Consider Application for Schedule Use of Recreational FacilitieslFoundation Hill Montessori and Childcare Date: May 7, 2009 INTRODUCTION This item is in regard to considering an application for scheduled use of recreational facilities from the Foundation Hill Montessori and Childcare. DISCUSSION. Attached is the application from Foundation Hill Montessori and Childcare. They have requested to use Andover Station North Ball Field facility for the upcoming summer on Friday's starting on June 12th thru August 28th from 9:00 pm to noon. ACTION REQUESTED The Park and Recreation Commission is requested to consider approving the application as requested by Foundation Hill Montessori and Childcare. The goal of the Park and Recreation Commission in scheduling is to allot the limited number o.f recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first-come, first-served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Update of Hawkridge Park/09-18 Date: April 16, 2009 INTRODUCTION This item is in regards to the status of Hawkridge Park. DISCUSSION The City Council at their last meeting of April 21 st did discuss as to what to do with Hawkridge Park hockey rink and free skating. At this point, the hockey rink and free skate area will remain in its current location for upcoming winter season. No decision was made as to what will happen after next winter season if the rink will stay or go away. The City Council has requested staff to meet with the Andover Huskies Youth Hockey Association, the St. Francis Hockey Association and the Chair of the Park Commission to discuss the possibilities of the volunteering their time to open and closing all the warming houses at Prairie Knoll Park, Hawkridge Park, Crooked Lake School and the new City Hall site. This means that there is chance that skating rink attendants will not be used for the upcoming season. Chairman Butler also attended the Council meeting and will update the Commission regarding this. Hartfiel's Park Landscaping Update - Date: May 7, 2009 INTRODUCTION There has been some interest from members of the Commission to improve the appearance of Hartfiel's Park. This park is on the northeast comer of Hanson and Andover Boulevards, so it is very visible. Currently, the park is comprised of tall, non- native weeds and a few species of native wetland shrubs. DISCUSSION The City could go about this in a couple different ways. One option would be to try and create a mesic, lowland prairie. This would involve the planting of native grasses and flowers, However, the characteristics of the site would favor various invasive weeds, such as Canada thistle. Thus, creating the desired prairie could take several years and could become very costly. Another option is to plant trees and shrubs. Staff could knock down the undesirable vegetation and begin to incorporate native trees and shrubs that can tolerate the mesic, organic soils the area possesses, This option would be much less costly and would offer instant results. BUDGET IMPACT There may be a couple different potential grant opportunities the City could pursue to help offset the costs of such a project. One is the DNR Metro Greenways grant. Staff will keep an eye on other potential opportunities that may arise. ACTION REQUESTED No action requested. . City Hall CamDus Hockey Outdoor Hockev Rink -The trees have been cut and stumps are being removed from the site this week and next week. The engineering staff have completed the grading and drainage plan. The necessary permits from the Coon Creek Watershed District and the MPCA have been received. Right now it looks like grading will start Monday, May 11 tth, Note: We have met with Tony Howard, AHYHA President, to see where they are at as far as the purchase of the rinks. To date the rinks have not been purchased. . Hawkridae Park -Item is on the regular agenda. . Rose Park - The Park Commission has agreed to meet with neighborhood informally to discuss the future redevelopment the park that could potentially include a couple hockey rinks and a free skating rink. The staff is looking at scheduling this sometime yet this summer to meet with the neighborhood. . Hidden Creek East Park -Kameron Kytonen, Natural Resource Technician, is working on a plan that he will being presenting to the neighborhood by the end of this week, . Meadow North Park Playa round- New playground equipment will be installed later on this spring or early summer, This is being funded from the Parks Department maintenance budget that they have received for replacement of playground equipment. Discuss Skate Park/OS-OS Date: May 7, 2009 INTRODUCTION This item is in regards to discussing the skate park, DISCUSSION As discussed at the April 2nd meeting, the Commission wanted to discuss this item at a work session to determine where the Commission should go from here with the skate park, Listed below are various options for the construction of the skateboard park that have been explored over the past year, The option that is on the table and has been presented and recommended to the City Council by the previous Park Commission is to build a concrete skate park, which is similar to the skateboard park that was built a couple years ago in the City of Oakdale, The Skate Park Task Force (Commissioners Hupp and Kowalewski) has not met in a while, As you know, until a large donation is made, the project is on hold, The options that are being reconsidered by the Task Force is as follows: Option 1 : Continue to move forward with the recommendation that was made to the City Council to construct a concrete skate park. As you may recall, $200,000 has been identified in the Capital Improvement Plan (CIP) for the year 2010, which is subject to receiving park dedication funds from new development projects. As you know, a concrete skate park is more expensive but it is more durable and does not require as much maintenance, Option 2: Reconsider the concrete park and consider a lesser expensive skate park equipment such as products from American Ramp Company, which are durable but may require a little more maintenance. Keep in mind that their products do have pretty good warranty periods, But the advantage of having portable equipment is that if the skate boarders do get bored with the equipment, it can be replaced with other more desirable pieces of equipment. Option 3: Reconsider the concrete skate park and wait to see if enough donations can be made to construct a concrete pad and place a fence around the pad and relocate the existing equipment that the city currently owns to the new site. As additional funds become available, the city could purchase additional equipment for the park. . Attached are the most current cost estimates for your review, Again Oak Bluff, Andover Lions, Wild Iris and Hills of Bunker Lake West Park could be served with either private well or city water, Fox Meadows and Timber Trails Park can be only served with a private well as they are located in the rural area of the city. The parks that currently have irrigation is as follows: Prairie Knoll Park-private well, Sunshine Park-private well, Andover Station North Ball Field Facility-city water, Shadowbrook East Park-city water, Hidden Creek North Park-city water, City Hall Park Complex #1-city water, and Country Oaks Park-city water, As mentioned to the Park Commission at last month's meeting, the City Council has given direction to the Commission to consider potential parks as candidates to have irrigation to improve the playing surface of some of the fields, Rose Park and Hawkridge Park are not on the list due the possibility that each of them could be reconstructed within the next few years, With the potential that Hawkridge Park being redeveloped, the Commission may want to consider including the park on the list. No cost estimate has been prepared as the City has not approved a layout. Attached is a spreadsheet identifying the estimated costs to irrigate the 6 parks that have been previously selected by the Commission. Listed below is what is currently in the park: . Oak Bluff Park (currently has 1 soccer field - there are no plans at this point to reconstruct the park although the soccer field may be shifted a little further to the east and north from its current location to allow for some more room behind the west soccer goal and the existing parking lot). . Discuss 2010-2014 Parks Capital Improvement Plan DATE: May 7, 2009 INTRODUCTION This item is in regard to begin discussing the 2010-2014 Parks Capital Improvement Plan (CIP). DISCUSSION Well it is that time of the year to begin discussing the 2010-2014 Parks CIP. The CIP development calendar is attached for your review. The target date for draft CIP is June 1 st. Also attached is a projected fund balance sheet that was prepared recently by the Finance Department for your use. The Commission should pay attention to the status of 2009 end of the year balance. As you can see, the ending fund balance is a negative number. The proposed projects listed on the fund balance sheet from 2010- 2014 CIP will need to be either adjusted to another year or eliminated from the 5-year plan. Note: As always, $25,000 has been budgeted every year for miscellaneous items. The. playground equipment that the Public Works Parks Department would like to replace as they are either outdated or do not meet the ADA requirement for 2010 are located in the following parks: . Timber Trails Park . Nordeen's Park Some of the parks that still need access to meet ADA requirements are as follows: . Pleasant Oaks, Hawkridge & Rose Also there are a number of parks that need security lights. At this point 2 parks that have been requested by residents over the last couple years for lighting includes Northwood's East Park and Hills Of Bunker Lake West Park. Public Works has also expressed concern that some of the parks need to be updated to provide decent parking by paving them. A couple of the parks include Prairie Knoll Park and Sunshine Park west parking lot expansion which is currently being graded by Parks Maintenance. BUDGET IMPACT Depending on what you do with the skate park, projects will need to be moved to other years or eliminated from the 5-year plan for now. The Finance Department has indicated to the Public Works Department that the Ending Funding Balance should for each of the 5 years have a minimum positive balance of $50,000.00 or more. ACTION REQUIRED The Park & Recreation Commission is requested to begin discussing the 2010-2014 Parks Capital Improvement Plan. Consider Application for Schedule Use of Recreational Facilities/6A Traveling Basketball Team Date: May 7, 2009 INTRODUCTION This item is in regard to considering an application for scheduled use of recreational facilities from the 6A Traveling Basketball Team. DISCUSSION Attached is the application from 6A Traveling Basketball Team. They have requested to use the basketball court at Sunshine Park for the upcoming summer on Wednesday's starting on June 17th thru August 26th from 10:00 am to noon. At this point no this is the only group that has made a request to use the court the upcoming season. Note: This same group has received approval in the past to use the court from the City. Subsequent requests will be filled on a first-come, first-serv:ed basis if facilities are available.
