PARK AND RECREATION COMMISSION MEETING - JUNE 4, 1992
MINUTES
The Regular BI-Monthly MeetIng of the Andover Park and Recreation
CommIssIon was cal led to order by ChaIrperson Jeff KIeffer on June 4,
1992,7:38 p.m., at the Andover CIty Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.

APPROVAL OF MINUTES
May 21, 1992 - Correct as written.
MOTION by Lindahl, Seconded by Anderson, to approve the May 21
Minutes as written. MotIon carried on a 6-Yes, 1-Absent (Auger) vote.
PHEASANT MEADOWS PRELIMINARY PLAT
Mr. Haas recal led several years ago when a sketch was brought In for
this entire area that the Park and Recreation Commission was
consIdering cash In lIeu of land. There was some dIscussIon on a
possible tot lot to be located In the vIcInity of Lots 7 and 8, whIch
Is south of this plat.
The Commission noted there is a park in Hidden Creek East whIch Is not
far from this plat, so they did not feel parkland is needed from
Pheasant Meadows. They were inclined, however, to want parkland
somewhere between Jay Street and Hidden Creek East which will be
considered when the property to the south of this is developed.
MOTION by Anderson, Seconded by Paulson, to recommend cash in lieu
of land for Pheasant Meadows plat for park dedication. Motion
carried on a 6-Yes, 1-Absent (Auger) vote.
PHEASANT GLEN SKETCH PLAN
The Commission agreed this area is similiar to that in the previous
item and recommended cash in lieu of land for park dedicatIon. They
also felt the property should be appraised to determine the current
market value.

KOB'S FIRST ADDITION PARK DEDICATION PROPOSAL
The Park Commission acknowledged the proposal from Kenneth Kobs for a
market value of $2,500 per acre but felt it is not in line with what
has been appraised recently. They felt the property should be
appraised.
MOTION by Woods, Seconded by Lindahl, that we decline the offer from
Kob's First Addition, as the Commission is trying to follow the City's
pOlicy of having an appraisal done within six months. Motion carried
on a 6-Yes, i-Absent (Auger) vote.
PLEASANT OAKS PARK SITE PLAN DISCUSSION
The Park and Recreation Commission met at the park site prior to the
meeting this evening. Mr. Starr stated he would lIke to keep a buffer
of trees at the property lines of the residents and start the slope as
far from the residents as possible. Some of the trees have died or
are dying and will have to be removed. He will plant some evergreens
taken from the Pinewood Estates plat.

The Commission was concerned with taking down the oak trees that are
diseased at this time, as It Is during the period In which oaks should
not be disturbed to prevent further spread of oak wilt. Mr. Haas
stated the contractor will not walt until the July 15 date to remove
those trees. Mr. Starr was comfortable with having the work done now
since the trees and stumps wil I be removed immediately so nothing will
remain exposed. He will also have the park seeded once the grading Is
completed, including the Infield of the ballfield. Mr. Haas stated
Class V will be put on the parking lot.
The Commission discussed the layout of the ballfield. Mr. Haas
explained home plate was placed so it Is easily accessIble to the
parking lot. Because It is expected to be a smal I fIeld and probably
not be used for youth leagues except for under 10 practice fields, the
Commission felt the layout is workable. They also discussed the
possibility of a trail system to Round Lake. There are no plans at
this time, though it is something they may wish to consIder in the
future. Mr. Starr also stated that all equIpment removed from the
park for the grading will be replaced when the grading and seeding is
completed.
PINEWOOD ESTATES - PINE TREE REMOVAL
ChaIrperson KIeffer noted the CIty wIll have access to the pIne trees
'./ from roadway easements in Pinewood Estates from approximately June 20
to July 15. Mr. Starr stated he will determine where In the City the
trees should be planted, especIally In the high-use parks.

Because it is the worst tIme of year to transplant trees, he stated it
is important to work with some of the residents to help keep the trees
watered. He hoped to borrow or rent a tree spade for three weeks and
constantly move trees. The CommissIon specifIcally mentioned the
desire for trees in the HIdden Creek West park on Bunker Lake
Boulevard.
Discussion was on acqulrlng the use of a tree spade. Mr. Starr and
Commission Paulson wIll follow up on possible sources. Mr. Starr will
also check on the price of renting one. The CommissIon felt this can
be finalized at the June 18, 1992, regular meeting.
ADOPT-A-PARK PROGRAM DISCUSSION
Chairperson Kieffer stated several groups and neighborhoods have
IndIcated a desire to "Adopt A Park", that Is be responsIble for the
cleanIng and monitoring of a park in the City. He felt the CIty needs
to formalize the program, contracting wIth the groups and providing
guidelines of what is expected. The Commission suggested the county
/ be contacted as to their procedure and requirements for their "Adopt A
Highway" program. They also agreed to discuss thIs item further with
the City Council at a special meeting.
CHAIRMAN'S REPORT
Because of the Fourth of July holiday, it was agreed the July 2, 1992,
regular meeting will be cancelled. The July meetings for the Park and
Recreation Commission will be on July 9 and July 23. They also
recommended a joint meeting with the City Council be scheduled for
either July 9, July 23, or July 30.
Chairperson Kieffer received a call from a resident concerning the
Bunker Hills West park. There is a nice ballfield back there, but the
parking lot is too small. Discussion was on possible ways to increase
the size of the parking lot. It was determined that at this point,
there is nothing that can be done. One possibility would be to
negotiate for some additional land from the commercial property to the
west. No specific direction was given at this time.

Chairperson Kieffer stated he received another call from a resident in
Northwoods about a safety hazard by the pond. There Is a slope to the
pond, and apparently a child slipped into the pond during a softball
game recently. Mr. Starr stated for now they will put up some snow
fence around that area. He suggested the Commission budget to have a
cyclone fence put up permanently.

Chairperson Kieffer stated another resident called regarding broken
play equipment in Wild Iris park, plus there is broken glass around
it. They would also like to see a trash can in that park. Mr. Starr
stated he will take care of those items.
The Commission briefly discussed their concern over the appraisals
received and the fact that just one appraiser is being used to
determine market values in the City. Mr. Haas stated only one
appraiser is being used upon the advice of the City Attorney. It was
agreed this item should be discussed further with the City Council.
MOTION by Paulson, Seconded by Woods, to adjourn. Motion carried on
a 6-Yes, i-Absent (Auger) vote.
