Adjournment o o o ~ CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES FEBRUARY 06, 1992 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:30 p.m. by Chairperson Jeff Kieffer on Thursday, February 06, 1992 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Tom Anderson, Roger Paulson, Jim Lindahl Jeff Kieffer, Mike Auger, Darrell DeLarco, Commissioners Absent: Dave Woods Others Present: Frank Stone, Todd Haas o RESIDENTS FORUM None. APPROVAL OF MINUTES In the first full paragraph on Page 2 of the January 16, 1992 minutes, the second sentence beginning "An amount from one or more certified appraisers. . . " should be changed to An appraised amount from one or more certified appraisers is acceptable. In the section titled, Pinewood Estates Sketch Plan Park Dedication, on Page 2, the last paragraph beginning with "Charles Cook said. . .", omit the word baby in reference to trees. MOTION by DeLarco, seconded by Paulson, to approve the January 16, o 1992 minutes as corrected. Motion passed. u u Andover Park and Recreation Commission 02/06/CJ2 Meeting Minutes, page 2 :~) ANOKA COUNTY SHERIFF'S DEPARTMENT At the January 16, 1992 meeting Chairperson Kieffer had expressed concern regarding motorized vehicles in the parks. He questioned the type of recourse available if the vehicles were reported rather than caught. The commissioners discussed this concern and others regarding the enforcement of parks, snowmobiles etc. with Tom Wells, deputy assigned to Andover, at their February 06, 1992 meeting. Chairperson Kieffer contends that the Round Lake area is abused by snowmobiles and 4-wheelers. Seedlings are being damaged by snowmobiles. Pleasant Oaks has similar problems. Chairperson Kieffer inquired whether a "park patrol" would be effective in these areas. :~ The commission agreed to delete the words, excessive use of alcoholic beverages or, in Section 2, 2.2 of Ordinance 47. Consumption or possession of alcoholic beverages is defined explicitly in the second paragraph of that section (which in turn refers to Section 2.3A). Mr. Haas will put this change on the City Council agenda as a non-discussion item. CHAIRMAN'S REPORT Chairperson Kieffer gave an up-date on park dedication for the Weybridge development as discussed at the City Council meeting on February 04, 1992. The park board had expressed a concern about a large tract of land (such as Weybridge) that had been dedicated and then sold off in smaller portions, feeling that they were not getting their fair share of dedication. The city attorney examined the situation and advised that, in the future, there should be a signed contract stating the park fees, thus eliminating debate over what they should be. ~J The next meeting of the Park and Recreation Commission is scheduled for the first Thursday in March, March 05, 1992.
