MEETING
MINUTES - JANUARY 28, 1992
A Special Joint Meeting of the Andover Planning and Zoning Commission
and Park and Recreation Commission was called to order by Planning
Commission Chairperson Bonnie Dehn on January 28, 1992, 6:50 p.m., at
the Andover City Hall, 1685 Crosstown Boulevard NW, Andover,
Minnesota.

Also present:
Park Board Chairperson Kieffer explained the Staff is interpreting
City ordinance to mean all parking lots in City parks must be paved
since that provision to the ordinance was enacted several years ago.
The Park and Recreation Commission feels City parks should be exempted
from that provision because they are not commercial parking lots. The
usage is seasonal and is not utilized like commercial parking lots.
They also feel that paving parking lots is not the best use of park
dedication fees. Given the already limited park budget, it doesn/t
make sense to spend the money on bituminous for parking lots rather
than in creating parks.
Chairperson Kieffer stated the Park Board should have the authority to
determine when a parking lot within a park needs to be paved. That
would probably be determined on usage and upon the recommendation of
the Public Works Department. Further discussion by Commissioners was
the Park budget has been cut drastically in the last several years.
They would like to see parks exempted from the paving requirements of
the ordinance Just like farm dwellings and storage areas for heavy
construction equipment.
Mr. Haas explained only one or two parks have been paved since the
ordinance was enacted. The plan is to place bituminous in the parking
lot of Kelsey-Round Lake Park in the third year of the program. All
other existing parks have been grandfathered. It was felt by several
that because of the higher use expected of Kelsey-Round Lake Park, the
parking lot should be paved.

After some discussion, the consensus was that reasonableness would
dictate that park funds should be spent on park development. It was
noted In many cities the paving and maintenance of roads and parking
lots in the parks is under the Jurisdiction of the Streets and
Highways Department with the funding coming from the Street budget,
not from Parks. Mr. Carlberg stated within the Urban Service Area
where everything is curbed and paved, the City might want to blacktop
parking lots in parks as well.
It was suggested the ordinance be amended under Section 6, Surfacing,
adding paragraph (d) "City parks shall be exempt from the paving
requirements unless the City Council deems it necessary." The
paragraph can also list the guidelines under which it would be
necessary to pave within a park. It was also suggested the City
Council be approached as to the funding for that paving to come from
the Street Department.
Staff was asked to prepare the proposed amendment to Ordinance No.8,
Section 6, exempting parks from the paving requirements, for a public
hearing to be held by the Planning Commission.
