INTRODUCTION
This item is in regards to considering the improvements that should be made (if
any) in the redevelopment of Hawkridge Park.
DISCUSSION
As mentioned to the Park Commission at the last meeting, the City Council has
given the go ahead to the Andover Huskies Youth Hockey AS$ociation(AHYHA)
for construction of 2 outdoor hockey rinks and a free skating west of the water
treatment plant on property the city owns. As indicated previously to past Park
Commission members, the reason for doing so is because of the location of
Hawkridge Park which is located at the north end of the city and the efforts of
hauling of water to the park from Public Works is not cost effect to do anymore.
Hawkridge Park does not have a well in the area to use to flood the rinks.
Attached is letter of intent and commitment from the North Metro Soccer
Association (NMSA) for your review. Mark Miller of NMSA of has been invited to
the meeting to participate in the discussion or answer any questions the
Commission may have.
Note: The neighborhood has been invited to listen in and participate in the Park
Commission discussion. The city staff will be meeting with the neighborhood prior
to the meeting to try to answer any questions they may have or see if they have a
vision of how the park should be redeveloped.
As a reminder, currently there is one baseball field at the east half of park, which
would be removed to make room for the additional soccer fields. The west and
middle part of the park is where there is a large soccer field and the hockey
rink/free skate areas are located. Permanent storm water ponds will be required
to take care of any drainage from the site.
ACTION REQUESTED
The Park Commission is requested to consider the improvements that should be
made to the park (if any) and consider making a recommendation to the City
Council.

Re: Hawkridge Park/Project 09-18
Dear Owner/Occupant:
You are invited to attend an informal meeting that has been
scheduled for Thursday, April 2, 2009 @ 6 pm at Andover City Hall
to discuss Hawkridge Park. Notifications have been sent to property
owners that live within 1000 feet of the park to discuss the possible
redevelopment. The City is interested in exploring various options
as to how the park would be redeveloped which may include
removing the existing hockey rinks, free skating rinks and the ball
field and constructing a facility that could allow additional fields for
soccer, football and lor lacrosse.
Note: As you know, the City has been maintaining and hauling water
to the park to flood the rinks for many years. Due to higher fuel
costs and the time it takes to haul water to flood the rinks at
Hawkridge Park, the City is considering eliminating the rinks at the
park and building 2 new outdoor hockey rinks and a free skating rink
near City Hall.
The Park and Recreation Commission will be discussing this .later on
that same evening as part of there regular agenda and you are
welcomed to stay and participate.

North Metro Soccer Association Letter of Intent and Commitment
North Metro Soccer Association (NMSA) was established in 1979 with a mission to enable and
support sustainable community youth soccer programming for communities in the Northern
Metropolitan Area of Minneapolis and Saint Paul. NMS has collaborated, and engaged, with the
communities of Andover, Ham Lake, Oak Grove, East Bethel and Saint Francis for the past 30 years
delivering quality community youth soccer programs. NMS has enabled community parks and field,
"Green", space partnering with these communities through new facility/park creations and space
upgrades, irrigation projects, field maintenance donations and taken pride in these partnerships and
spaces enabling the Community Based Youth Soccer Program Opportunities.
The Community Youth Soccer Programming demands continue to grow across the communities
NMS serves, a wonderful challenge to be blessed with. The evolution of additional sports demand
for the same "Green" space supporting community programming in the past 5 years has triggered
NMS to make a focused effort to expand centralized facilities to enable the growing Community
Youth Soccer Programming demand. A recent NMS Planning and Strategy Retreat has confirmed
NMS's desire to pursue the growth of dedicated "Green" space for Community Youth Soccer
Programming while continuing to support and partner with the communities currently being served.
The NMS Community Youth Soccer Programs enable young people from ages 4 and 5 through
young adult and adult programming. NMS is committed to continuing a value proposition for the
club and the communities being served. NMS is initiating several projects in this 30th Anniversary
Year promoting long-term relationships and quality community youth soccer programs and
reputation established through the past 30 years.
NMSis committed to the evolution of the Hawk Ridge Park Facility to become a Youth Soccer
Facility and asks to be the principle party involved with the City of Andover in the planning and
execution of the park's evolution. A value of soccer planned facilities is the universal future use of
the "Green" space should it be determined that Soccer is not the principle use of the new facility.
The vision which NMS has for the evolution of the Hawk Ridge Park Facility evolution is one which
supports Youth Soccer Programming for 4v4, 6v6, and 8v8 (U6 - U12). This includes the existence
of a family oriented park facility with adequate lighting and parking accommodations.

North Metro Soccer Association wishes to engage in planning of the Hawk Ridge Park Facility with
the City of Andover. This has been an opportunity which has been informally discussed with the City
of Andover Public Works resources and NMS for the past four years. NMS views this as a positive
and good step to the future Community Youth Soccer Programs.
NMS wishes to engage with the planning of this park evolution creating a common understanding of
the fiscal requirements for this large project before committing to a final collaboration in kind and
financial commitment.
North Metro Soccer Association is committed to pursuing this facility project in 2009 jointly with the
City of Andover.

Subject: 5: Update of Irrigation of Parks Cost Estimate/09-14, continued

INTRODUCTION
The Park and Recreation Commission tabled this item at the last meeting to
allow the members some time to review the cost estimates.
DISCUSSION
Attached is an updated cost estimates for your review. Again Oak Bluff, Andover
Lions, Wild Iris and Hills of Bunker Lake West Park could be served with either
private well or city water. Fox Meadows and Timber Trails Park can be only
served with a private well as they are located in the rural area of the city.
The parks that currently have irrigation is as follows: Prairie Knoll Park-private
well, Sunshine Park-private wen, Andover Station North Ball Field Facility-city
water, Shadowbrook East Park-city water, Hidden Creek North Park-city water,
City Hall Park Complex #1-city water, and Country Oaks Park-city water. As
mentioned to the Park Commission at last month's meeting, the City Council has
given direction to the Commission to consider potential parks as candidates to
have irrigation to improve the playing surface of some of the fields. Rose Park
and Hawkridge Park are not on the list due the possibility that each of them could
be reconstructed within the next few years. Attached is a spreadsheet identifying
the estimated costs to irrigate the 6 parks that have been selected that have
previously selected by the Commission.
Listed below is what is currently in the park:
. Oak Bluff Park (currently has 1 soccer field - there are no plans at this
point to reconstruct the park although the soccer field may be shifted a
little further to the east and north from its current location to allow for some
more room behind the west soccer goal and the existing parking lot).
. Andover Lions Park (currently has 1 ball field - relatively a newer park -
mid 1990's)
. Wild Iris Park (currently has 1 ball field - the park was reconstructed a few
years ago )
. Hills of Bunker Lake West Park (currently has 1 ball field - no plans at this
point to reconstruct the park)

. Fox Meadows Park (currently being used as a soccer field-the field can be
used as one large field or a 2 smaller fields which has been done in' the
past by the soccer association-lots of space available to do some
improvements to the park)
. Timber Trails Park (currently has 1 ball field and one soccer field - there
are no plans at this point to reconstruct the park)
Note: If you have not been to any of these parks before, it wouldn't hurt for you
to check them out. I also would be. available to give the new or current members
a tour of these parks if you like before the meeting. Anytime in the afternoon
would work. I would need to be back by 5:45 pm to meet with the Hawkridge
Park area residents.
Budoet Impact
Sufficient funds are not available in the 2009 budget or in the park dedication
funds to make any improvements this year.
ACTION REQUESTED
The Park and Recreation Commission is requested to review the cost estimate
and rank the parks in order of highest importance to irrigate to the City Council to
consider.

INTRODUCTION
This item is in regards to discussing the skate park.
DISCUSSION
As discussed at the last meeting, the Commission wanted to discuss as to where
the Commission should go from here, Listed below are various options for the
construction of the skateboard park that have been explored over the past year.
The option that is on the table and has been presented and recommended to the
City Council by the Park Commission is to build a concrete skate park, which is
similar to the skateboard park that was built a couple years ago in the City of
Oakdale.
The Skate Park Task Force (Commissioners Hupp and Kowalewski) has not met
in a while, As you know, until a large donation is made, the project is on hold,
The options that are being reconsidered by the Task Force is as follows:
Option 1: Continue to move forward with the recommendation that was made to
the City Council to construct a concrete skate park. As you may recall, $200,000
has been identified in the Capital Improvement Plan (CIP) for the year 2010,
which is subject to receiving park dedication funds from new development
projects. As you know, a concrete skate park is more expensive but it is more
durable and does not require as much maintenance.
Option 2: Reconsider the concrete park and consider a lesser expensive skate
park equipment such as products from American Ramp Company, which are
durable but may require a little more maintenance. Keep in mind that their
products do have pretty good warranty periods, But the advantage of having
portable equipment is that if the skate boarders do get bored with the equipment,
it can be replaced with other more desirable pieces of equipment.
Option 3: Reconsider the concrete skate park and wait to see enough donations
can be made to construct a concrete pad and place a fence around the pad and
relocate the existing equipment that the city currently owns to the new site. As
additional funds become available, the city could purchase additional equipment
for the park.

Option 4: Have the Park Commission consider recommending a funding
commitment to the City Council so that the public recognizes that the city is
willing to move forward on funding the project.
Option 5: Do nothing. and wait to see if enough park dedication funds are
received to do anything in 2009 or 2010 or beyond.
Attached is possible layout that was worked on by a few of the youth skate
boarders and the Task Force over the past year for your review.

As determined by the Park and Recreation Commission.

COMPLETED PROJECTS-
ON-GOING PROJECTS -
. Develop Site Plans for all existing parks which indicates the facilities available. (On-Going).
. Andover Station North Ball Field Facility (propertv south of the old landfill) - Things are
moving along. The floor tiling is now completed. The bathroom partitions are being installed this
week. It appears that everything should be completed and occupancy will be issued by the end of
the month. Just as a reminder, the grand opening of the ASN ball field facility is scheduled for
Thursday, April 30th at 6pm, Please plan on attending.
. Update of Park Dedication Improvement Fund Quarterly Report - Next report will be on the
agenda for the next meeting.
. Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism - Next report will
be on the next meeting.
. Comprehensive Plan (Park & Open Space Chapter) -The city staff has now responded back to
Metro Council and we are waiting for approval from them. Sounds as though the approval process
will begin next week with the Metropolitan Council.
. City Hall Campus Hockey Outdoor Hockey Rink -The trees have been cut and stumps are being
removed from the site this week and next week. The engineering staff is currently working on a
grading and drainage plan as we speak. The plan stills needs approval by the Coon Creek
Watershed District which will most likely occur at the end of April. We are still looking at grading the
site in early May and site to be graded by the middle to the end of May.
. Hawkridae Park -Item is also on the regular agenda. Remember the staff is meeting with the
neighborhood at 6 pm to answer any questions they may have. Commissioners are more than
welcomed to the neighborhood meeting to listen in.
. Rose Park - The Park Commission has agreed to meet with neighborhood informally to discuss the
future redevelopment the park that could potentially include a couple hockey rinks and a free skating
rink. The staff is looking at scheduling this May to meet with the neighborhood.
. Hidden Creek East Park - The Public Works staff has been approached by a few property owners
about the possibility of providing natural areas and/or tree and shrub plantings within the park. The
staff will be meeting with the property owners adjacent to the park on Thursday, April 16th to discuss
this possibility,
