PARK AND RECREATION COMMISSION MEETING - MAY 21, 1992
MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation
Commission was called to order by Chairperson Jeff Kieffer on May 21,
1992, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.
Commissioners present:
Tom Anderson (arrived at 7:35 p.m.), Mike
Auger. Darrell DeLarco, JIm Lindahl. Roger
Paulson. David Woods

Commissioners absent:
APPROVAL OF MINUTES
May 7, 1992: Page 1, last paragraph, third line to read: "...they
will regrade the park, remove the dead trees and replace the
salvaged top soil..."
MOTION by DeLarco, Seconded by Woods, to approve the Minutes as
amended. Motion carried on a 5-Yes, 1-Present (Paulson), 1-Absent
(Anderson) vote.
PINEWOOD ESTATES PARK DEDICATION
Chuck Cook, Continental Development, explained the plat is proposed to
be developed in three phases beginning with the most northern portion
adjacent to the Andover School.
(Commissioner Anderson arrived at this time, 7:35 p.m.)
Because of the park in Lund's Evergreen Estates, the school
facilities, the potential of a sports complex immediately northwest of
this area, plus the City Hall park complex, the Commission preferred
park dedication in cash in lieu of land. There was some discussion on
whether or not a tot lot is needed on the southern end of the plat;
however, it was decided it is not necessary.
Mr. Cook explained he met with the school district regarding accesses
to the school from within the plat. as all of the elementary school
aged children within the area will be walkers. He had proposed two
locations, but the school district asked for one in the location shown
to be able to direct the flow of students. It is a 15-foot access to
the school property.

(Pinewood Estates Park Dedication, Continued)
Chairperson Kieffer asked for a motion to accept cash in lieu of land
for the Pinewood Estates park dedication.
MOTION by DeLarco, Seconded by Woods, to so move. DISCUSSION: The
Commission explained they have been requiring an appraisal to be done
to determine the market value of the property before it is developed
on which the park dedication is based. The issue is whether the park
dedication is received as the phases develop or up front for the
entire plat at once. If the phased development is longer than six
months, the policy is to have the property re-appraised.
Mr. Cook understood the appraisal Just done for Winslow Hills 2nd
Addition valued the land at $3,900 an acre. He would be uncomfortable
with a similiar value, feeling the Winslow Hills property is superior
to his. He/d prefer having the entire parcel appraised at this time.
If the amount is something he can manage, he/d like to pay for all the
park dedication up front. If it is more than he can handle, he
anticipated doing it in phases; and if It is beyond the six months, it
would have to be reappraised. The Commission preferred the park
,/ dedication up front and suggested Mr. Cook work with Todd Haas, the
Assistant City Engineer, regarding the list of appraisers.
Motion carried unanimously.
Mr. Cook then stated he takes control of the property as soon as the
preliminary plat is approved. In the first phase, he will have
excavating equipment to clear the right of way plus the sewer trunk
easement. There will be only a short time available if the City is
interested in removing any of the trees in the right of way. He will
make those trees available to the City. The time period wil I be from
about June 20 to July 10. The Commission was very interested, stating
they will forward the information to Public Works, who will work
directly with Mr. Cook.
PLEASANT OAKS PARK SITE PLAN
The Park Commission reviewed the site plan presented by Staff of the
Pleasant Oaks park. There was some confusion as to why the ball field
was placed in that direction, speculating it may be because of the
location of the parking lot to home plate. The concern was it being so
close to the road. They felt they would have to look at fencing the
outfield so the bal Is don/t roll into the street. It is expected this
will be a high traffic volume street. A suggestion was to place signs
at the corner indicating there is a park or children in the area.

The Commission then agreed to meet on site prior to the next meeting
to see what is out there, assuming most of the grading will be done by
then. That meeting on site will be on Thursday, June 4, 1992, 7:00
p.m., and thIs Item was tabled to that meetIng.
KELSEY-ROUND LAKE PARK GRANT APPLICATION
Chairperson KIeffer reported on the recommendatIon from the State
grant representatIves. They are no longer requIring the parkIng lot
off 149th or 151st, and wIll accept parking wIthin the cul-de-sacs at
each one of the entrances to the park wIth the condItIons that
handicapped parkIng be IndIcated withIn the cul-de-sacs, that parkIng
wil I be allowed in all cul-de-sac entrances, and that the maps
indIcate the parking facIlItIes avaIlable at each entrance to the
park. There are six accesses to the park, including the main parking
lot to the north. The CIty CouncIl approved the grant at their May
19, 1992, meeting.

Commissioner LIndahl suggested the CIty check Into the requIrements
regardIng the accesses for the handicapped. Does the City need to
have accesses and trails available for wheelchairs at each one of the
accesses? What Is the requIrement for wheelchaIr accessibilIty on the
trails? Are handraIls necessary? There Is a difference between
handicapped parkIng and wheelchaIr accesses. It may be necessary to
sign where wheelchaIr accesses are located, though handIcapped
accessIbIlIty will be at all entrances. CommIssIoner LIndahl
suggested the City get defInIte answers to these questions, as It can
affect the design of the traIls and the cost.
ChaIrperson KIeffer stated the CIty has agreed to the handicapped
parking at all accesses. He will check with the Staff and the State
for a clarIfIcatIon on wheelchaIr accesses and the other poInts
brought up by Commissioner LIndahl.
Chairperson Kieffer stated he will also check with the City Finance
Director regarding the account to be set up for the development of
Kelsey-Round Lake park, as It Is important that all dollars spent by
the City on this project be accounted for. He also noted that the
site plan is being redrawn to exclude the beaver pond and other areas
that will not be a part of the park. No further action was taken by
the CommissIon.
CHAIRMAN'S REPORT

Chairperson Kieffer reported the River RaIders 4-H Club has asked to
adopt the Strootman park, to clean it up, police It, and plant trees.

Because they do not have access to trees for plantIng, they have asked
If the City has any which they could plant on June 8. He will check
wIth Staff on that last point. Chairperson KIeffer was concerned
that the CommIssIon does not have a formal policy, procedures,
guidelInes and responsibilIties for the "Adopt A Park" program. There
should be a written agreement for one or two years, promotion done in
the Andover Express and Anoka UnIon, plus signIng in each park as to
who "adopted" it.
It was agreed to add that item to the June 4, 1992, agenda.
Commissioner Lindahl suggested the CommIssIon look at the possibility
of acquIrIng seedling trees from the County Soil and Water
Conservation DIstrict next spring which can be given to the various
groups to plant in the parks.

The Commission discussed the policy of having an appraisal done of
property to be platted to determine the value on which cash park
dedicatIon is based. There was some concern of having the same
appraiser do all of the appraisals, and it was suggested Staff eIther
use the names on the lIst randomly or on a rotatIng basIs. Another
thought was to have appraisals done by two different appraisers on the
same parcel to be sure all are doing It the same way. Chairperson
Kieffer stated he will emphasIze that point with Mr. Haas.
MOTION by Auger, Seconded by Paulson, to adjourn. Motion carrIed
unanimously.
Meeting adjourned at 8:37 p.m. Next meetIng on June 4, 1992, 7:00
p.m. at Pleasant Oaks Park, 7:30 at City Hall.
