Adjournment 121 ~ o o o o o ~ CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES DECEMBER 19, 1991 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:00 p.m. by Chairperson Kieffer on Thursday, December 19, 1991 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Tom Anderson, Mike Auger, David Woods, Jeff Kieffer, Jim Lindahl, Darrell DeLarco, Roger Paulson Commissioners Absent: None Others Present: Todd Haas RESIDENTS FORUM None. APPROVAL OF MINUTES Commissioner Woods was marked "absent" in the December 05, 1991 minutes, but attended that meeting. Commissioner Lindahl was absent, but marked "present". The motions and comments attributed to Commissioner Lindahl should be credited to Commissioner Woods. MOTION by DeLarco, seconded by Woods to approve the minutes of the December 05, 1991 Regular Park and Recreation Commission meeting. Motion passed; 5-yes, 1-present, 1-absent. [Commissioner Paulson arrived at 7:25 p.m., after voting was completed for approval of minutes.] u () Andover Park and Recreation Commission 12/19/91 Meeting Minutes, page 2 " 'J RECOMMEND PARK PARKING LOT REQUIREMENTS The Park and Recreation Commission is requested to review and recommend to the Planning and Zoning Commission, the Park parking lot requirements and an amendment to Ordinance 8, Section 8.08 (Parking Requirements). The city of Andover has required bituminous surface on all commercial parking lots and, to be consistent, has required the same for its parks. The Park Board has expressed concern in meeting its obligation to park development while complying with the ordinance. The Andover Review Committee met and recommended that bituminous surface is required in parks that are located with the Metropolitan Urban Service Area. Sub-section 9 of Section 8.08 shall apply which addresses the curbing requirements. Bituminous surfacing is not required unless the traffic volumes are sufficient to warrant bituminous surfacing. Sub-section 9 of Section 8.08 shall apply if bituminous surfacing is required. An example of parks that will be considered for surfacing is the main parking lot off the north end for Kelsey- , ) Round Lake Park. Mr. Haas reported that the Andover Review Committee, when looking at curbing requirements, is recommending the City to consider the health, safety, morals, general welfare, existing and anticipated traffic conditions including parking facilities on adjacent streets and land, the effect on values of property and scenic views in the surrounding area.. A grandfather clause applies to parks that were constructed before the ordinance was approved. Although traffic volume at Terrace Park is considered limited and the use seasonal, the ordinance designates that this park have bituminous surfacing. The commissioners would like a period of time to apply the ordinance to the designated parks. Commissioner Lindahl suggested an extension of the budgeting year. Mr. Haas thought the board could request a two year waiver and perhaps budget additional funds to the capital budget. "J Chairperson Kieffer concluded that parking lots generally were seasonal and not consistent in usage in the parks. To be in compliance, the Park Board could budget for lots not paved, over a period of time. Commissioner Auger expressed that park funds should be used to build parks, not streets; however, (j () Andover Park and Recreation Commission 12/19/91 Meeting Minutes, page 3 ~J he thought that several could be budgeted in the capital improvement program. Mr. Haas added, that blacktop or curb is not required in parks in rural areas, and would be necessary only if there is sufficient traffic (as in Kelsey). Mr. Haas will try to set up a special meeting with the Planning Committee in January 1992 to further discuss bituminous surfacing in parks. WEYBRIDGE SKETCH PLAN , '\ ,-.-J The Park and Recreation Commission reviewed park dedication for the proposed sketch plan of Weybridge. Discussion was held with Jerry Windschitl, developer, and Todd Haas to try to determine what the Park Board would like for park dedication. Reference was made to a motion made on May 19, 1988 recommending the acceptance of 20 (twenty) acres of a nature park, Block 6, Lots 2 and 3, which includes 5.88 acres due along the creek. The developer at that time proposed 4.76 acres and $5,067 paid for park dedication. Mr. Windschitl disagreed with the dollar amount, expressing that it was not specified in the motion of May 19, 1988. He also thought the value of the fencing was worth at least $1,000. Mr. Haas said that some of the land proposed for park dedication was not buildable and in the flood plain, according to city records. Mr. Windschitl disagreed, saying the land is not worthless and can be made part of existing lots, if it isn't accepted by the Park Board. Because of the conflicting opinions between the city and Mr. Windschitl and without more information, the commissioners feel it is difficult to determine if the land is usable or unusable. Chairperson Kieffer would like to consider the area along the creek as a possible bike trail, but the amount of dedication is still undetermined. It appears that it would be in the city's best interest to acquire the land, but he would like the commission to confer with Public Works to determine what they propose for the area. Because more discussion is needed before arriving at a , "\ decision, Mr. Haas will add this topic to the agenda for January 02, 1992. \_) u , , . j "--. ,.I Andover Park and Recreation Commission 12/19/91 Meeting Minutes, page 4 "\ ,---j REVISED HOCKEY SCHEDULE Blaine Youth Hockey has requested Crooked Lake School Hockey Rink on the following days: December 23, 1991 January 06, 17,28, 1992 February 11, 1992 6:00-7:30 p.m. 6:00-7:30 p.m. 6:00-7:30 p.m. Three participants are from the Andover area. After a brief discussion, the commission decided to act. MOTION by DeLarco, seconded by Woods, to accept the revised hockey schedule as presented. Motion carried unanimously. \ ,,_J CHAIRMAN'S REPORT Chairperson Kieffer reported that Andover City Council over-turned the recommendation of the Park Board concerning dedication near Round Lake. Council advised an obligation to protect that wetland. The commission still feels that basically, it can't take property that is not useful or can't serve people's activities. The commission would like a joint meeting with the City Council in the near future. Mr. Haas will check with the attorney for legal rights. The zoning map reads that it is a flood plain, not buildable and restrictive. Ordinance interpretation is important. Chairperson Kieffer read a request from an Andover family, a member of which was a victim of a gun accident. They would like Hawkridge Park to be renamed in dedication for the victim. After a brief discussion, the commission recommends that it would be honored to accept a tree in dedication; however, renaming a park or dedicating an existing tree would not be recommended.
