Adjournment o (9 o o o o o ~ CITY of ANDOVER PARK AND RECREATION COMMISSION - NOVEMBER 5, 1992 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Jeff Kieffer on November 5, 1992, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Torn Anderson, Mike Auger, Darrell DeLarco, Jim Lindahl, Roger Paulson David Woods Assistant City Engineer, Todd Haas Public Works, Kevin Starr Others Commissioners absent: Also present: APPROVAL OF MINUTES October 15, 1992: Correct as written. MOTION by Auger, Seconded by Anderson, that the Minutes be approved. Motion carried on a 3-Yes (Kieffer, Auger, Anderson), 3-Present (DeLarco, Lindahl, Paulson), 1-Absent (Woods) vote. 1993 CAPITAL IMPROVEMENTS BUDGET The Commission briefly reviewed the proposed 1993 Capital Improvements Budget, which was taken from the proposed Five-Year Capital Plan. It was noted the development of Kelsey-Round Lake must continue; however, some adjustment will need to be made for the proposed sports complex south of the present City Hall complex. It was agreed that no action would be taken on the budget until the beginning of 1993. KELSEY-ROUND LAKE PARK, CONTINUED Mr. Haas reported he has not been able to obtain a price for exploring the existence of Indian burial grounds in the park, but it appears that any cost would have to be paid for by the City. The work must be done through the State Archaeological Office. The Commission agreed Mr. Haas should pursue the matter. ANDOVER CITY HALL COMPLEX, DISCUSSION Chairperson Kieffer explained the City Council has approved the idea of developing a sports complex on the property south of the City Hall Complex. Mr. Haas reported Mr. 0' Toole was going to talk with the Corps of Engineers about the grading. He will be designing the layout. The grading would not be done until next spring. Once the layout is approved, neighboring residents will be notified of a public hearing on the project. Chairperson Kieffer stated the Andover Athletic Association has been looking at a building in the center with bathroom facilities as well as concessions. They had also talked about soliciting funds from private sources. The Commission discussed sprinkling and lighting of the fields. It was suggested that the irrigation for sprinkling should be installed at the time the fields are developed. If funding is limited, the lines can be put in for the lighting at this time with final lighting to be done when funding is available. No further action was taken on this matter. Mr. Haas will continue to work with Mr. O'Toole and on the site plan. 1992 CAPITAL EXPENDITURES Mr. Haas stated he doesn't have the October report yet. Class 5 has been _ \ put in the parking lot of the Hidden Creek 5th Addition park. Mr. Starr ,-..-J stated all funds from the Capital budget have been spent. All the equipment purchased for the different parks has been installed. No action was taken on this item. CHAIRMAN'S REPORT Commissioner Paulson stated he obtained copies of Adopt-A-Park programs of other cities, and he will provide copies for the Commission. Commissioner Auger reported it appears the Park Grant Program through the State may not have many funds available for new grants. He felt the grant for Kelsey-Round Lake Park is secure, but he will research this further. Mr. Starr stated there will be ten ice rinks this year. The goal is to have them ready for use by the second week in December. Advertisements for ice rink attendants will appear in the Anoka County Shopper in the next week or two. There will be paid attendants at the City Hall, Hawk Ridge, and Crooked Lake sites. MOTION by Anderson, Seconded by Auger, to adjourn. Motion carried on a 6-Yes, I-Absent (Woods) vote.
