Adjournment (9 /\ U o o o o ~ CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING - SEPTEMBER 3, 1992 MINUTES The Re<;Jular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Acting Chairperson Darrell DeLarco on September 3, 1992, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Commissioners. absent: Also present: Tom Anderson, Mike Auger, Jim Lindahl, David Woods Chairperson Jeff Kieffer, Roger Paulson Assistant City Engineer, Todd Haas Public Works, Kevin Starr TIMBER MEADOWS SKETCH PLAN The Commission noted that there is no need for an additional park in the area of the proposed Timber Meadows and that none is called for in the City's Comprehensive Plan. MOTION by Lindahl, Seconded by Woods, to accept cash in lieu of land, and that we get an appraisal on the land for the cash value. Motion carried on a 5-Yes, 2-Absent (Kieffer, Paulson) vote. PHEASANT MEADOWS PARK DEDICATION FEE Kurt Carson. Hokanson Development - proposed using the valuation done for the Good Value developmenti which is $6,400 an areai to determine the cash park dedication fee for Pheasant Meadows. Pheasant Meadows is adjacent to the Good Value development, and the city had that appraised just a few months ago. If the Commission agrees, he will provide the City a check tomorrow. MOTION by Lindahl, Seconded by Anderson, that we accept, the same appraiser's rate as Hidden Creek East 5th for Pheasant Meadows because of the adjacent proximity and the recent time line on that appraisal. Motion carried on a 5-yes, 2-Absent (Kieffer, Paulson) vote. CHAIRMAN'S REPORT The Commission discussed the budget, questioning the exact amount remaining in the budget. Mr. Starr stated that to date the amount paid has been a little under $1,400, though equipment has been ordered. For the next meeting, he will have a summary of what has been spent plus outstanding expenses so the Commission has an accurate figure of remaining funds. o u . Also, a resident has asked about getting the gopher hills down. Mr. Starr stated that ballfield needs to be completely redone. He will check out the problems. The Commission discussed the need for a well in the Hawk Ridge park, again noting the benefit not only to parks but for the Fire Departments of both Andover and Oak Grove. They urged Staff to check into the project further and whether other Departments would be willing to participate. MOTION by Anderson, Seconded by Woods, to adjourn.
