INTRODUCTION
The Park and Recreation Commission is requested to reconsider installing a security
light near the existing parking lot as requested from Barry Swingle.
DISCUSSION
Attached Is an e-mail from Barry Swingle with the request. A previous request was
made last month from Steve Johnson who lives in the neighborhood. As you may
recall, the neighbors are having issues with vehicles parking after hours in the parking
lot. Staff previously suggested to Mr. Johnson if they are having issues with parking
after 11 pm, they are requested to contact 911 immediately so that they can send out a
deputy or CSO. Just as a reminder, the parks are officially close at 11 pm.
Note: There is an existing security light located in the northwest corner of the park but is
not in a very location. The light has been there for quite some time. Currently it does not
shine a lot of light on the playground and certainly does not provide any light on the
parking area. The cost of a new light is about $3311. The existing light in the northwest
corner of the park will not be able to be reused as the light is mounted on an existing
telephone pole.
Budget Impact
As mentioned previously to the Park Commission, currently no funds are available. As
mentioned to the Commission over the past couple months, all park dedication
expenditures per the Finance Director are on hold.
ACTION REQUESTED
As determined by the Park and Recreation Commission.

DISCUSSION
Attached. is the application from World of Pentacost. The group have requested
to use the field #4 (northeast field) at Sunshine Park on Sunday, September 13th
from 11 :30 am until 3:30 pm. The regular request for use of the fields in the fall
is due in July.
ACTION REQUESTED
The Park and Recreation Commission is requested to consider approving the
request as presented.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using comprol1.1i~e when necessary to accommodate the
maximum number of requests possible. Facility requests'submitted by the due date with this
completed form will be given the highest priority; Subsequent requests will be filled on a first-come,
first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.

INTRODUCTION
This item is in regard to continue discussing the 2010-2014 Parks Capital Improvement
Plan (CIP).
DISCUSSION
Attached is the revised 2010-2014 Parks Capital Improvement Plan based on the
discussion the Commission had at their last meeting of May 7th. The annual
miscellaneous of $25,000 has been reduced to $15,000 for each of the next 5 years.
The irrigation improvements was requested by the Park Commission of $50,000 to be
shown in 2010 but as directed by the Finance department as it does not appear that 25
platted units and anticipated commercial sales will be met for 2009. At this point, the
city may see only about 14 platted units as part of the Cardinal Ridge 2nd Addition yet
this year and it does not appear that the city will see any additional commercial sales in
the Andover Station North area in 2009. By moving the irrigation to the year 2011, this
will allow a minimum balance of $50,000 be maintained through at least the year 2011 if
the proposed platted lots and commercial sales do not happen.
If there are no further changes regarding the 2010-2014 CIP, it is suggested to allow
public input session at the meeting of July 16th.
ACTION REQUIRED
The Park & Recreation Commission is requested to review the proposed 2010-2014
Parks Capital Improvement Plan.

INTRODUCTION
The item is an update in regards to irrigation of parks, Project 09-14.
DISCUSSION
As directed at the last meeting in May, city staff did send an e-mail out to all the
associations. Attached is the e-mail for your review. The associations have until
July 6th to comment on the irrigation of parks which allows them some time to
discuss with each .of their boards about this.
ACTION REQUESTED
No action is necessary. This item will placed on the July 16th meeting for
discussion.

Dear Associations;
Over the past month, the Park and Recreation Commission has been working on the 5 year Capital
Improvement Plan. One of improvements that has been discussed over the past few months by the
Commission is the possibility of irrigating additional fields. At this point, 6 parks that have been identified by the
Commission as parks that they feel should be considered over the next few years for irrigating. The parks (in no
particular order) that have been identified by the Commission is as follows: Oak Bluff Park (1 soccer field),
Andover Lions Park (1 ball field), Wild Iris Park (1 ball field), Hills of Bunker Lake West Park (1 ball field), Fox
Meadows Park (possibility of 2 or more fields for either soccer or lacrosse or a combination of both), and Timber
Trails Park (1 ball field and 1 soccer field). There is one other park that is a possibility also for irrigation is
Hawkridge Park which is may be considered to be redeveloped over the next couple years for
possibly for soccer, lacrosse and/or football (for right now the Commission is looking at this park as soccer
facility with the potential for others to utilize the fields if need be).
At this point, the Park Commission would like some input from each of the associations as to your thoughts of
the proposed parks and to also see how much interest there is from the associations there is in helping fund the
potential irrigation improvements. If you have other parks that you are interested in having irrigated, please pass
this on to me also. I know each you may be having association board meetings that are coming up within the
next month and I know that each of you will need to discuss this with you board. So with that, the Commission
is hoping that you can provide a response back to me so by Monday, July 6th that I can forward your
comments to the Park Commission which will be meeting to further discuss this on Thursday, July 18th.

INTRODUCTION
This item is in regard to the status of Hartfiel's Park.
DISCUSSION
As directed by the Commission, the staff has not been able to contact the owner of the
outlot which is adjacent to the park. Kameron Kytonen, Natural Resource Technician,
will continue trying to contact the owner to see what their thoughts are for trying to clean
up the unwanted weeds in the park.

Subject: Hartfiel's Park Landscaping Update

INTRODUCTION
There has been some interest from members of the Commission to improve the
appearance of Hartfiel's Park. This park is on the northeast corner of Hanson and
Andover Boulevards, so it is very visible. Currently, the park is comprised of tall, non-
native weeds and a few species of native wetland shrubs.
DISCUSSION
The City could go about this in a couple different ways. One option would be to try and
create a mesic, lowland prairie. This would involve the planting of native grasses and
flowers. However, the characteristics of the site would favor various invasive weeds,
such as Canada thistle. Thus, creating the desired prairie could take several years and
could become very costly.
Another option is to plant trees and shrubs. Staff could knock down the undesirable
vegetation and begin to incorporate native trees and shrubs that can tolerate the mesic,
organic soils the area possesses. This option would be much less costly and would offer
instant results.
Staff contacted the owner of the property that surrounds the park, and they were open to
any improvements in Hartfiel's Park. They also expressed interest in selling their
property.
BUDGET IMP ACT
There may be a couple grant opportunities the City could pursue to help offset the costs
of such a project. Staff will keep an eye on potential opportunities that may arise.

recycled bituminous from 157tn Avenue reconstruction project will begin to be hauled to the site most
likely next week for the driveways and parking lot. To date no word on the rinks if they have been
purchased as of yet.
. Hawkridae Park - Nothing new to report.
. Hidden Creek East Park - Nothing new to report. Kameron Kytonen, Natural Resource Technician,
is still working on a plan with the neighborhood.
. Meadow North Park Playa round- New playground equipment will be installed later on this spring
or early summer. This is being funded from the Parks Department maintenance budget that they
have received for replacement of playground equipment. That fund that receives about $45,000 a
year.
. 138th Avenue Tot Lot - New playground equipment will be installed later on this spring or early

ON-HOLD PROJECTS -
. Eveland Fields Scoreboards - As directed by the Finance Department, the city cannot make the
commitment at this time until sufficient funds are available to help in purchasing the scoreboards.
May want to include this as part of your discussion in Mayas part of your 5 Year CIP.
. Rose Park - This project is on hold. The Park Commission has agreed to meet with neighborhood
informally to discuss the future redevelopment the park that could potentially include a couple

hockey rinks and a free skating rink. The staff is looking at scheduling this sometime yet this
summer to meet with the neighborhood.
