CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES OCTOBER 17, 1991 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:42 p.m. by Acting Chairperson Tom Anderson on Thursday, October 17, 1991 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Tom Anderson, Roger Paulson, Mike Auger Commissioners Absent: Jeff Kieffer, Jim Lindahl, Darrell DeLarco, David Woods Others Present: Todd Haas, Kevin Starr RESIDENTS FORUM None. APPROVAL OF MINUTES The Park and Recreation Commission will approve the October 03, 1991 minutes at their next meeting when more commissioners are present. MEADOWS OF ROUND LAKE SKETCH PLAN PARK DEDICATION David Newman of Nedegaard Construction attended to discuss the park dedication for the proposed sketch plan for The Meadows of Round Lake. Discussion ensued as how to best serve the residents. Creekridge, an existing park south of The Meadows of Round Lake development, contains a ball field, ) ~-) '.J ! -\ "-..J ( "\ \~j Andover Park and Recreation Commission 10 /17 /91 Meeting Minutes, page 2 slide, swing set and parking lot in a mostly swampy area. It has been reported that 4-wheelers have troubled that park. Mr. Newman expressed that a tot lot would not only be difficult to maintain, but residents wouldn't care to live next to one because of the noise. He suggested using land along the lake shore as a mechanism to tie a bike trail to Kelsey, allow protection of the shore line and provide a diversity in parks. The commissioners felt they should improve and maintain the existing park, not develop a tot lot and were generally in favor of linking a trail system with Kelsey Round Lake Park. WAYNE HOLMBERG SKETCH PLAN PARK DEDICATION The Park and Recreation Commission is requested to review and recommend the park dedication for the proposed sketch plan for Wayne Holmberg. It is recommended the dedication to be cash in lieu of land as the proposed plan is too far south of Ward Lake. The commissioners would like to pursue this recommendation at the next meeting. AMENDMENTS TO ORDINANCE 47 Ordinance 47 is hereby amended as follows: Section 2. 2.1 No firearms, as defined by Ordinance No. 62, or explosives shall be brought into or used in City parks except by approval of the City Council. 2.2 Consumption or possession of alcoholic beverages is not allowed. Unless a permit is obtained under Section 2.3A, consumption or possession of alcoholic beverages is prohibited in game field areas, parking lots and picnic areas. - \ (.1 , \ I ) '-- Andover Park and Recreation Commission 10/17/91 Meeting Minutes, page 3 '\ ~) 2.3A Permit may be approved by the City Council and issued by the City Clerk for the selling of food, alcoholic or non-alcoholic beverages as set out in City Resolution. MOTION by Paulson, seconded by Auger, to recommend the approval of the Amendments to Ordinance 47. Motion passed by attending commissioners.
