the
specific work done in the park recently.
Mr. Starr reported the Parks Department maintains about 255 acres of
park land and ball fields. For 1993 he suggested bringing existing
parks up to date and develop existing park areas. Chairperson Kieffer
noted another area that should be addressed is protecting the parks from
motorized vehicles.

Mr. Haas informed the Commission that the Timber Trails park will be
assessed $5,000 for the upgrading of the road, per the City's assessment
manual. The City Council approved the cost in October, 1992. The money
will come from the park dedication fund. The Commission was very
concerned that this was approved without any notification of or input
from them. They expressed frustration over the lack of communication,
that they should have been notified before such decisions are made and
they had no way of knowing of this because the City Council Minutes did
not specifically say the $5rOOO was coming from park dedication.
MOTION by Anderson, Seconded by DeLarco, to adjourn. Motion carried on
a 4-Yes (Kieffer, Anderson, Auger, DeLarco), 3-Absent (Lindahl, Paulson,
Woods) vote.
The meeting was adjourned at 8:17 p.m.
