Chairman's Report Adjournment r NOTE: 7:00 PM MEET AT PLEASANT OAKS PARK @ o o o o o fA CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING - APRIL 16. 1992 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Jeff Kieffer on April 16, 1992,7:40 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW. Andover, Minnesota. Commissioners present: Tom Anderson. Darrell DeLarco, Roger Paulson, David Woods Mike Auger, Jim Lindahl Acting City Engineer, Todd Haas Public Works Superintendent, Frank Stone Public Works/Parks, Kevin Starr Others Commissioners absent: Also present: RESIDENT FORUM/PINE HILLS PARK TREE PROGRAM PRESENTATION Jim Sllrlla. Anoka Countv Tree Board - stated the Tree Board has 7,000 seedIngs available for varIous groups to plant around the county. He lIves near the PIne HIlls park In Andover and drew up a sketch of where 150 trees could be planted In that park. The Tree Board would like communIty Involvement, and he was sure he would be able to get some of the neIghbors to help plant those seedlings. The Commission expressed appreciatIon for the effort and verbally agreed to the proposal. Mr. Stone stated they wIll stake the corners of the park to be sure all seedlIngs are planted withIn the boundaries of the park. There was a brief discussIon wIth Mr. Slirlla on the Commission's desire to promote the "Adopt A Park" program. A coordinator Is needed for the park to communIcate with the City. Mr. Slirlla agreed wIth the program and will talk with his neighbors. He also stated he would be available to draft landscaping proposals for tree plantlngs In other parks. APPROVAL OF MINUTES April 2, 1992 - Page 3, fourth paragraph, reference field time for Federal/Hoffman, change to read "3:45 to 6:15" for Field 4 Page 6, Kelsey-Round Lake Parking lot, last sentence to read "They want the CIty to have a parkIng lot," (contInue as written) MOTION by Anderson, Seconded by Paulson, to move the adoption of the April 2, 1992, Minutes with the changes. Motion carried on a 4-Yes (Anderson, DeLarco. KIeffer. Paulson), I-Present (Woods), 2-Absent (Auger, Lindahl) vote. / \ '-.-J 'J \ j Andover Park and Recreation Commission Meeting Minutes - April 16, 1992 Page 2 CEDAR HILLS 2ND ADDITION PARK DEDICATION PROPOSAL Bvron Westlund. Woodland Development Company - stated he made a mistake when presenting the preliminary plat of Cedar Hills 2nd Addition. He didn't really know the value of the property and agreed to $3,800 per acre based on what Staff said was comparable to other values. One week after that meeting he had an appraisal done on the property for a different reason, and it came back at $2,800 per acre. The appraisal was done by Malcom Allen, Allen Company in Anoka. Though he recognized he made a commitment to the Commission, he asked that they reconsider the cost per acre in light of the results of that appraisal. The Park and Recreation Commission determined the difference in land value amounts to about a $4,000 difference in park dedication fees. Also, the Allen Company is not on the City's list of appraisers which have been approved to do appraisals for the Commission. Mr. Westlund stated the appraisal was done by comparison of sales within the last six months of different parcels within the City of Andover. :J After some discussion, the Commission agreed Mr. Westlund should pay park dedication fees based on fair market value. Based on the ordinance and to be consistent with al I developers, it was felt the best solution would be to have another appraisal done by one of the appraisers from the City's list. The fee for that appraisal would be deducated from the park dedication fee. Mr. Westlund agreed. MOTION by DeLarco, Seconded by Woods, that for the Cedar Hills 2nd Addition park dedication fees, to do an appraisal to determine the market value of the land and an appraiser to be taken off the City's approved list. Motion carried on a 5-Yes, 2-Absent (Auger, Lindahl) vote. CROOKED LAKE MILFOIL - CROOKED LAKE PARK Commissioner Paulson gave a brief explanation of the proposal to kill the Eurasian Milfoil in Crooked Lake. The DNR will administer the program. which will kil I all the weeds in the lake. They also expect to have to continue with maintenance as milfoil shows up in the future. \ / Staff explained that because of the City-owned boat landing on the lake, the City Council has agreed the City will contribute $2.000 toward that cleanup; and they have asked the Park and Recreation Commission to make a recommendation as to where those funds will come from. The reason the Commission was not involved in making the decision for that contribution was the time factor. as the DNR hopes to do the project in April. , ) 'J , Andove. Commissione. Paulson stated he Is on the Lake CommissIon and wIll keep the Park and RecreatIon CommIssIon informed of theIr activities. MOTION by Ande.son, Seconded by Paulson, that we agree to donate $2.000 out of the Park Budget funds to help clean up the milfoil problem on C.ooked Lake. Motion ca.rIed on a 5-Yes, 2-Absent (Auger, Lindahl) vote. APPROVE 1992 CAPITAL IMPROVEMENTS " The Commission viewed the Pleasant Oaks park prior to this evening's meeting. It was felt it would be possible to put in a small ball field which would be strictly for the use of the neighborhood. The size of the field will depend on how many trees the neighbors want removed. Staff estimated the grading and seeding would be about $6.000, though they will wo.k with the developer to see what he is willing to do. Because the City will be receiving some park dedication funds from the adjoining development, it was agreed that $5,000 of park dedication funds should be used in this park to lower the hill, put in top soil and level the parking lot. Mr. Stone stated the playground equipment could come out of park maintenance. Chairperson Kieffer suggested the residents be invited to the next meeting to find out what they would like done with the park. , ./ The Commission then discussed the needs and requests befo.e them. noting there is approximately $11,000 in the Capital Improvement Budget for 1992. The following was agreed to: $5,000 from Park DedicatIon Funds for the Pleasant Oaks Park " ,~ Capital Improvement Funds: $2,000 - Crooked Lake Milfoil cleanup $3,000 - Meadowwood Estates South for equipment $3.000 - Hidden Creek East for equipment $ 350 - Hawkridge Pa.k for a light. A sign posting park hours to be done by Public Works. $ 650 - Oak Bluff for under 10-year-olds' soccer goals. $1,000 - Strootman's for Class 5 on the parking lot. $1,000 - City Hall Pa.k for Class 5 on the parking lot off Hanson Boulevard. u u \ ,,J Andover Park and Recreation Commission Meeting Minutes - April 16, 1992 Page 4 (Approve 1992 Capital Improvements, Continued) Mr. Stone stated Federal/Hoffman has paid $800 for the use of the ball fields this summer, and that money has been used to purchase ten sets of bases. He has also asked for bids to pave the recycling parking lot. He hopes to be able to pave it and put a fence around it. MOTION by Paulson, Seconded by Improvements budget as stated. DeLarco, to approve the 1992 Capital Motion carried on a 5-Yes, 2-Absent REVIEW ERHART/RAETZ SKETCH PLAN Mr. Haas asked that this item be dropped from the Agenda as the developer is not prepared to proceed. The Commission agreed. CHAIRMAN'S REPORT :) SOFTBALL FIELD REQUEST - Commissioner DeLarco reported that a Junior high girls fast pitch softball association has Just been formed in conjunction with Anoka Senior High School, and they have asked to use a field In Andover for 10 home games. It appears the night that would work best for the association is Sunday. He will talk with Mr. Haas about this item. ADDITIONAL BALL FIELDS - The Commission discussed the possibility of developing additional ball fields on the City-owned property located immediately south of the City Hall. It was suggested that a possible source of funding would be from private businesses using the City's fields and fundraising done by the City's youth athletic organizations. Because it has been expressed that Federal/Hoffman may be willing to make a contribution toward a ball field complex, Chairperson Kieffer stated he will contact the firm. It was also suggested that the Commission discuss the possibility of a ball field complex in that location with the City Council. It was also suggested that at some point in the future the Commission should look at charging leagues to use the Andover ball fields. Chairperson Kieffer stated that item should be added to the agenda at a future date. ~) EAGLE SCOUT PROJECT - Chairperson Kieffer stated an Eagle Scout, Matt Audette, 434-3927, has contacted him and is looking for a project to do. Mr. Starr stated he has a list of projects and will contact Matt Audette about a project. '\ \) " ) \ Andover Park and Recreation Commission Meeting Minutes - April 16. 1992 Page 5 / (Chairman's Report, Continued) BOY SCOUTS CITY HALL PROJECT - Chairperson Kieffer reminded the Commission that about 60 boys wil I be cleaning up the City Hal I park complex on May 7 and on August 22. ADOPT A PARK - Chairperson Kieffer recommended some signs be made up when organizations, neighborhoods or individuals agree to Adopt A Park. He also recommended that the concept be proposed to the residents in Meadowwood and Pleasant Oaks. since they have expressed an Interest in those parks. Mr. Stone stated he can have signs made up through the county which are slmiliar to those used for Adopt A Highway. PARK INSPECTION - The Commission agreed to meet at the Timber park prior to the next regular meeting, 7 p.m.. May 7, 1992. is time, they will also look at Cedar Hills park, which is In same vicinity.
