MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation
Commission was called to order by Chairperson Jeff Kieffer on May 7,
1992, 7:35 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.

Stan Carlson. Diversified Fiberalass. Inc. - has been making
playground equipment for Hennepin County parks that has a nature
theme. Examples are a dragon fly as a teeter-totter and the eyes such
that the children can look through the spheres much as the dragon fly
does and a hollow tree with actual size woodpecker nesting holes and
other amenities of a decayed elm tree with some of the bark removed.
They are bUilding an outdoor classroom where schools can bring the
children to learn about the different things in nature. Chairperson
Kieffer thought it might be something worth looking into for
Kelsey-Round Lake Park.
Mr. Carlson envisioned toadstools and other Items along the trails for
people to sit on in the Kelsey-Round Lake Park. The equipment is fire
retardant. Costs will vary, noting his price of $700 for the flower
he constructed. The Commissioners viewed some of his equipment after
the meeting.
PLEASANT OAKS PARK INFORMATIONAL MEETING
Bob Fox - stated he told the others in the neighborhood about this
meeting, but he is the only one present. He was hoping to see some
plans for the park to see what the City has in mind for its
development. He wanted to know how many trees would be removed, not
wanting any more taken out than is necessary; and he preferred a
smaller parking lot and using the road for parking.
Mr. Haas stated he did not have time to do any plans, but the
contractor in the development to the west has bid a cost of $6,550 to
grade the park and remove the top soil. The contractor is willing to
reduce the bid by $500 if he is allowed to take off the trees for the
wood and dispose of the stumps. The ordinance does not allow the
parking to be on the streets.

pa~king lot, p~obably 10 pa~king stalls, with Class 5 su~facing and
timbe~s a~ound it. The intent is to const~uct a ball field fo~
neighbo~hood use; howeve~, with the p~essu~es fo~ additional ball
fields, it is p~obable that the field would be used fo~ youth ball
leagues. M~. Fox asked that a ho~seshoe pIt be const~ucted. The
CommIssIon felt that was an excellent Idea. M~. Haas also explaIned
the g~adlng wIll be g~adual f~om the fences, whIch a~e on the p~ope~ty
lIne. He also suggested plantIng pIne t~ees along the fences and
between the fence and the pa~klng lot.
The CommIssIon noted the cost Is app~oxlmately $1,000 ove~ what was
budgeted fo~ the g~adlng. The budget was fo~ $5,000 to be taken f~om
pa~k dedIcatIon funds. M~. Haas also noted that addItIonal dedIcatIon
funds wIll be ~ecelved f~om The Meadows of Round Lake plat. PublIc
Wo~ks pe~sonnel wIll have to move the existIng equipment befo~e it is
g~aded.

M~. Fox asked about the maIntenance of the pa~k once It is developed.
ChaI~pe~son Kleffe~ stated it will be Included in the ~egula~ pa~k
maintenance schedule. Once it Is g~aded, the CIty has an ObligatIon
to mal ntai nIt.
It was ag~eed that once It Is g~aded, M~. Haas wIll do a ~ough sketch
fo~ the placement of the t~ees, ballfield, pa~king lot, and playg~ound
equIpment, then Invite the neIghbo~hood back In to see the p~oposal.

Agg~egate, Inc., ~eg~ade Pleasant Oaks Pa~k at a cost not to exceed
$6,000, wIth the addItIonal $1,000 ove~ the budgeted amount to come
out of pa~k dedIcatIon. MotIon ca~~Ied on a 5-Yes, 2-Absent (LIndahl,

ANOKA FOOTBALL BOOSTERS CLEANUP DAY
ChaI~pe~son Kieffe~ ~emlnded the CommIssIon of the Anoka Football
Booste~s Cleanup Day on Satu~day, May 9, to clean up the Kelsey-Round
Lake Pa~k. Seve~al Commlsslone~s we~e unable to attend o~ could
attend only the ea~ly mo~nlng. The~e was a conce~n of not beIng able
to t~anspo~t the 21 kIds to the pa~k and then back agaIn.
It was ag~eed to coo~dlnate the detaIls afte~ the meetIng. The
CommIssIon also noted that KevIn Sta~~ had ag~eed to p~ovlde a
dumpste~ In the pa~k fo~ the t~ash and deb~Is. No fu~the~ actIon was
taken by the CommIssIon.

DAN CHRISTENSEN SKETCH PLAN
M~. Haas explained the Comp~ehensive Plan does not call fo~ a pa~k in
the a~ea of the p~oposed plat, that being C~osstown Bouleva~d and
170th Avenue.
Dan Ch~istensen - stated the~e is wate~ in Lake Leman, but it is
shallow with about 150 feet of weeds befo~e the open wate~. The plat
is about 30 ac~es. Lot 6 is a small lot now, but it was 2.5 ac~es
befo~e the county widened C~osstown Bouleva~d a few yea~s ago. He
noted the~e is a very nice park near by in Pinger's AddItion in Ham
Lake.
The Commission agreed to take cash in lieu of land for park
dedication, which would be 10 percent of the raw market value of the
land. It was agreed an appraIsal should be done on the property, the
cost of which is deducted from the 10 percent dedication.

CHAIRMAN'S REPORT
KELSEY-ROUND LAKE PARK DEVELOPMENT - Chai~person Kieffer reviewed the
CouncIl actIon at thei~ May 5 meeting in which the motion to accept
the grant with a parking lot at the end of 149th was defeated. There
was no motIon to decline the g~ant or to desIgnate the parking lot at
the end of 151st. He repo~ted he, the Mayor and Staff wIll be meeting
with State representatives tomor~ow on the enti~e matter. Mr. Haas
noted six access to the pa~k, including the main parkIng lot, will
exist.
Commissioners DeLarco and Anderson expressed their opinion that the
City Council did not suppo~t the Commission at the May 5 meeting. As
a g~oUp the Commission spent a fair amount of time researching the
matter and made a recommendation. They felt they we~e attacked, and
the ChaI~person personally attacked for things that were not true, and
we~e disappoInted in the handling of the matte~ by the CouncIl.

Chai~pe~son KIeffe~ also stated he wished to look furthe~ into the
false accusations made agaInst the CommIssion and himself personally
at that May 5 meeting. He felt there was a breakdown of communicatIon
between the Pa~k CommissIon and the CIty Council, whIch needs to be

add~essed. Once the Council knew of thei~ ~ecommendation, he felt
the~e should not have been any su~p~ises f~om the CouncIl and
questions should have been add~essed p~Io~ to the pUblic hea~ing. He
also exp~essed disappointment that the Council did not stop the false
accusations made against him and the Commission.
Chai~pe~son Kieffe~ suggested that at theI~ next meeting, the
Commission ~equest a Joint meeting with the CIty Council ~ega~ding
thIs issue, the development of the a~ea immediately south of the City
Hall, plus othe~ Issues.
BUDGET - The CommIssion noted the May 6, 1992, memo f~om the City/s
Finance Di~ecto~, Howa~d Koolick. The question was asked why the
change to be made to the budget if the g~ant funds a~e not accepted
fo~ Kelsey-Round Lake Pa~k cannot be done withIn a few weeks ~athe~
than a few months. Chai~pe~son Kieffe~ stated much will depend on the
~esults of the meeting tomo~~ow wIth the State ~ep~esentatives. He
will also talk with M~. Koolick about having an updated Pa~k Budget
eve~y second meeting of the month.
) BALL FIELDS - WIth the g~eat demand fo~ ball fields, the CommIssion
) felt the athletic associations will need to look at p~acticing and
plaYing on F~iday nights and Satu~days to mo~e fully utilize existing
fields.
