PARK AND RECREATION COMMISSION
MEETING MINUTES
SEPTEMBER 19, 1991
The regularly scheduled meeting of the Andover Park and Recreation
Commission was called to order at 7:30 p.m. by Chairperson Jeff Kieffer on
Thursday, September 19, 1991 at the Andover City Hall Offices, 1685
Crosstown Blvd., Andover, MN.
Commissioners Present:

Tom Anderson, Jim Lindahl, Roger Paulson,
David Woods
Commissioners Absent:

APPROVAL OF MINUTES
MOTION by Lindahl, seconded by Anderson, to accept the Park and
Recreation minutes of their regular meeting of September 05, 1991 as
written. Motion carried unanimously.
1991 PARK INVENTORY
Mr. Starr presented a city map depicting park development/use in Andover.
He plans to continue this project with slides, which he intends to have ready by
October 17, 1991. Chairperson Kieffer suggested choosing five of the existing

parks in greatest need, so that the commiSSioners can begin to address
priorities. The Park Board hopes to be able to update some of these parks
during the next year.
Mr. Starr recommended purchasing any playground equipment during Game
Time sales.
A print-out of expenditures was made available to the commissioners. Mr.
Stone recalled that expenses yet to be paid include the Timber Trails shelter,
$300 for AAA concrete pad and four loads of ag lime to up-grade fields.
Chairperson Kieffer wants to ascertain that funds from the capital budget be
depleted before dedication money is used for any project. The commission
would like a detailed breakdown on dedication monies.

Mr. Stone suggested that the park board discontinue skating rinks with little
usage; Mr. Starr will have a list made of the ones that can be maintained
properly. The rinks are scheduled to open the second week of December and
close the last week in February. Mr. Stone also recommends that the board
moves slowly in adding playground equipment. He is concerned about
following guidelines in maintaining existing equipment for insurance purposes.
Mr. Stone advised the commissioners to continue to keep records of city parks
and what's in them.
HIDDEN CREEK EAST PARK - LAYOUT
A presentation of Hidden Creek East Park was made to the commission by Mr.
Todd Haas. Mr. Haas' main concern was that a softball field development was
difficult because of the parking lot and restrictions presented by the park
dimensions itself.

The commissioners agreed that AAA feels a need for baseball fields.
Chairperson Kieffer thought a softball field arrangement for younger children
might be eased into the park, along with some playground equipment.
Drainage, top-soil, grading and seeding would have to be done. Plans are not
yet firm for Hidden Creek East Park because of the parking lot. It is estimated
that it will be 1993 before the park is usable.

A joint meeting with the Andover City Council is scheduled for October 03,
1991.
MOTION by Woods, seconded by Paulson, to adjourn at 8:35 p.m. Motion
passed unanimously.
