Special Planning and zoning Commission/City Council Meeting
July 28, 1992 - Minutes
A special meeting of the Andover Planning and zoning Commission
and City Council was called to order by Planning Commission
Chairperson Bonnie Dehn at 7:00 p.m., Tuesday, July 28, 1992 at
the Andover City Hall, 1685 Crosston Boulevard N.W., Andover, MN.
Commissoners Present: Jonak, Pease, Peek, Apel, Jovanovich,
McMullen (arrived at 7:25)
Councilmembers Present: Perry, Orttel, McKelvey, Jacobson,
Smith
Also Present: Dave Carlberg, City Planner; others
It was noted that the purpose of the meeting was to discuss
Commercial Boulevard and allowing auto recycling/junkyards to
construct buildings. Currently, the yards are excluded uses
which makes them nonconforming uses, which does not allow them to
expand their operations.

Mr. Carlberg noted that the junkyard owners would like to
construct buildings for the purpose of storing such things as oil
and anitfreeze. However, they do not want to reduce the size of
their yards.
Mayor Orttel explained that Commercial Boulevard is being
pursued. It will be going through Andover Auto Parts which is
the only junkyard that it would impact. He stated that our TIF
district was established to enable the city to buyout the
junkyards but they are extremely expensive. The problem for our
city is the outside storage of vehicles.
Councilmember Jacobson stated that his idea was to provide inside
storage and provide only a minimum of outside activity.
Councilmember McKelvey noted that Wilber's Auto wanted to
construct a building for their oil, etc. to keep from
contaminating the ground.
Mr. Carlberg explained that if we are going to allow them to
operate inside, we need to amend the ordinance.
Councilmember McKelvey noted that the owners would like to meet
with the Planning Commission to discuss what they can do to clean
up their operations.
Discussion centered on the number of cars being stored outside
and how quickly they are compacted and removed. Penny DeNucci,
O Anoka Auto wrecking - stated that they remove approximately 500
ton of cars monthly. They remove 12 semi loads with about 16
cars on each load.
Commissioner Apel felt that we could make a guess on how much
space is needed and our goal could be to reduce the area by 50
percent over a period of time.

Mayor art tel questioned whether we would need to buy entire
junkyards or an easement for Commercial Boulevard to be
constructed. He also noted that we should not get into the
direct design of buildings that would be constructed, just so we
know it's a specific use building.
Other Business
Mr. Carlberg explained that G & R Elevator's building will be
14,960 square feet and they are required to have 22 parking
spaces. They would like to have only 8 spaces. They are
planning a 6000 square foot addition and they would make up the
parking at that time. They are in a hurry to get into their
building as they need to move from their present location.
(Commissioner McMullen arrived at this time - 7:25)
Councilmember Jacobson noted that there is a procedure and they
could could through that or Council can give them a 10% variance.
Mayor Orttel suggested that they go through the variance
procedure, noting that they can build their building prior to
that approval.
Mr. Carlberg noted that approval of our Comprehensive plan
is getting closer.
The meeting adjourned at 7:30 P.M.
