Adjournment o o o o o (}\ CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING - JULY 9, 1992 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Jeff Kieffer on July 9. 1992. 7:05 p.m., at the Andover City Hall. 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Tom Anderson, Mike Auger, Darrell DeLarco, Jim Lindahl, Roger Paulson, David Woods None Assistant City Engineer. Todd Haas Public Works, Kevin Starr Commissioners absent: Also present: RESIDENT FORUM Dawn RuzIcka. 13487 Swallow Street - stated the Hidden Creek East development is almost finished, and the residents would like to see some work done on the park. She knows there is $3,000 set aside for equipment, and they would like to see that started. But they would also like to see the trail to the park finished, preferably with asphalt. Now it is dusty and dirty, but level. She also has a $500 grant from the State for fencing around her yard because she does in-home licensed day care. She asked about fencing along the trail to the park, as she and the neighbors do not want to see their yards trashed by people walking off the trails. The Park Board felt that Class 5 may be able to be put on the trail yet this year, but there is no budget for asphalt. Mr. Starr thought ag lime is available. which would harden to a nice surface for the trail. The Commission agreed to view the site, meeting at the intersection of 135th and Swallow on July 23. MOTION by DeLarco, Seconded by Woods, to table this for now and to meet at the Hidden Creek East park trail at 6:45 prior to the next meeting on July 23, 1992; then put it on the July 23 Agenda for further consideration. Motion carried unanimously. The Commission also stated it is not the standard to fence along trails to the parks. APPROVAL OF MINUTES June 18, 1992: Correct as written. Andove~ Bouleva~d - stated on June 20 he~ 2 1/2-yea~ old daughte~ fell off the slide at Langseth Pa~k, hit he~ head on the conc~ete base and suffe~ed a f~actu~ed skull. She asked that the City pay fo~ any medical bills not cove~ed by thei~ insu~ance plus 1 1/2 days of wages fo~ the time she had to take off wo~k. She also asked that the conc~ete bases fo~ the pa~k equipment be ~eplaced immediately. The Commission suggested she file a claim with the City fo~ the expenses incu~~ed. M~. Sta~~ stated he would have the conc~ete bases cove~ed with sand tomo~~ow. The~e was some discussion on the City's liability whe~e conc~ete is used fo~ pa~k equipment, noting that is commonplace in many of the City's pa~ks. It was suggested that a th~ee-yea~ p~og~am be established to b~ing the pa~ks up to code and that this item be discussed with the City Council. M~. Sta~~ was asked to p~ovide the names and numbe~ of pa~ks that must be b~ought up to date p~io~ to the next meeting. ~ AGENDA OF JOINT MEETING WITH CITY COUNCIL / The Commission ag~eed to the agenda as p~esented of items to be discussed at a Joint meeting with the City Council, and asked that the item of substanda~d pa~k facilities be added as noted in the p~evious agenda item. REVISED SITE PLAN - KELSEY-ROUND LAKE PARK M~. Haas explained the plan eliminates the lot with the pond and the "exception" lot which the City does not own. The t~ail system has been modified to exclude those two pa~cels: othe~wise nothing else was changed. The Commission gave ve~bal app~oval of the site plan as p~esented. CHAIRMAN'S REPORT M~. Sta~~ ~epo~ted they have t~ansplanted mo~e than 60 t~ees f~om the Pinewood Estates p~ope~ty. They will continue to t~ansplant t~ees to City pa~ks as long as they can until the g~ading is begun fo~ the plat. Commissione~ Paulson suggested that M~. Sta~~ be autho~ized to Join the Minnesota Pa~k Supe~viso~s Association. It has a membe~ship fee ,) of $15 pe~ yea~, but p~ovldes access to a lot of equipment and info~mation. It would be a g~eat benefit to the City. The Commission ag~eed. '. Meeting adJou~ned at 7:51 p.m. The next meeting will fi~st meet at 135th and Swallow to inspect the Hidden C~eek East pa~k at 6:45 on July 23, 1992.
