Consider 2009 SpringlSummer SoftballlBaseball Schedule DATE: March 19, 2009 INTRODUCTION This item is in regard to consider approval of the 2009 spring/summer softball/baseball schedule. DISCUSSION Attached for your review is the proposed 2009 softball/baseball schedule. The City has received applications for use of the fields from the following groups: % of 2008 Democratic Certificate Established Name of Group Participants Procedures & 501C3 of Grievance from Andover Elections (State) Insurance Procedures Andover Athletic 72% Yes* Yes Yes Yes Assoc. (AAA) Andover Baseball 95% Yes* Yes Yes Yes Assoc. (ABA) Note: Copies of the By-laws, the 501C3's, the certificate of insurance and the established grievance procedures of both associations are available from city staff if you would like to review them. Both associations have agreed upon the schedule that is included in your packet. The, schedule includes the Andover Fun Fest and the tournaments that have been already approved for the year. ACTION REQUIRED The Park and Recreation Commission is requested to approve the 2009 softball/baseball schedule. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first-come, first-served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. (NMSA) Andover Area 77% Yes Yes Yes Yes Lacrosse Assoc. (AALA) Note: Copies of the By-Laws, 501C3 Status, Certificate of Insurance and Grievance Procedures for both associations are available from City staff if you would like to review them. As most of you know, lacrosse is now a varsity sport in Anoka-Hennepin School District #11. So now all of the high school aged players in both boys and girl's lacrosse will be practicing and playing games at the Andover High School facilities. For those not familiar with the lacrosse program over the past few years, the high sc~ool aged players were members of the AALA program. In addition, there are a number of youth from AALA last year that will now be participating in other feeder programs to other high school programs for this year, which was helpful in scheduling of fields here in Andover. The proceeds of the special 2.7 assessment must be kept in a dedicated account and used only to pay for such facilities 2.8 allowed in the adopted plan. Local options. If the plan is submitted to the voters, a maiority of those voting must vote in 2.20 the affirmative to adopt the plan. A City would be hard pressed to substantiate why they would be using a "special assessment" to fund a project outside the City corporate limits, but if it is a regional center and the city is guarantee proportionate usage of the facility, there maybe be merit. -The "Authorization" section refers to using special assessment funds to "operate" a facility. The nature of a special assessment is to improve or enhance property not for operations, that's generally what taxes or fees for service are for. -A special assessment is intended to enhance or preserve market value and as such is not viewed as a property tax and not eligible to for a deduction on an individual's income tax return. Overall: Implementation of the proposed legislation does not appear to over onerous and the ongoing accounting of the funds is pretty straightforward. Haas, Assistant Public Works Director Subject: Z: Update of Irrigation of Parks Cost Estimate/O9-14 Date: March 19,2009 INTRODUCTION The Park and Recreation Commission is requested to review the draft cost estimate for the parks chosen by the Commission to be potentially irrigated, Project 09-14. DISCUSSION As mentioned to the Park Commission at last month's meeting, the City Council has given direction to the Commission to consider potential parks as candidates to have irrigation to improve the playing surface of some of the fields. Rose Park and Hawkridge Park are not on the list due the possibility that each of them could be reconstructed within the next few years. Attached is a spreadsheet identifying the estimated costs to irrigate the 6 parks that have been selected. Listed below is what is currently in the park: . Oak Bluff Park (currently has 1 soccer field - there are no plans at this point to reconstruct the park). . Andover Lions Park (currently has 1 ball field - relatively a newer park - mid 1990's) . Wild Iris Park (currently has 1 ball field - the park was reconstructed a few years ago) . Hills of Bunker Lake West Park (currently has 1 ball field - no plans at this point to reconstruct the park) . Fox Meadows Park (currently being used as a soccer field-the field can be used as one large field or a 2 smaller fields which has been done in the past by the soccer associations) . Timber Trails Park (currently has 1 ball field and one soccer field - there are no plans at this point to reconstruct the park) BudQet Impact Sufficient funds are not available in the 2009 budget or in the park dedication funds to make any improvements this year. DISCUSSION Attached for your review is the application that has been submitted by the Minnesota Thunder to use Sunshine Park June 15-19, 2009. Last year the Park Commission did approve waiving the Guideline requirements as part of last year's application. Also they have paid the fee as part of the application since this soccer camp is not associated with any teams or groups from Andover. The fee that the Thunder paid for the use of the fields this year is the same amount that they paid last year in amount of $337.50. If the Minnesota Thunder does receive approval to use the soccer fields, it is again just like last year recommended rotating the 3 fields at Sunshine Park every day to minimize the wear and tear to the fields. They may also have to use the outfields at Sunshine Park if they are doing drills that don't need the soccer field lining. DISCUSSION Included in your packet is a preliminary layout of the proposed rinks and drive lanes/parking lots areas. As most of you now know, the City Council has given the go ahead to the Andover Huskies Youth Hockey Association (AHYHA) for construction of 2 outdoor hockey rinks and a free skating west of the water treatment plant on property the city owns. As indicated previously to past Park Commission members, the reason for doing so is because of the location of Hawkridge Park which is located at the north end of the city and the efforts of hauling of water to the park from Public Works is not cost effect to do anymore. Hawkridge Park does not have a well in the area to use to flood the rinks. AHYHA will be funding most of the improvements. The city will be providing the engineering, surveying, grading and the gravel for the parking lot/driveways for the project and a couple other in-kind services. The hockey rink at Hawkridge Park would be proposed to be removed if the hockey rinks at City Hall were to be moved forward for construction yet this year. The North Metro Soccer Association has expressed interest in helping reconstruct the park as soccer fields. Currently there is a baseball field at the east half of park which be removed to make room for the additional soccer fields. The project and grading may have to be done in phases starting with the east end (possibly yet this year) and finish the west half next year. Update of Skateboard Park/08-08/Commissioners Hupp and Kowalewski Date: March 19, 2009 INTRODUCTION This item is in regards to an update as to the status of the skate park. DISCUSSION Just so the new Park Commissioners are aware, various options for the construction of the skateboard park have been explored over the past year. The option that is on the table and has been presented and recommended to the City Council by the Park Commission is to build a concrete skate park, which is similar to the skateboard park that was built a couple years ago in the City of Oakdale. The Skate Park Task Force (Commissioners Hupp and Kowalewski) has not met in a while and at this point until a large donation is made, the project is on hold. The options that are currently being explored by the Task Force is as follows: Option 1: Continue to move forward with the recommendation that was made to the City Council to construct a concrete skate park. As you may recall, $200,000 has been identified in the Capital Improvement Plan (CIP) for the year 2010, which is subject to receiving park dedication funds from new development projects. As you know, a concrete skate park is more expensive but it is more durable and does not require as much maintenance. Option 2: Reconsider the concrete park and consider a lesser expensive skate park equipment such as products from American Ramp Company, which are durable but may require a little more maintenance. Keep in mind that their products do have pretty good warranty periods. But the advantage of having portable equipment is that if the skate boarders do get bored with the equipment, it can be replaced with other more desirable pieces of equipment. Option 3: Reconsider the concrete skate park and wait to see enough donations can be made to construct a concrete pad and place a fence around the pad and relocate the existing equipment that the city currently owns to the new site. As additional funds become available, the city could purchase additional equipment for the park.
