PARK AND RECREATION COMMISSION
MEETING MINUTES
AUGUST 15, 1991
The regularly scheduled meeting of the Andover Park and Recreation
Commission was called to order at 7:35 p.m. by Chairperson Jeff Kieffer on
Thursday, August 15, 1991 at the Andover City Hall Offices, 1685 Crosstown
Blvd., Andover, MN.
Commissioners Present:

APPROVAL OF MINUTES
MOTION by DeLarco, seconded by Woods, to accept the Park and
Recreation minutes of their regular meeting of August 01, 1991 as written.
Motion carried unanimously.
AUTHORIZATION PARK DEDICATION FUNDS
AAA BUILDING TO POUR SLAB
Dave O'Toole of the AM petitioned the park board to authorize expenditures
of $600 to come out of Park Dedication ful}ds for the cost of the concrete for

the concession/storage building behind City Hall. All other labor, materials,
etc. will be handled by AM.
Because of dwindling Park Dedication funds and budget cuts, the park board
concurred to split the cost with AM.
MOTION by DeLarco, seconded by Anderson, to split the cost of the
concrete for the concession/storage building behind City Hall with AAA,
not to exceed the amount of $300. Funds are to be taken from Park
Dedication. Motion passed unanimously.
KELSEY-ROUND LAKE PARK/KELSEY ESTATES
Jerry Windschitl, developer, voiced concern about the intent of City Council to
disallow parking lots on minor access points to Kelsey-Round Lake Park
without changing the original preliminary plat on 151st Street in Kelsey Estates.
Mr. Haas indicated that the Review Committee recommended the street be

, ) extended to the property line, thus leaving options open, if parking problems
arise in the future. Chairperson Kieffer conveyed that emergency access
necessitated extending the street as well as a paved cul-de-sac that would
open the area to hikers and bikers. Mr. Windschitl expressed that the cul-de-
sac could easily become a "parking lot", which would not be in a controlled
access area to the park. However, he indicated he would be flexible on Lot
#14 and adjust it a little for the pond trail.
MOTION by Auger, seconded by Woods, to recommend to Andover City
Council, not to readjust the Park Dedication on Jerry Windschitrs original
preliminary plat plan as developed in 1981 (Andover West Plat). Motion
carried on a 4 - Yes, 1 - No vote; Commissioner Anderson opposing; 2 -
Absent (Lindquist and Paulson).
The Park Board continued discussion with Mr. Windschittl.

MOTION by DeLarco, seconded by Woods, to recommend an extension of
151st Street to the east boundary line of Kelsey Estates and construction
of a temporary forty (40') foot radius paved cul-de-sac, cost borne by the
developer, to allow for future options. Motion passed unanimously.

In a final statement, Mr. Windschitl argued that the temporary cul-de-sac would
create a "parking lot" by default and said he would construct a road to the
property line if required, but would not make a "parking lot".
HIDDEN CREEK EAST PARK - SEEDING
With the agenda, Mr. Todd Haas enclosed a letter addressed to John Peterson
of Good Value Homes indicating the city's request for the developer to grade
and seed within Hidden Creek East Park. This action includes replacing the
topsoil and is required under the Coon Creek Watershed Department to control
erosion. Mr. Haas indicated that the city may have to up-grade the seed so that
it meets the City specs for parks. Commissioner Anderson suggested that Mr.
Haas explore the feasibility of a neighborhood ball field at Hidden Creek East
Park.
, ) 1992 PARK CAPITAL BUDGET
The Park and Recreation Commission began discussion to determine where to
spend the $15,520 capital budget to which park. Referring to the proposed
figure of $8,545 for small playground equipment, Chairperson Kieffer thought
that Frank Stone should review the Hidden Creek East Park area.
Commissioner Anderson requested a "maintenance" list of parks where ag lime
is needed. He would like to concentrate on improving parks. Chairperson
Kieffer questioned the status of parking lots. On September 03, 1991, Mr. Haas
and City Council will determine a date for a special meeting on that topic.
Mr. Haas and Mr. Starr thought that accurate figures for the Parks 5 Year
Capital Plan for 1992 could be available by September 05,1991.
