MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation
Commission was called to order by Acting Chairperson Tom Anderson on
November 19, 1992, 7:34 p.m., at the Andover City Hall, 1685 Crosstown
Boulevard NW, Andover, Minnesota.

Mark Anwav - had a petition for a sliding hill in Oak Bluff park from a
woman who was outside prior to the meeting. He stated he would present
it on her behalf. The Commission agreed to add the item to the Agenda.

November 5, 1992: Correct as written.
MOTION by Auger, Seconded by Lindahl, to approve the Minutes. Motion
carried unanimously.
(Chairperson Kieffer arrived at this time and conducted the remainder of
the meeting, 7:35 p.m.)
RESIDENT FORUM, CONTINUED
Jeff Hertinq, 15930 Tulip Street - stated he talked with Mr. Starr about
the ice skating pond on Tulip and 161st. They have not had a skating
pond there in about three years. If they would have one, it would get
used; and the neighborhood would keep the ice clean. The Commission
noted there are no skating rinks in that area of the City. Mr. Starr
stated they have not had a pond there since 161st was blacktopped. He
felt that something could be worked out. Water could be hauled to the
site to flood a skating rink. He would do some dirt work for a driveway
to get a tanker in to flood it. He wanted the residents to know that
these rinks are not given a priority in maintenance. The Commission
agreed it would be a good idea to have a skating rink in that area and
directed Mr. Starr to see what can be done.

APPROVE 1992 - 1993 HOCKEY RINK SCHEDULE
Tim Olson and Paul Yelle, Andover Boot Hockey Association, and Mark
Anway, St. Francis Hockey Association, were ~n attendance. The
Commission noted there is no conflict in the requested ice times. They
asked if the St. Francis Hockey Association would be willing to
contribute toward the construction of a well at Hawk Ridge park, which
would greatly help in getting water to the site.
Mr. Anway stated he would submit the request to the Association Board.
He also thanked the City of Andover for the good job in maintaining the
rink at Hawk Ridge.
Mr. Olson explained they are forming a Boot Hockey Association. They
are open to fundraising opportunities, but they are just now developing
the Association. Hopefully they will be able to do something next year.
They already have eight teams ready to play, and they would like two
hours of ice time, preferably from 7 to 9 o'clock. Boot hockey uses
sticks but no skates and is less dangerous than broom ball. Right now
they are leaning toward a $10 fee per person to pay for equipment,
officials, etc. They would like to run the program for eight weeks and
then buy some ice time at an indoor arena.

schedule as presented. Motion carried on a 5-Yes, 2-Absent (DeLarcor
Paulson) vote.
1992 CAPITAL EXPENDITURES
Mr. Haas stated he was unable to get a computer printout of the budget
today because the computer was not working. Mr. Starr assured the
Commission that all of the capital funds were spent, plus some extra
which will be taken from dedication funds. No Commission action was
taken.
KELSEY-ROUND LAKE PARK DISCUSSION
Mr. Haas stated he will be drafting a letter to the Minnesota Historical
Society asking that there be no change made to the Kelsey-Round Lake
Park plan. The trail will be left on the plan; however, the City will
protect the area which may be an Indian burial ground until the State
Archeological Society can determine if the burial ground exists. Once
that is taken care of, the City can determine where the trail should be
built. This proposal is acceptable to all parties.

CITY HALL SOUTH ATHLETIC COMPLEX
Chairperson Kieffer reported he just came from a meeting called by Dave
O'Toole of all parties involved in the development of the proposed South
Athletic Complex. It is expected that several local organizations will

do some fundraising for this project and hopefully some donations made
by private businesses. The next step is to determine what the various
athletic associations need in the way of fields, then a site plan
prepared and a cost estimate determined. Chairperson Kieffer stated one
thought has been to have four softball fields, two soccer fields, and to
look at having the ability of providing a football field and track.
Several Commissioners felt a track is important not only for youth
groups, but for adults as well who like to walk or run on measured
tracks. The feeling also was that restroom facilities should be
provided in the concession stand.
Chairperson Kieffer suggested that even though there may not be any
State grant funds for this project at this time, that the project be
done in such as manner that grant funds can be applied for in the future
if they are available. He asked Mr. Haas to research the reasons the
City was denied grant funds when building the existing City Hall
complex.
REQUEST FOR SLIDING HILL/OAK BLUFF

Mr. Haas read a letter from Judy Kiltsr 14758 Bluebird Street NW, asking
the Park and Recreation Commission to consider putting in a sliding hill
in the Oak Bluff park. The Commission discussed the request noting any
excess dirt in the area does not belong to the City, but to the
contractors. There is a sliding hill directly east of the area, and the
City just put in black dirt to make the park flat and installed a new
soccer field. The general feeling was that it is not feasible to
install a sliding hill in that park. Mr. Haas was asked to relay the
Commission's comments to Ms. Kilts.

OTHER BUSINESS
Mr. Starr suggested the Commission consider budgeting for another
skating rink next year in the southern portion of the City, specifically
Hidden Creek. He also stated they will start icing the rinks in about
two weeks with the intent that they will be ready for use by the second
week in December, depending on the weather.
MOTION by Lindahl, Seconded by Woods, to adjourn. Motion carried on a
5-Yes, 2-Absent (DeLarco, Paulson) vote.
