Adjournment o o o C}\ CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES JANUARY 16,1992 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:34 p.m. by Chairperson Jeff Kieffer on Thursday, January 16, 1992 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Tom Anderson, David Woods, Jeff Kieffer, Mike Auger, Darrell DeLarco, Commissioners Absent: Roger Paulson, Jim Lindahl Others Present: Frank Stone, Kevin Starr o RESIDENTS FORUM None. APPROVAL OF MINUTES Chairperson Kieffer decided to postpone approval of minutes until other business matters were discussed. HOLMBERG ADDITION PRELIMINARY PLAT PARK DEDICATION Chairperson Kieffer reviewed past action on park dedication for the Holmberg Addition located in Section 12-32-24. When Mr. Holmberg met with the Commission at the October 17, 1991 meeting, the Commission was recommending cash in lieu of land. The proposed Comp Plan amendment ,::) suggested a community park in the area of Ward Lake. The Commission does not change its original recommendation. The Commission informed Mr. Holmberg about their park dedication policy: the amount is based on 10% of the raw undeveloped land or an equivalent amount in cash. An amount from one or more certified appraisers is acceptable, according to the commissioners. Mr. Haas will be contacting Mr. Holmberg in regard to dedication. PINEWOOD ESTATES SKETCH PLAN PARK DEDICATION [Dave Woods arrived at 7:40 p.m.] Chairperson Kieffer clarified that the development includes 64 acres with the Hanson Blvd. right-of-way; 6.4 acres is to be dedicated. ) Charles Cook, 12093 Hex St., Coon Rapids, represented Continental Development, Inc. Commissioners DeLarco, Anderson. Wood and Auger agree with Chairperson Kieffer: the Park Board doesn't need dedicated land in this development because of public school and City Hall accessibility. The commission also noted accessibility to the present park from 148th Street. The commissioners and builder representative agree on cash for park dedication. Charles Cook said that the baby trees in this development are available to the Park Board because they will be destroyed in grading. He expects site work to begin in Mayor June. APPROVAL OF MINUTES C) On page 3 (January 02, 1992 minutes) beginning where "Commissioner Anderson formulated the Park Board recommendations . . . in regard to the preliminary plat of Weybridge. . . On Page 1, in the section titled, Weybridge Preliminary Plat Dedication, the beginning of the second paragraph should read, Mr. Todd Haas, assistant city engineer, . . . MOTION by DeLarco, seconded by Anderson, to approve the January 02, 1992 minutes. Motion passed, as corrected. CHAIRMAN'S REPORT ) The Commission and Frank Stone, Public Works, discussed the proposed Weybridge park dedication in reference to their policy of acquiring park land (see minutes of January 02, 199~). The Park Board felt that their funds were being used to' acquire dedicated land for an easement in sewer trunk line development. Mr. Stone expressed that Public Works had proposed this action only because it would benefit both the Park's trail system and Public Works and that it was not their intention to take this property just so they would have an easement for the trunk sewer line. Chairperson Kieffer said that the Park Board did not need two hundred feet (200 ') for the trail system because seventy-five feet (75') was adequate, but that there might be a possibility in designating the area for nature rather than just for the trail system. He concluded that the Park Board misunderstood the proposal of Public Works. The commissioners will be discussing this dedication at a later time with the City Council. Commissioner Anderson reminds Mr. Haas to resume the exploration of the original park dedication with Old Colony Estates of May 19, 1988 and to ask the City Attorney to determine if the original developer or all three current developers are liable for cash dedication. The commissioners also wondered if the grant money had been received. They expect to be notified soon, possibly by the next meeting. Chairperson Kieffer expressed concern regarding motorized vehicles in the '\ parks. A suggestion was made to have a deputy or sheriff discuss this topic with the Park Board and to examine the ordinance.
