PARK AND RECREATION COMMISSION
MEETING MINUTES
SEPTEMBER 05, 1991
The regularly scheduled meeting of the Andover Park and Recreation
Commission was called to order at 7:35 p.m. by Chairperson Jeff Kieffer on
Thursday, September 05, 1991 at the Andover City Hall Offices, 1685
Crosstown Blvd., Andover, MN.
Commissioners Present:
Mike Auger, Darrell DeLarco, Jeff Kieffer,
Tom Anderson, Jim Lindahl, Roger Paulson
Commissioners Absent:
David Woods

Todd Haas, Kevin Starr

None.
APPROVAL OF MINUTES
Chairperson Kieffer requested that the section titled, KELSEY-ROUND LAKE
PARK/KELSEY ESTATES, be clarified: The first paragraph relates to the
discussion occurring before Commissioner DeLarco's motion. An earlier
discussion concerns Jerry Windschitl's suggestion to negotiate a land swap
for money with the park board and proceeded Commissioner Auger's motion.
Also, in the next paragraph beginning MOTION by Auger, seconded by
Woods. . . correct the name Lindquist to Lindahl.
MOTION by Anderson, seconded by DeLarco, to accept the Park and
Recreation minutes of their regular meeting of August 15, 1991 as
corrected. Motion carried unanimously.

HIDDEN CREEK EAST PARK PLAN
The Park and Recreation Commission is requested to table this item until the
next regular meeting to allow staff more time to layout the park.
TERRACE PARK PAVING
The Park and Recreation Commission requested staff to obtain an estimate to
pave the parking lot at Terrace Park. A contractor gave Mr. Haas an estimate
of approximately $4,200.00.
Chairperson Kieffer requested Mr. Haas obtain an estimate on curb and paving
for the parking lot. The park board is concerned about budget cuts.

The latest available amount of the Park Capital Budget is $11,683.00.
Discussion: The board would like to have an accounting of Park Dedication
monies at least once a month. Commissioner Paulson suggested the board
consider bonds as a possible source of funding. The cutting of the park
capital budget remains a concern to the commissioners.
Mr. Haas informed the commission that a regular park board meeting was
scheduled as a joint meeting with the Andover City Council on October 03,
1991. Commissioners were to note items of concern for discussion, such as
the capital budget, parking lots, Nedegarrd Construction, etc.
Mr. Starr offered to photograph every park so that the park board could readily
see what has been done and what needs to be maintained. Chairperson
Kieffer suggested he implement his plan with an immediate listing of the "top
10" parks.

Mr. Starr also suggested that the park board get more bids for installation. For
example, he had found a $300 difference between contractors in erecting a
park shelter.

TIMBER TRAILS
Mr. Haas reported that Timber Trails is over one-half complete, but due to
staff's miscalculation, has to ask for additional funding of $1,500 for dirt and
regrading.
CHAIRMAN'S REPORT
Chairperson Kieffer reported that he and members of the Tree Board had flown
over Anoka County, including the northern part of Andover, for the purpose of
examining oak wilt areas affecting red and pin oaks. He stressed the
importance of informing contractors that any pruning and cutting should not
be done from May through July to control the spread of oak wilt. A vibrator
plow can be used from the county if a city has a tree board.
