(612) 755-5100 PARK AND RECREATION COMMISSION MEETING MINUTES NOVEMBER 07,1991 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:36 p.m. by Acting Chairperson Darrell DeLarco on Thursday, November 07, 1991 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Tom Anderson, Mike Auger, David Woods, Jeff Kieffer, Jim Lindahl, Darrell DeLarco, Commissioners Absent: Roger Paulson Others Present: Todd Haas RESIDENTS FORUM None. ITEMS ADDED TO THE AGENDA David OToole of the AM asked that these two items be placed on the agenda: 1) Request of an additional ball field at City Hall complex and 2) Introduction of possible funding available from the State of Minnesota. Motion passed unanimously. MOTION by Anderson, seconded by Auger, to approve the minutes of the Special Park and Recreation meeting on October 30, 1991. Motion passed unanimously. THE MEADOWS OF ROUND LAKE DEDICATION The Park and Recreation Commission discussed the Park Dedication requirements for the Meadows of Round Lake with David Newman from Nedegaard Construction. [Chairperson Kieffer arrived at 7:40 p.m. and began to chair the meeting.] , ) At the October 17, 1991 meeting the Commissioners felt they should improve and maintain the existing park, not develop the tot lot and were generally in favor of linking a trail system with Kelsey-Round Lake Park. At their October 30, 1991 meeting, however, the Commissioners wanted to examine possible tot lot park areas, forget about the swampy area between Round Lake and the proposed residential area and re-examine the existing park. Mr. Haas explained that the Pleasant Oaks ball field has some top soil, not ag lime and is leveled, but needs re-grading. Re-seeding and ag lime are needed to improve the ball field in the existing park. Mr. Haas has designed a lay-out of the park with a 170 foot (170') ball field (acceptable for children under 10), a playground area, a parking lot for sixteen (16) vehicles and a walkway down to the lake from the corner of the ball field. David Newman presented the preliminary plat to the commissioners and called attention to a change in Lots 32 and 33: a twenty foot (20') walkway has been designated so that there is neighborhood access. . '\ '- ..J The overall site is eighty-eight acres (88 acres). Mr. Newman is proposing to give the city Lot 1, 11.5 acres (which is 13% park dedication rather than the required 10%) because the land is low and doesn't have the same market value - -, u ( \ U Andover Park and Recreation Commission 11/07/91 Meeting Minutes, page 3 \ '. ) as the developable land. He would like the commission to consider the following reasons why a tot lot should not be built in this area: a) Parents will usually have to accompany young children to the tot lot; b) Difficulty in maintaining of tot lot; c) An existing park could be improved as a community park in the area; d) Dedicated land would be part of the trail system and prime property in the future. Mr. Newman also pointed out that the developer could provide a service to the existing park and would work with the city to improve it. Chairperson Kieffer expressed a concern that the proposed dedicated land was not developable, that a bridge-type trail system would have to be employed and that access to Kelsey would be up from 107th Avenue. He also declared that the park board has never received complaints about existing tot lots, that they are small scale with day use and no parking lots, and that busy streets wouldn't be a problem because the lots were usually not busy during rush hour. / ) '- The general consensus of the park board is to propose a tot lot for this area and request developer input for location. Consideration will be given to locating the tot lot near lower priced homes, further west of the park. Mr. Haas said that two to four weeks would elapse before the preliminary plat would be discussed again. [Mr. Haas left the meeting at 8:40 p.m.] AAA BASEBALL INPUT \ , ) Dave O'Toole of the AM thinks another ball park located at the City Hall complex would be economical in terms of future lighting and field maintaining, as well as eliminating the danger of an existing parking lot adjacent to Field #2. He said that AAA would work for funding the ball field, which Mr. Stone had estimated at $10,000. However, Chairperson Kieffer, while acknowledging the desirability of the plan, expressed the need to fund the expansion of the other parking lot, which could include curb and paving costs. He suggested having Mr. Haas see if something could be worked out in the layout of the complex. He noted also, that the Review Committee still had to consider curb/paving in city park parking lots. ,.- , '- . -) \.J Andover Park and Recreation Commission 11/07/91 Meeting Minutes, page 4 , ) Mr. O'Toole gave the commission some information on the Minnesota Amateur Sport Commission with the intention of having them explore possible funding from the state for park projects. If the commission cannot add another ball field to the City Hall complex, Mr. O'Toole would like them to explore the possibility of developing a field at Hidden Creek with the back stop by the parking lot. Chairperson Kieffer thought the development would have to be discussed with the residents of that area. Commissioner Lindahl noted a parking problem already in that area. Playground equipment, too, would have to be moved. Mr. Haas was directed to re-examine Hidden Creek's potential for a ball field addition. COMMUNITY SCHOOL PROGRAMS AND INTRODUCTION TO NANCY KNOP Ms. Knop reported that the community education programs served over 600 in , ) the area. In the event of a teachers' strike, the community education programs would continue, but enrollment would probably be affected. Programs are advertised through the schools. KOBS KNOLL ADDITION SKETCH PLAN Commissioner Lindahl favored cash in lieu of land because of the larger acres in the addition. The commissioners will be discussing the process in arriving at the 10% figure. BASEBALL PROGRAM ) The Park and Recreation Commission discussed the Little League - Babe Ruth Baseball program regarding a mandated change that may effect Andover residents. An article has been published recently in the Anoka County Union. Commissioner DeLarco is doing some research with a representative from Coon Rapids Little League - Babe Ruth Baseball program and will see what needs would be from Andover. His main goal is to provide all kids with the opportunity to play ball. . , f , U u Andover Park and Recreation Commission 11/07/91 Meeting Minutes, page 5 \ '-..) CHAIRMAN'S REPORT None. Before the meeting closed, Commissioner Anderson suggested that the budget be up-dated for their next meeting.
